A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.

On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.

"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]

The UK Ministry of Defence reported that Russia highly likely suffered more than 300 casualties in a strike on troop accommodation at Makiivka near Donetsk City on 01 January 2023. We assess that the majority were likely killed or missing, rather than wounded.

Following the strike, the Russian Ministry of Defence took the rare step of publicly acknowledging it had suffered casualties, claiming 89 killed. Russian officials likely assessed that it was not viable to avoid comment in the face of widespread criticism of Russian commanders over the incident.

The difference between the number of casualties Russia acknowledged and the likely true total highlights the pervasive presence of disinformation in Russian public announcements. This typically comes about through a combination of deliberate lying authorised by senior leaders, and the communication of inaccurate reports by more junior officials, keen to downplay their failings in Russia’s ‘blame and sack’ culture.

The General Staff of the Armed Forces of Ukraine reported that the Russian federation launched 1x missile strike on civilian infrastructure of the city of Kostiantynivka (Donetsk oblast). Total number of Russian MLRS attacks exceeded 15x. There are civilian casualties.

The threat of Russian air and missile strikes remains high across Ukraine.

Losing a large number of troops, Russia attempts further offensive operations on Bakhmut, Avdiivka, and Novopavlivka axes. However, Russia stays on the defensive on Kup’yans’k, Lyman, Zaporizhzhia, and Kherson axes.
Volyn, Polissya, Sivershchyna, and Slobozhanshchyna axes: no changes, no Russian offensive groups identified. Certain units of Russian 6th Motorized Rifle Division, 3rd Army Corps undergo training in belarus.
Sivershchyna axis: the vicinities of Hai, Khrinivka, Mykolaivka (Chernihiv oblast), Volfyne, Muraveinya, Seredyna Buda, Stara Huta, Rozhkovychi, and Bachivs’k (Sumy oblast) came under mortar fire.
Slobozhanshchyna axis: the vicinities of Hur’yiv Kozachok, Krasne, Starytsya, Okhrimivka, Varvarivka, Novomlyns’k, Dvorichna, Zapadne, Neskuchne, Ternova, and Kup’yans’k (Kharkiv oblast) suffered mortar and artillery attacks.
Kup’yans’k axis: Russian forces shelled positions of Ukrainian troops in the vicinities of Ivanivka, Kyslivka, Krokhmal’ne (Kharkiv oblast), Novoselivs’ke (Luhansk oblast), and Berestove (Donetsk oblast).
Lyman axis: Russian forces shelled Makiivka, Chervonopopivka, and Dibrova (Luhansk oblast) with mortars and artillery.
Bakhmut axis: Russian forces shelled the vicinities of 18x settlements, including Spirne, Verkhn’okam’yans’ke, Rozdolivka, Bakhmut, Chasiv Yar, Klishchiivka, Kurdyumivka, and Maiors’k (Donetsk oblast).
Avdiivka axis: Berdychi, Avdiivka, Vodyane, Nevel’s’ke, Vesele, Krasnohorivka, Mar’inka, and Novomykhailivka came under Russian fire.
Novopavlivka axis: Russian forces shelled Bohoyavlenka, Vuhledar, and Zolota Nyva (Donetsk oblast).
Zaporizhzhia axis: 15x settlements were shelled, including Vremivka, Novopil’ (Donetsk oblast), Malynivka, Chervone, Hulyaipole, Charivne, Orikhiv, and Novodanylivka (Zaporizhzhia oblast).
Kherson axis: the vicinities of settlements of Mykhailivka, Havrylivka, Dudchany, Kachkarivka, Chervonyi Mayak, Kozats’ke, Tyahynka, Komyshany, and Kherson came under artillery fire.

The Russian occupiers continue to exert moral, psychological, and physical pressure on the local residents. For example, employees of Zaporizhzhia NPP who did not sign an employment contract with the occupiers were denied access to the plant, and the workers who were forced to sign the contract were announced salary cuts, arguing that the plant has not been operational.

Russia continues to suffer losses. In particular, city hospital in Tokmak (Zaporizhzhia oblast) alone has received up to 50x wounded occupiers in recent days. Most of them are sent back to the front line after having been rendered formal aid.

During the day of January 28, Ukrainian Air Force launched 4x air strikes on Russian troop concentrations. Ukrainian missile and artillery units attacked 2x command posts, 2x air defense positions, and 3x concentrations of Russian troops.

LC

On Saturday morning, the Armed Forces of Ukraine attacked Novoaydar, a local hospital came under fire. The Russian Defense Ministry said 14 people were killed and 24 others were injured in the attack. Among the victims are both patients and medical staff. The Defense Ministry emphasized that a deliberate missile attack on a civilian institution is a grave war crime of the Kyiv regime, and also stressed that all those involved in the tragedy will be found and held accountable.

Retired Lieutenant Colonel of the People's Militia of the LPR Andrei Marochko said that mercenaries from NATO countries may be involved in the attack on the hospital.

“When the operator entered the coordinates, he knew perfectly well where he would fire, given the fact that there is an instructor or coordinator with each calculation of the MLRS. As a rule, this role is performed by foreign mercenaries,” he said.

Russian forces have taken full control of the remaining areas of the settlement of Mykil’s’ke as they continue to assault in the direction of Vuhledar. The settlement of Pavlivka remains contested.
