- KOREAN FOUR-PARTY TALKS: 'NOT ALL BAD'
August 13, 1997 -- In their comments on three days of peace talks among the U.S., China and South and North Korea that broke off late last week in New York City, analysts did not discern any major breakthroughs but neither did they jump to dismiss the effort as futile. Conceding that the talks ended without a final agreement, Seoul's independent Dong-A Ilbo pointed out: "The general mood is not all bad.... The session was more successful than expected."

- Hwang Jang-yop Holds Press Conference To Explain Why He Defected from North Korea July 21, 1997 -- Hwang Jang-yop, 74, former secretary of the North Korean Workers Party, and his aide, Kim Dok-hong,
58, president of Yogwang General Trading Company, came to the Consular Section of the Republic of Korea Embassy in Beijing on February 12, 1997, and requested political asylum. They arrived in Seoul on April 20 after staying in the ROK Consulate in Beijing for 34 days and in the Philippines for 33 days. Since the first phase of the investigation by the ROK Government authorities,
including the Agency for National Security Planning, has been completed, they held a press conference on July 10 to explain why they defected and express their opinions on inter-Korean relations.

(Foreign Media Reaction Daily Digest - 18 Feb 97) Analysts in East and South Asia and Europe continued to monitor North-South Korean relations closely in the aftermath of last week's defection of senior North Korean Communist Party ideologue Hwang Jang-yop. The view from all geographic areas was that the defection was certain to escalate tensions on the peninsula, with only one Indian paper maintaining that the government of South Korea was "blowing (the incident) out of proportion" to deflect domestic attention from "scandals concerning the failed (Hanbo) steel company."

- NORTH KOREA'S APOLOGY: CAN THE 'HERMIT KINGDOM' CHANGE ITS SPOTS? (Foreign Media Reaction Daily Digest - 09 January 1997) -- North Korea's expression of "regret" proffered at year's end for the incursion of one of its submarines into South Korean waters last September prompted editorialists in Asia and Europe to speculate on North Korean motives for making such an "act of contrition."
Analysts across the board perceived less than altruistic intentions behind the North's "unprecedented" apology. The predominant view in South Korean dailies, best expressed by Seoul's moderate Hankook Ilbo, was that "the North never meant to apologize. The statement is just part of a scheme to advance relations with the United States and Japan."
