A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.
On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.
"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]
The UK Ministry of Defence reported that Russia has likely augmented some of its units west of the Dnipro River with mobilised reservists. However, this is from an extremely low level of manning. In September 2022, Russian officers described companies in the Kherson sector as consisting of between six and eight men each. Companies should deploy with around 100 personnel.
In the last six weeks there has been a clear move from Russian ground forces to transition to a long-term, defensive posture on most areas of the front line in Ukraine. This is likely due to a more realistic assessment that the severely undermanned, poorly trained force in Ukraine is currently only capable of defensive operations.
Even if Russia succeeds in consolidating long-term defensive lines in Ukraine, its operational design will remain vulnerable. To regain the initiative, it will need to regenerate higher quality, mobile forces which are capable of dynamically countering Ukrainian breakthroughs and conducting their own large-scale offensive operations.
The General Staff of the Armed Forces of Ukraine reported that Russia is trying to hold the temporarily captured territories, concentrates efforts on restraining the actions of the Defense Forces in certain directions, while at the same time not stopping offensive operations in the Bakhmut and Avdiivka directions. Russia is shelling the positions of Russian forces troops along the contact line and conducting aerial reconnaissance. Violating the norms of International Humanitarian Law, the laws and customs of war, it continues to strike critical infrastructure and the homes of the civilian population.
During the current day, Russian forces launched 3 missile and 14 air strikes, carried out more than 50 MLRS attacks. Areas of 30 settlements in the Kharkiv, Donetsk, Kherson and Mykolaiv regions were hit by the enemy. The situation in the Volyn and Polissya directions has not changed significantly. The Republic of Belarus continues to support the armed aggression of the Russian Federation against Ukraine. The threat of missile strikes and the use of attack UAVs on the territory of Ukraine remains.

in the Slobozhansk direction - from mortars, barrel and jet artillery, in the areas of Vilkhuvatka, Vovchansk, Dvorichna, Krasne and Starytsa settlements;
on the Kupyansk and Lymansk directions - from mortars, barrel and rocket artillery, in the areas of the settlements of Nevske, Bilohorivka, Stelmakhivka and Yampolivka;
in the Bakhmut direction - from tanks, mortars, barrel and jet artillery, in the areas of the settlements of Bakhmut, Yakovlivka, Klishchiivka, Soledar and Mayorsk;
in the Avdiivka direction - from tanks and artillery of various calibers, in the areas of Vodyane, Pavlivka, Maryinka and Vesele settlements.
Russian forces did not conduct active offensive actions in the Novopavlivsk and Zaporizhzhia directions. Fired at the positions of the Defense Forces and civilian infrastructure in the areas of more than 25 settlements along the contact line. More than 25 settlements were affected by fire in the Southern Buh direction. Russian forces continue the engineering equipment of the positions. Up to 30 UAV flights of various types were carried out to conduct aerial reconnaissance.
The so-called "evacuation" from the temporarily occupied territory of the Kherson region continues. In the settlement of Kachkarivka, Russian occupiers gave the residents of the settlement two days to evict from their homes and evacuate. Additional roadblocks were set up on the "evacuation" routes to the temporarily occupied Crimea, where careful care and checks of the civilian population were organized. At the same time, another batch of mobilized russian servicemen arrived in the settlements of Chervonyi Mayak, Novoraysk and Zmiivka. Russian forces have intensified filtering measures in the settlement of Velyka Bilozerka, Zaporizhzhia oblast.
According to the updated information, it was confirmed that the Russian forces' manpower and equipment were damaged in the temporarily occupied territories of the Zaporizhzhia oblast. Thus, artillery units of the Ukrainian Defense Forces in the settlement of Novovodyane destroyed an ammunition warehouse, up to 5 trucks with ammunition and 3 D-30 guns. Up to 110 enemy servicemen were wounded in the areas of Tokmak, Molochansk and Kinsky Rozdory settlements. The number of dead is carefully concealed by the Russian occupiers.
Aviation of the Ukrainian Defense Forces during the current day made 24 strikes. It was confirmed that 20 areas of concentration of weapons and military equipment and 4 positions of Russia's anti-aircraft missile systems were hit. Units of missile troops and artillery hit the command post, 6 areas of concentration of manpower, weapons and military equipment, 4 ammunition warehouses and other important military objects of the Russian occupiers.

The head of the Russian Defense Ministry, Sergei Shoigu, reported to President Vladimir Putin on the completion of the partial mobilization in the country, which was announced on September 21.
"The task you set for 300,000 people has been completed. No additional tasks are planned," Shoigu said.
To date, 82,000 mobilized people have already been sent to the area of the special operation, another 218,000 are at the training grounds where they are being trained.
The Ministry of Defense in a daily briefing reported that during the day attacks by the Armed Forces of Ukraine were repelled in the Kupyansky, Limansky, and South-Donetsk directions. Thus, Ukrainian troops tried to advance in the direction of the settlements of Berestovoye (Kharkiv region), Chervonopopovka (Luhansk People's Republic, LPR), and Vremevka (Donetsk People's Republic, DPR), but were driven back and suffered heavy losses both in manpower and in technology.
In the Nikolaev-Kryvyi Rih direction, concentrated artillery fire and air strikes of the Russian Armed Forces hit the reserves of the Armed Forces of Ukraine that were moving out from the depths, as well as sabotage groups near the line of contact. More than 180 Ukrainian servicemen, 8 combat armored vehicles and 6 vehicles were destroyed.
Army aviation, missile troops and artillery hit 6 command posts of the Armed Forces of Ukraine in the Kharkiv region, the DPR, LPR and the city of Nikolaev, 74 artillery units, manpower and military equipment in 167 districts. 5 ammunition depots of the Armed Forces of Ukraine were liquidated in the DPR, Kherson region and Nikolaev.
A Mi-8 helicopter of the Ukrainian Air Force was shot down by means of air defense (air defense) in the area of Nova Kamenka (Kherson region). Kherson region

According to her, the first floors of buildings are being strengthened in the city, fortifications are being created from sandbags. These measures are of a preventive nature, the official added.
The Ukrainian authorities do not allow residents of the Kherson region who left the region to return. It is reported by The Washington Post. The journalists told about a couple who left Kherson for Kyiv at the beginning of the special operation of the Russian Armed Forces, but later wanted to return. On the way back, it turned out that the Ukrainian authorities only allow the girl to leave, while the man was sent to a camp for displaced persons in Zaporozhye.
In the Kherson region there will be no autumn conscription for military service, the press service of the acting head of the region reported.
The deputy head of the regional administration, Kirill Stremousov, said that the evacuation of the civilian population from the right bank of the Dnieper was completed.
Zaporozhye region
The head of the International Atomic Energy Agency (IAEA), Rafael Grossi, said that progress on creating a security zone around the Zaporozhye nuclear power plant is slow, success is not guaranteed.
The head of the administration of Energodar, Alexander Volga, addressed the residents, notifying that the region refuses to switch to winter and summer time. From now on, the population will live according to Moscow time.
DPR
From the beginning of the day, Ukrainian troops opened fire on Donetsk, as well as the settlements of Makeevka, Gorlovka, Yasinovataya, Shirokaya Balka, and Panteleymonovka. As a result of the shelling of Makiivka, a civilian was killed and another was injured. It is also reported about 2 dead and injured in Donetsk and wounded civilian in Yasinovataya. In Donetsk, the building of the Institute of Applied Mathematics and Mechanics was damaged.
Vladimir Bidevka, chairman of the People's Council of the DPR, said that the republic will not hold an autumn conscription, which starts throughout Russia on November 1. According to the official, in accordance with the law on the admission of new subjects to the Russian Federation, the conscription will be organized from 2023.
The Russian Investigative Committee has identified the lieutenant general of the Armed Forces of Ukraine, who ordered to block the humanitarian corridors in Mariupol in order to use civilians as human shields. According to the Investigative Committee, we are talking about the commander of the group of troops "South" and "East" Alexander Pavlyuk.
Acting head of the DPR Denis Pushilin announced the timing of the restoration of the railway track in Shakhtersk, where a major fire occurred the day before due to the shelling of the oil depot and station by the Armed Forces of Ukraine. According to Pushilin, the canvas suffered serious damage, but it will be possible to repair it in the near future.
