As Wolfowitz explained, "containment" was a second choice to "rollback," because the Soviet Union was a very major military power, including nuclear power, for much of the time.   • The Iraqi Murder of Grand Ayatollah Muhammad Al-Sadr and His Sons Iraq News 22 February 1999 -- The Iraqi regime's murder of Grand Ayatollah Muhammad Al-Sadr and his two sons led to riots in Iraq yesterday and the day before. Until recently, the ayatollah had been seen to be closely aligned with the Iraqi government, which in 1992 appointed him as the country's leading Shiite cleric. Grand Ayatollah Muhammed Al-Sadr and his two sons were assassinated late on the evening of Feb 18, in Najaf.
  • Iraq News 21 February 1999 -- The formations, which included F-14, F-15, and F-18 planes, were supported by two AWACS and A-2C planes flying inside the Saudi airspace. The formations conducted 24 sorties from the Kuwaiti airspace and 18 sorties from the Saudi airspace.

The strikes were conducted near Al Amarah which is approximately 170 miles southeast of Baghdad and near Tallil which is also approximately 170 miles southeast of Baghdad in southern Iraq. The strikes were in response to a No-Fly Zone violation by two Iraqi aircraft earlier in the day.

  • DoD News Briefing, February 11, 1999 -- There were five sites in the north that were struck by coalition forces and two in the south. One F-15E dropped four GBU-12's on an Iraqi surface-to-air missile communications site, and two F-15Es launched an AGM-130 and dropped four GBU-12's on an Iraq surface to air missile system. About an hour after that, U.S. Air Force fighter aircraft again responded after being targeted by Iraqi radar in three separate incidents. First a U.S. Air Force F-15E Strike Eagle dropped GBU-12 munitions on an Iraq surface-to-air missile site west of Mosul. About two minutes later a U.S. Air Force F-16CJ launched an AGM-88 at an Iraq radar site which is located northwest of Mosul. Then a few minutes after that, a U.S. Air Force F-15E dropped GBU-12's on a surface to air missile communications site east of Mosul. In the south one started off by MiG-25s (sic) violating the southern no-fly zone. As a result of that activity, a combination of F-15s, Navy F-14s, Navy F/A-18s hit radar sites and also some associated facilities near Al Habbariyah about 135 miles southwest of Baghdad and Al Amarah about 170 miles southeast of Baghdad.

  • The Jan 25 UNSCOM Report Iraq News SUNDAY, FEBRUARY 7, 1999 -- There is no need for a UN study group on Iraq's disarmament, because UNSCOM, Jan 25, released a comprehensive 262 page report. The NYT, Jan 27, published excerpts of that report under the headline, "UN Report: 'Confusion Reigns' on Details." But that was an inappropriate title for the catalogue of horrors that constituted the UNSCOM report, distribution of which, even within the UN, Russia tried to block. As the UNSCOM report made clear, Iraq's determination to maintain and acquire unconventional weapons, proscribed under UNSCR 687, never stopped. That is contrary to what the vast majority, including "Iraq News," thought in the period immediately after the 1991 cease-fire. Then, it was thought that the problem--Saddam's drive to acquire proscribed weapons-would emerge only after UNSCOM had finished its job and sanctions were lifted.
