A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.
On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.
"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]
The UK Ministry of Defence reported that Russia is likely removing the nuclear warheads from aging nuclear cruise missiles and firing the unarmed munitions at Ukraine. Open source imagery shows wreckage of an apparently shot-down AS-15 KENT air launched cruise missile (ALCM), designed in the 1980s exclusively as a nuclear delivery system. The warhead had probably been substituted for ballast.
Although such an inert system will still produce some damage through the missile's kinetic energy and any unspent fuel, it is unlikely to achieve reliable effects against intended targets. Russia almost certainly hopes such missiles will function as decoys and divert Ukrainian air defences.
Whatever Russia's intent, this improvisation highlights the level of depletion in Russia's stock of long-range missiles.
The General Staff of the Armed Forces of Ukraine reported that Russia does not stop striking civilian objects. It concentrates its efforts on restraining the actions of units of the Ukrainian Defense Forces, carries out engineering equipment of defensive lines and positions, and continues offensive actions in certain directions. It is trying to replenish losses in personnel, weapons, ammunition, equipment and fuel and oil. Russia continues to regroup troops in order to strengthen units and units in the Lyman, Avdiivka and Novopavlivka directions.During the day, Russian forces launched 2 rocket attacks on civilian objects in the city of Dnipro and carried out 4 MLRS attacks on the positions of Ukrainian troops and populated areas.

In the Slobozhanskyi direction, in the border areas of the Belgorod region, Russia continues to hold groups of his troops. In the vicinity of Kudiivka, Kharkiv oblast, Russian forces engaged an attack UAV.
The occupiers are conducting an active defense in the Kupyansk direction. In the Lyman direction, the main efforts are concentrated on conducting offensive actions, shelling from mortars, barrel and rocket artillery. Russia is trying to continue offensive operations in the Bakhmut and Avdiiv directions. The training of newly arrived mobilized servicemen of the armed forces of the russian federation continues, including in the temporarily occupied territory of Ukraine. In the village of Novopetrykivka of the Velykonovosilkivka district of the Donetsk region, it was recorded that tactical exercises and exercises with small arms were conducted with the mobilized occupiers. At the same time, in the period from November 22 to 23 of the current year, in the settlement of Staromlynivka, all civilian houses were inhabited by mobilized invaders.

The Ministry of Defense of the Russian Federation informed that as a result of the negotiation process, 9 Russian servicemen were returned from the territory controlled by Kyiv, who were in mortal danger in captivity. All of them will be delivered to Moscow for treatment and rehabilitation in medical institutions.
Igor Kirillov, Chief of the Radiation, Chemical and Biological Defense Forces of the Armed Forces of the Russian Federation, said during a briefing that in Ukraine, under the control of the Pentagon, tests of pathogens of infectious diseases and toxic substances on Ukrainian military personnel and the mentally ill have been and can still be carried out.
The defense ministry stressed that the analysis of documents found in Ukrainian laboratories gives reason to believe that biological weapons were being developed near the Russian border.

Freelance adviser to the acting governor of the Kherson region Alexander Malkevich said that the Armed Forces of Ukraine use residential areas of Kherson as a camouflage and human shield, placing artillery crews and rocket launchers there. Similar tactics were previously used by Ukrainians in Mariupol.
Meanwhile, the deputy head of the Office of the President of Ukraine, Kyrylo Timoshenko, informed that the supply of electricity had resumed in Kherson. At the same time, the head of the Ukrainian military administration of the Kherson region, Yaroslav Yanushevich, said that a full restoration of the city's electricity supply would take several days, and therefore urged residents not to rush to turn on household appliances.
Russian Minister of Health Mikhail Murashko said that medical documentation in the LPR, DPR, Zaporozhye and Kherson regions is in Russian. According to him, the number of doctors in the new regions of Russia needs to be increased, for this, among other things, two medical universities in Donetsk and Lugansk will join the Russian system of higher medical education.
The situation in Donbass
From the beginning of the day, Ukrainian troops opened fire in the direction of Donetsk, as well as the settlements of Kashtanovye, Yasinovataya, Troitskoye, Gorlovka, Golmovsky and Mineralnoye. According to the DPR Headquarters of Territorial Defense, as a result of shelling by the Armed Forces of Ukraine, two civilians were killed - in Donetsk and Gorlovka. In addition, the temple of St. Andrew the First-Called in the village of Golmovsky was damaged.
DPR Ombudsman Daria Morozova stated the need to investigate the murder of Russian prisoners. According to her, the authorities of the republic continue to report to international organizations about the crimes of the Kyiv regime, including those against prisoners, although these structures are biased and do not show a proper reaction.
The representative office of the LPR in the Joint Center for Control and Coordination of Issues Related to War Crimes of Ukraine (JCCC) recorded strikes from the Ukrainian Armed Forces. In the morning, the militants fired at Svatovo using a 155 mm artillery gun, firing 5 shells. As a result of the shelling, a woman was injured, 16 residential buildings, 7 outbuildings, a shop, a gas pipeline and a power line were damaged.
In addition, Ukrainian servicemen opened fire on Nizhnyaya Duvanka. As a result of the shelling of the settlement with the use of 155 mm artillery guns, a man was wounded, and one residential building was destroyed.
