A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.

On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.

"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]

The UK Ministry of Defence reported that in July 2022, Russian President Vladimir Putin approved amendments to the 2012 'Foreign Agents Law', which has been widely used to repress opponents of the regime. The new measures are scheduled to come into force on 01 December 2022.

The 2012 law defined 'foreign agents' as individuals or organisations who have received financial support from abroad. The amendments will extend the definition to those which are merely under undefined 'influence or pressure' of foreign actors. The Ministry of Justice will also have the power to publish the personal details and addresses of designated 'foreign agents', almost certainly placing them at risk of harassment.

The new laws will further extend the repressive powers available to the Russian state. This continues a trend since Putin returned to the presidency in 2012, but which has dramatically accelerated since the invasion of Ukraine. The Kremlin is likely acting pre-emptively to prevent greater domestic dissent as the conflict remains unresolved and increasingly impacts Russians' everyday lives.

The General Staff of the Armed Forces of Ukraine reported that Russia concentrates its efforts on restraining the actions of units of the Ukrainian Defense Forces, carries out engineering equipment of defensive lines and positions, and continues to conduct offensive actions in the Bakhmut direction. The transfer of Russian personnel and military equipment to equip units that have suffered losses is ongoing.

Russian forces carried out 20 airstrikes on the positions of Ukrainian troops, as well as on the settlement of Bilohirya in the Zaporizhzhia oblast. In addition, the city of Kherson was shelled from MLRS.

There is still a threat of Russian missile strikes on the objects of the energy system and critical infrastructure throughout the territory of Ukraine.

In the Volyn and Polissya directions, the situation has not changed significantly, and no signs of the formation of Russian offensive groups have been detected. The training of individual Russian units continues on the training grounds of the Republic of Belarus.
In the Siverskyi direction, Russian forces carried out mortar and artillery attacks on the settlements of Seredyna Buda, Bilopillya, Budky and Krasnopillya of the Sumy oblast.
In the Slobozhanskyi direction, Russian forces continue to hold military units in the border areas of the Bilhorod oblast. Areas of Veterynarne, Kozacha Lopan, Vysoka Yaruga, Strilecha, Hlyboke, Starytsa, Ohirtseve, Budarky, Chuhunivka, Petro-Ivanivka and Dvorichna settlements of Kharkiv oblast were shelled by mortars, barrel and rocket artillery.

Russian occupiers are trying to improve their tactical position in the Avdiivka direction. The areas of Avdiivka, Vodyane, Pervomaiske, Nevelske, Krasnohorivka, Maryinka and Novomykhailivka settlements of the Donetsk region were hit by fire from tanks and artillery of various types.

Russia is conducting defensive operations in the Novopavlivsk direction. Areas of the settlements of Vuhledar, Bohoyavlenka, Prechystivka and Velyka Novosilka in Donetsk oblast were hit by artillery fire.
Russia is also on the defensive in the Zaporozhzhia direction. Shelled the areas of the settlements of Zahirne, Orihiv, Novoandriivka, Mali Shcherbaky and Plavni of the Zaporizhzhia oblast. The city of Nikopol, Dnipropetrovsk oblast, came under direct fire damage.

Russia is conducting a positional defense in the Kherson direction. Fired tanks, mortars, barrel and rocket artillery at the positions of Ukrainian troops. Russia does not stop shelling the suburbs and the city of Kherson.

In order to replenish the current losses of units of the Russian occupation forces, the early graduation of cadets from higher military educational institutions of the Russian Federation is planned in the first quarter of 2023.
In addition, preparations for the next wave of mobilization scheduled for January-February 2023 are ongoing on the territory of the Russian Federation.

In the city of Khrustalnyi in the temporarily occupied territory of the Luhansk oblast, the Russian occupation authorities announced the end of mobilization. At the same time, the Russian occupiers continue to patrol the city, at the exits from the settlement, a thorough check is carried out on all those who wish to leave.

It has been confirmed that Russian units were defeated in the Zaporizhzhia region during November 28-29 of this year. Thus, in the area of Inzhenerne, Polohy and Tokmak settlements, Russian forces lost about 100 people wounded, 5 units of military equipment were destroyed.

During the current day, the aviation of the Ukrainian Defense Forces made 15 strikes on the areas of concentration of personnel, weapons and military equipment, as well as 2 strikes on the positions of Russian anti-aircraft missile systems.

During the day, Ukrainian rocket launchers and gunners hit 2 areas of concentration of Russian personnel and anti-aircraft missiles and an important object of the Russian occupiers.

The Russian Director of the Foreign Intelligence Service (SVR) Sergei Naryshkin in an interview with RIA Novosti said that Warsaw intends to organize referendums in Western Ukraine to include part of the region in its composition. The Poles plan to take the Russian experience of returning their ancestral territories by voting of its inhabitants as a basis.

According to Naryshkin, the secret services of the republic allowed a controlled leak of information to the Ukrainian media about the preparation of such an event in the Lviv region as a "trial balloon". In the future, the reaction of significant players in the region and the population will be carefully analyzed. In this regard, the head of the Foreign Intelligence Service recalled the numerous conflicts and contradictions between Polish and Ukrainian nationalists, urging Warsaw not to rush and "not step on the same rake."

The situation in the LDNR

Acting head of the Luhansk People's Republic (LPR) Leonid Pasechnik signed a decree according to which mobilized graduate students are dismissed from military service in December. It is reported that those of them who wish to continue their service under the contract will receive academic leave for the entire period.

Meanwhile, active hostilities continue in the Donetsk People's Republic (DNR). The enemy in the afternoon delivered another series of attacks on Donetsk, Golmovsky, Kashtanovy, Yasinovataya, Mineralny, Gorlovka and Zaitsevo. As a result, at least two civilians were injured.

Russian units, in turn, attack the enemy along the entire front line. Local sources report a successful offensive against the positions of the Ukrainian Armed Forces in Vodyane.
