A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.

On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.

"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]

The UK Ministry of Defence reported that on 21 September 2022, Russia’s Putin announced a ‘partial mobilisation’ to support operations in Ukraine. Russian Defence Minister Shoigu later confirmed this would involve the mobilisation of 300,000 reservist troops.

Russia is likely to struggle with the logistical and administrative challenges of even mustering the 300,000 personnel. It will probably attempt to stand up new formations with many of these troops, which are unlikely to be combat effective for months.

Even this limited mobilisation is likely to be highly unpopular with parts of the Russian population. Putin is accepting considerable political risk in the hope of generating much needed combat power. The move is effectively an admission that Russia has exhausted its supply of willing volunteers to fight in Ukraine.

The General Staff of the Armed Forces of Ukraine reported that Russia continues to focus its efforts on attempts to fully occupy the Donetsk oblast, organize defence and maintain the captured territories, and also tries to disrupt the active actions of the Defence Forces in certain directions. It ires at our positions along the contact line, takes measures to regroup his troops, and constantly conducts aerial reconnaissance. Russian forces continue to attack civilian infrastructure and residential buildings, terrorizing the civilian population. The threat of air and missile strikes remains for the entire territory of Ukraine.

Over the course of a day, Russian forces launched 4 missile and 17 air strikes, carried out more than 24 shelling with MLRS on military and civilian objects on the territory of Ukraine, violating the norms of International Humanitarian Law, the laws and customs of warfare.

The infrastructure of more than 30 settlements was affected, including Pryshyb, Spirne, Vesele, Maryinka, Bakhmut, Kostyantynivka, Neskuchne, Poltavka, Ehorivka, Bezymenne, Bilohirka, Zaporizhzhya, Kryvyi Rih, Pervomaisk, Mykolaiv, Ochakiv, Vysokopillya, Sukhyi Stavok and Mirolyubivka. The situation in the Volyn and Polissya directions has not changed significantly.

In other directions, the enemy continues shelling from tanks, mortars and artillery:
in the Siversky direction - in the area of Shalyhyne, Volfyne, Yizdetske and Myropilske settlements of the Sumy oblast;
in the Slobozhansk direction - in the areas of the settlements of Hlyboke, Strilecha, Morokhovets, Vesele, Sotnytskyi Kozachok, Vovchansk, Hatyshche, Dvorichna, Husynka, Kamyanka, Kupyansk, Artilne, Osynove and Mikhuvatka;
in the Kramatorsk direction - Bohorodychne, Yatskivka, Yarova, Tetyanivka, Sviatohirsk, Pryshyb, Slovyansk, Platonivka, Donetske, Sydorove, Zakitne, Ozerne, Shchurov and Raihorodok;
in the direction of Bakhmut - Siversk, Spirne, Zvanivka, Mykolayivka, Rozdolivka, Soledar, Bakhmutske, Bakhmut, Vesela Dolyna, Odradivka, Vesele, Bilohorivka, Rozivka, Zaitseve, Yakovlivka, Mayorsk;
in the Avdiyivka direction – Krasnohorivka, Avdiyivka, Kamianka, Opytne, Maryinka, Vodyane and Novomykhailivka;
in the Novopavlivsky and Zaporizhzhya directions, the enemy did not carry out active operations, but at the same time carried out artillery fire on the settlements of Mykilske, Vuhledar, Volodymyrivka, Prechystivka, Novoukrainka, Velyka Novosilka, Neskuchne, Vremivka, Pavlivka, Mala Tokmachka, Hulyaipilske, Zaliznychne, Poltavka, Novopil and Novosilka

Russian forces are trying to keep the situation in the temporarily occupied territories under its control. In Kherson, the administrative and police regime is being strengthened, inspections of settlements and psychological pressure on local residents are being carried out.

The work on the preparation and holding of the so-called "referendum" on the temporarily captured territories of Ukraine was intensified. Thus, in the settlements of the Kherson oblast, representatives of the Russian occupation authorities, under the pretext of quality distribution of humanitarian aid, are trying to obtain their personal data from local residents. The formation of the so-called "election commissions" continues.

In the city of Starobilsk, Luhansk oblast, the occupation authorities forbade the local population to leave the city between September 23 and 27. According to available information, the occupiers are creating armed groups to go around homes and force people to participate in the so-called "referendum". Preparations are being made for filming by propaganda media stories about such "active participation of local residents in voting".

In the temporarily captured territory of the Zaporizhzhya region, local residents are promised cash rewards and household appliances for providing passport data and obtaining citizenship of the Russian Federation.

During the current day, units of the Ukrainian Defence Forces repelled enemy attacks in the areas of the settlements of Kupyansk, Zaitseve, and Novomykhailivka. During the day, the aviation of the Ukrainian Defence Forces hit ten areas of concentration of enemy manpower and military equipment and two positions of anti-aircraft missile systems.
In addition, Ukrainian air defense units destroyed two UAVs of the occupiers.

Missile troops and artillery during the current day inflicted fire damage, in particular, on four command and control points, two areas of concentration of personnel and military equipment, three air defence positions, artillery positions, as well as three ammunition depots.

During the daily briefing, the Ministry of Defense of the Russian Federation reported that during the day the Armed Forces of Ukraine fired 13 shells at Energodar and the territory adjacent to the Zaporozhye nuclear power plant. The units of the Armed Forces of Ukraine were suppressed by the return fire of the Russian artillery. The radiation situation at the station is normal.

The defense department also revealed that the losses of two units of the Armed Forces of Ukraine and mercenaries of the "Foreign Legion" in the Zaporozhye region after the strike of the Russian Aerospace Forces amounted to 150 people.

In the village of Monachinovka (Kharkiv region), Russian servicemen destroyed up to 100 militants of the 93rd mechanized brigade of the Armed Forces of Ukraine and up to 20 units of military equipment, including one HIMARS MLRS installation. In addition, the Russian Ministry of Defense also said that as a result of a failed attempt by the Armed Forces of Ukraine to force the Oskol River, the enemy lost up to 30 people killed and six infantry fighting vehicles.

High-precision missiles hit a temporary location of the Armed Forces of Ukraine near Seversk (Donetsk People's Republic, DPR). As a result of the strikes, more than 90 Ukrainian servicemen, 15 units of military equipment and over a thousand mortar ammunition were destroyed. The RF Armed Forces also hit four depots of ammunition and weapons of the Armed Forces of Ukraine in the area of ​​​​the settlements of Monachinovka (Kharkiv region), Poltavka and Olgovskoye (Zaporozhye region).

The Russian Defense Ministry stated that the massive fire strikes of the RF Armed Forces led to the complete loss of combat capability of one of the battalions of the infantry brigade of the Armed Forces of Ukraine in the Kherson region.

“The process took place in difficult circumstances. At some stages, the Ukrainian regime practically disrupted the exchange, ”Pushilin specified.

Vladimir Vysotsky, Chairman of the Central Election Commission (CEC) of the DPR, informed about the absolute readiness to hold a referendum on the republic's accession to the Russian Federation, which will be held from September 23 to 27. According to him, more than 1.5 million ballots have been printed.

Since the beginning of the current day, the Armed Forces of Ukraine have shelled the city of Lisichansk and the urban-type settlement of Novoaydar in the LPR.
