A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.

On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.

The UK Ministry of Defence reported that Russian authorities are likely keeping open the option of another round of call-ups under the 'partial mobilisation'. On 22 January 2023, media reported that Russian border guards were preventing dual passport holding Kyrgyz migrant workers from leaving Russia, telling the men that their names were on mobilisation lists.

Separately, on 23 January 2023, Russian presidential spokesperson Dmitry Peskov said that the decree on 'partial mobilisation' continues to remain in force, claiming the decree remained necessary for supporting the work of the Armed Forces. Observers had questioned why the measure had not been formally rescinded.

The Russian leadership highly likely continues to search for ways to meet the high number of personnel required to resource any future major offensive in Ukraine, while minimising domestic dissent.

The General Staff of the Armed Forces of Ukraine reported that Russia continues its offensive operations on Lyman, Bakhmut, Avdiivka, and Novopavlivka axes. On other areas, Russia is on the defense.

During the day of January 30, Russian occupants launched 4x missile attacks. They also launched more than 10x MLRS attacks at the civilian infrastructure of Ochakiv (Mykolaiv oblast). The threat of Russian air and missile strikes across Ukraine remains high.

    Volyn, Polissya, Sivershchyna, and Slobozhanshchyna axes: no changes, no Russian offensive groups were found. Training of Russian units is ongoing at the training grounds of the republic of belarus. The Russian occupants shelled the vicinities of settlements of Khrinivka, Krasnyi Khutir (Chernihiv oblast), Volfyne, Shpyl', Basivka, Zapsillya, Mezenivka, Velyka Pysarivka (Sumy oblast), Veterynarne, Hlyboke, Zelene, Neskuchne, Verkhnya Pysarivka, Vovchans'k, Budarky, Novomlyns'k, and Dvorichna (Kharkiv oblast).
    Kupyans'k axis: Syn'kivka, Kyslivka (Kharkiv oblast), Novoselivs'ke, Berestove, and Andriivka (Luhansk oblast) were hit by Russian fire.
    Lyman axis: Novojehorivka, Makiivka, Chervonopopivka, Dibrova (Luhansk oblast), Yampolivka, and Yampil (Donetsk oblast) were shelled.
    Bakhmut axis: Verkhn'okam'yans'ke, Spirne, Bilohorivka, Vesele, Krasna Hora, Paraskoviivka, Bakhmut, Ivanivs'ke, Ozaryanivka, Druzhba, Ivanopillya, and New York (Donetsk oblast) came under fire.
    Avdiivka axis: Vodyane, Krasnohorivka, and Mar'inka came under Russian tank, mortar and artillery fire.
    Novopavlivka axis: Vodyane, Bohoyavlenka, Vuhledar, and Neskuchne (Donetsk oblast) were shelled.
    Zaporizhzhia and Kherson axes: Russian artillery fire hit more than 40x settlements. Among them are Vremivka (Donetsk oblast), Hulyaipole, Bilohir'ya (Zaporizhzhia oblast), Dobra Nadiya (Dnipropetrovsk oblast), Beryslav, L'vove, Ivanivka, Antonivka, Kherson, Berehove, and Veletens'ke (Kherson oblast). There are civilian casualties.

According to the available information, the Russian occupiers prohibit students from studying online under the Ukrainian program in local schools of Kakhovka district. Local teachers refuse to teach children according to the Russian curriculum, and the Russian occupiers threaten to forcibly take children for so-called "training" deep into the temporarily occupied Kherson oblast, as well as to Russia and the occupied Crimea.

In the settlement of Tavriys'ke (Skadovs'k district, Kherson oblast), the Russian occupiers have set up a "field hospital" in the premises of a kindergarten to treat Russian soldiers. It is packed beyond capacity with the gravely wounded invaders.

During the day of January 30, the Ukrainian Air Force launched 4x air strikes on the Russian concentrations, while the missile and artillery units hit 3x Russian command posts, 4x concentrations, and 2x ammunition depots.

The Ministry of Defense of the Russian Federation reported that, as a result of the strike of the Russian Armed Forces on the enemy base in the city of Ochakov, British mercenaries who trained Ukrainian military personnel to commit sabotage in the waters of the Black and Azov Seas were among the dead. According to RIA Novosti, one of the units of the 73rd Marine Special Operations Center of the Armed Forces of Ukraine (AFU) is based there. The total losses of the enemy amounted to 14 people and 3 vehicles, part of the life support systems and mooring infrastructure were damaged or destroyed.

Reinforcements are expected to arrive in the Kursk region to strengthen the protection of state borders. The governor of the region, Roman Starovoit, said that the new units must be provided with comprehensive support so that they can quickly begin to carry out tasks to ensure the security of the borders of the state and the territory of the region. He added that now a solid contingent of forces and means of the Ministry of Defense of the Russian Federation, the border department of the FSB and the Russian Guard has already been formed in the region.

Reportedly, the hunt for Western tanks was officially announced by the authorities of the Trans-Baikal Territory: the governor of the region, Alexander Osipov, signed a decree on payments from 100,000 to 3 million rubles to Transbaikalian members of the NWO who would destroy or capture Leopard and Abrams.

Events in Donbass

The Russian Defense Ministry reported that the active actions of the Russian army managed to stop the implementation of military biological programs on the territory of Ukraine. In particular, today the agency disclosed information about the experiments of US biolaboratories with HIV infection and other especially dangerous viruses that were tested on both civilians and military personnel.

More than 20 thousand documents and reference materials, as well as the results of surveys, confirmed that the activities of these laboratories were of a military nature. It was noted that at the beginning of the year, a large-scale burial of the remains of biomaterials belonging to the Pharmbiotest company was found in Lisichansk. All of them were buried, not burned, which indicates the haste with which the liquidation was carried out.

According to unofficial sources, the advance of the RF Armed Forces near Nevelskoye was noted in the Donetsk direction. On the outskirts of the village, Russian troops knocked out the formation of the 59th motorized infantry brigade of the Armed Forces of Ukraine from the positions. The liberation of this settlement and control over Vodyany will make it possible to cover Pervomaisky.


Russian forces have taken control of the settlement of Blahodatne, to the North of Bakhmut.
