A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.

On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.

The UK Ministry of Defence reported that on 16 November 2022, Russia conducted its largest ever debt issuance in a single day, raising RUB 820 (USD $13.6 billion). This is important for Russia as debt issuance is a key mechanism to sustain defence spending, which has increased significantly since the invasion of Ukraine.

Russia's declared 'national defence' spending for 2023 is planned at approximately RUB 5 trillion (USD $84 billion), a more than 40% increase on the preliminary 2023 budget announced in 2021.

Debt issuance is expensive during periods of uncertainty. The size of this auction highly likely indicates the Russian Ministry of Finance perceives current conditions as relatively favourable but is anticipating an increasingly uncertain fiscal environment over the next year.

The General Staff of the Armed Forces of Ukraine reported that during the current day, Russian forces made 2 missile strikes and carried out 12 MLRS attacks. The objects of the civil infrastructure of the city of Sviatohirsk were damaged by the rocket attack of the Russian invaders.

The situation in the Volyn and Polissya directions has not changed significantly. There is still a threat of Russia launching missile and air strikes, in particular with the use of attack UAVs from the territory and airspace of the Republic of Belarus.

Russian forces shelled in other directions:

    in the Slobozhanskyi direction - from mortars and barrel artillery, in the areas of the settlements of Strilecha, Starytsa, Ohirtseve, Okhrimivka, Zarubinka, Chuhunivka and Ambarne of the Kharkiv oblast;
    in the Kupyansk and Lyman directions - from tanks, mortars, barrel and rocket artillery, in the areas of Novomlynsk, Orlyanka, Kotlyarivka, Krokhmalne and Tabaivka settlements of the Kharkiv oblast;
    Novoselivske, Stelmakhivka, Novoyehorivka, Hrekivka, Makiivka, Ploshanka and Nevske in the Luhansk oblast and Torske, Andriivka and Berestove in the Donetsk oblast;
    in the Bakhmut direction - from tanks, mortars, barrel and rocket artillery, in the areas of the settlements of Spirne, Bilohorivka, Vesele, Yakovlivka, Soledar, Bakhmutske, Bakhmut, Opytne, Klishchiivka, Andriivka, Kurdyumivka, Ozaryanivka, and New York of the Donetsk oblast;
    in the Avdiivka region - from tanks and artillery of various types, in the areas of Avdiivka, Krasnohorivka, Vodiane, Pervomaiske, Nevelske, Maryinka and Novomykhailivka settlements in Donetsk region;
    in the Novopavlivka and Zaporizhzhia directions - from tanks and the entire range of artillery, in the areas of Bohoyavlenka, Vuhledar, Vremivka settlements of the Donetsk oblast and Olhivske, Poltavka, Dorozhnyanka, Zaliznychne and Mala Tokmachka - Zaporizhzhia oblast;
    in the Kryvyi Rih and Kherson directions - from tanks, barrel and rocket artillery, in the areas of the settlements of Chervonyi Mayak, Kachkarivka, Tokarivka, Chornobayivka and the city of Kherson.

According to available information, the military training of units of the 2nd Motorized Rifle Division of the 1st Tank Army of the Armed Forces of the Russian Federation, which took place in the territory of the Brest region of the Republic of Belarus, has ended. Military personnel called up in the course of the so-called partial mobilization have a low level of morale and psychological state, in particular, due to unsatisfactory provision. Part of the specified staff received old uniforms and equipment that had already been used. Military equipment, for the most part, is in poor technical condition - constantly in need of repair.

Russian forces continue to suffer losses. On November 17, in the settlement of Mykhailivka in the temporarily occupied territory of the Zaporizhzhia region, fire damage was confirmed at the place of concentration of the occupiers. It is known that Russian losses amounted to more than 30 wounded and dead.

According to detailed information, as a result of the fire attack by the Defence Forces of the Russian forces' concentration area near Mykhailivka, Skadovsk district, Kherson oblast, on November 17, the Russian forces' losses amounted to about 60 people killed.

An increase in the number of occupation units of Tussian troops is noted in the city of Luhansk. In the settlements of Krasne and Simeykyne in the temporarily occupied territory of the Luhansk oblast, Russia places personnel in abandoned residences and forcibly evicts the civilian population from their homes to other settlements.

Units of missile troops and artillery of the Defence Forces of Ukraine hit Russian ammunition depot.

The Ministry of Defense of the Russian Federation reports the destruction of more than 230 servicemen of the Armed Forces of Ukraine (AFU) and foreign mercenaries during the fighting on the line of contact over the past day, as well as five tanks, 11 units of light armored vehicles and seven vehicles.

Meanwhile, aviation and artillery hit nine enemy command posts, an AN / TPQ-50 counter-battery radar, 86 artillery units and 176 places of concentration of manpower and equipment of the Armed Forces of Ukraine. Ten drones were also intercepted by air defense means.

This afternoon, the Russian Armed Forces struck at the enemy fuel and lubricants storage facility near the shipyard on Karantinny Island in the city of Kherson. Local sources recorded a large fire.

In turn, the Russian builders completed the sliding of all four damaged spans of the road part of the Crimean bridge. Until December 5, they will have to carry out the final work on the repair of the facility.

The situation in Donbass

In the Zaporozhye direction, fighters from the Donetsk People's Republic regularly fight off attacks from the Ukrainian army. There is an active counter-battery fight with the help of aerial reconnaissance and mobile howitzers, for example, "Acacia".

Today, two civilians were killed and four were injured as a result of shelling of Lisichansk by artillery of the Armed Forces of Ukraine. One shell of 155 mm caliber was used.
