"Former top North Korean ideologue Hwang Jang-yop, who
recently defected, wrote in an article that North Korea is
capable of turning South Korea into a sea of fire and scorched
land by attacking with nuclear and chemical weapons and
rockets, the Chosun Ilbo reported today. "One would be
committing a criminal act before the nation, if one takes
an ambiguous attitude towards war, by thinking that North
Korea is highly unlikely to launch an unwinnable war," the
article said."

"Seoul, April 22 (KPS)--The second three-way meeting for
the proposed Four-Party Meeting scheduled to take place in
New York on Monday was aborted as the North Korean
delegation did not come to the meeting by saying that there are
no new instruction from Pyongyang, press reports from New
York said today. Thus, the prospect of opening the Four-Party
Meeting by July or August became gloomy."

North Korea could turn the capitalist South into a "sea of flames" and
scorch Japan in a nuclear attack, a top Pyongyang defector was quoted
as saying in a leading Seoul newspaper Tuesday. The Chosun Ilbo daily
published a document it said was written by Hwang Jang-yop last
August, before he became the highest-ranked North Korean official ever
to flee his homeland. On Tuesday, Seoul diplomats left New York after
talks failed to wrest agreement from Pyongyang to join proposed peace
talks between the two Koreas, the United States and China.
