A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.
On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.
"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]
The UK Ministry of Defence reported that over the last seven days, intense artillery exchanges have continued around the Svatove sector in Luhansk Oblast in north-eastern Ukraine. As on other parts of the front, Russian forces continue to prioritise constructing defensive positions, almost certainly partially manned by poorly trained mobilised reservists.
With Russia's south-western front line now more readily defendable along the east bank of the Dnipro River, the Svatove sector is likely now a more vulnerable operational flank of the Russian force.
As a significant population centre within Luhansk Oblast, Russian leaders will highly likely see retaining control of Svatove as a political priority. However, commanders are likely struggling with the military realities of maintaining a credible defence, while also attempting to resource offensive operations further south in Donetsk. Both Russian defensive and offensive capability continues to be hampered by severe shortages of munitions and skilled personnel.
The General Staff of the Armed Forces of Ukraine reported that Russia continues armed aggression against our state, does not stop striking industrial facilities. It tries to keep the temporarily captured territories, concentrates its efforts on restraining the actions of the Defense Forces, implements equipment in the engineering aspect of the defense line, and continues to conduct offensive actions in certain directions. Conducts aerial reconnaissance.During the current day, Russian forces launched 1 air strike, 2 missile strikes and launched more than 10 MLRS attacks on the positions of Ukrainian troops along the contact line.
In the Volyn, Polissya, and Siverskyi directions, the situation has not changed significantly, and no signs of the formation of offensive groups have been detected.
In the border areas of the Bryansk and Kursk regions, Russia continues to hold separate units of his troops.
In the Slobozhanskyi direction, Russian forces shelled the areas of Veterynarne, Strilecha, Hlyboke, Starytsa, Ohirtseve, Zarubinka, Ambarne and Dvorichna settlements of the Kharkiv oblast.
In the Kupyansk and Lyman directions, Russia is conducting a defense, fired from tanks, mortars, barrel and rocket artillery in the areas of settlements, Kotlyarivka, Tabaivka, Pishchane and Krokhmalne of the Kharkiv oblast; Novoselivske, Stelmakhivka, Ploshanka and Makiivka in the Luhansk oblast and Yampolivka, Torske and Berestove in the Donetsk oblast.
In the Bakhmut and Avdiivka areas, Russia is concentrating its main efforts on conducting offensive operations. In the Novopavlivsk direction, Russia is actively defending the captured lines. Conducts shelling from tanks, mortars, barrel and rocket artillery at objects in the areas of 21 settlements. Among them are Bakhmut, Bakhmutske, Bilohorivka, Vodyane, Vuhledar, Soledar, Mayorsk, Maryinka and Pervomaiske of the Donetsk oblast.

On the temporarily occupied territory of the Autonomous Republic of Crimea, measures of covert mobilization to the ranks of the Russian occupying forces are ongoing. In particular, in the city of Simferopol, on November 19 of this year, a meeting was held with the participation of the so-called heads of law enforcement agencies with representatives of the city administration and heads of village councils. The main issue of this meeting was the non-fulfillment of the determined quantitative indicators of mobilization.
In order to solve the mentioned problem, from November 21, 2022, representatives of the so-called military commissariats and the police in the mentioned temporarily occupied territory started handing out summonses for signature.
During the current 24 hours, the Ukrainian aviation struck the Russian forces' concentration area. The units of missile troops and artillery of the Defense Forces, in turn, hit the control post, the warehouse of fuel and lubricant materials, and the area of concentration of personnel, weapons, and military equipment.
Statements of the Ministry of Defense of the Russian Federation
The Russian Ministry of Defense in a daily briefing reported that during the day Ukrainian troops made unsuccessful attempts to attack in the South-Donetsk, Kupyansk and Liman directions. In all cases, the offensive of the Armed Forces of Ukraine was repulsed, the total losses of the enemy amounted to at least 125 personnel, a large number of equipment.
Aviation, missile forces and artillery hit the command posts of the Armed Forces of Ukraine in the Donetsk People's Republic (DPR), Kharkiv and Zaporozhye regions, 54 artillery units, manpower and military equipment in 124 districts. A warehouse of weapons and military equipment of the Armed Forces of Ukraine was destroyed in the DPR.
In the Kherson region, a Ukrainian sabotage and reconnaissance group was destroyed while trying to cross by boat to the left bank of the Dnieper.
During the counter-battery fight in the Kharkiv region, 2 installations of the Uragan multiple launch rocket system (MLRS) of the Armed Forces of Ukraine were hit, from which the territory of the Belgorod region was shelled.
Air defense systems (air defense) shot down 5 unmanned aerial vehicles in the Luhansk People's Republic (LPR), the DPR and the Kherson region per day. 11 Uragan and Vilkha MLRS shells were intercepted in the DPR and Kharkiv region.
Zaporozhye region
The media reported on the strikes of the Armed Forces of Ukraine on the Zaporozhye NPP, arrivals were recorded in the area of the Luch substation. Presumably, the shelling was carried out from the side of the city of Marganets. In addition, Vladimir Rogov, a member of the main council of the administration of the Zaporozhye region, reported that Ukrainian troops fired on Energodar with NATO-caliber artillery.
Alexei Likhachev, Director General of Rosatom, said that there is a risk of a nuclear accident at the ZNPP. In this regard, representatives of the company held lengthy negotiations with the International Atomic Energy Agency (IAEA), details of the dialogue are not given. The emergence of a security zone around the ZNPP, Likhachev believes, depends on Washington's decision.
DPR

During the current day, Ukrainian troops opened fire on Alchevsk using HIMARS MLRS. As a result of the shelling, 2 civilians were killed, one was injured, residential buildings were damaged.
Andrey Marochko, an officer of the People's Militia of the LPR, said that regular NATO forces are in the Donbass under the guise of private military companies, which number up to 10. countries like Poland, as well as Estonia, Latvia and Lithuania.
Marochko also announced the destruction of part of the units of the Armed Forces of Ukraine transferred from the Kherson direction to the LPR.
