A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.
On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.
"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]
The UK Ministry of Defence reported that Russian efforts to repair the Crimean Bridge continue but it is unlikely to be fully operational until at least September 2023. On 8 November the road bridge was due to be closed to allow the movement and installation of a replacement 64-metre span. Three more spans will be required to replace the damaged road sections.
Although Crimean officials have claimed these additional spans will be in place by 20 December, a briefing provided to President Putin added that works to the other carriageway would cause disruption to road traffic until March 2023.
Replacement of the damaged rail bridge has been contracted for completion by September 2023, although Russia's Deputy Prime Minister stated the repair timeline would be expedited. One track is open, but rail transport remains restricted. Repair activity will be heavily dependent on weather conditions through the winter months.
The Crimean bridge attack has disrupted Russian logistics supplies for Crimea and southern Ukraine, reducing Russia's ability to move military equipment and troops into the area by rail or road. The damage to the bridge, the recent attack on the Black Sea Fleet in Sevastopol and the probable withdrawal from Kherson all complicate the Russian government's ability to paint a picture of military success.
The General Staff of the Armed Forces of Ukraine reported that Russia is trying to keep the temporarily captured territories, concentrates efforts on restraining the actions of the Defense Forces in certain areas. Conducts offensive actions in the Bakhmut, Avdiivka and Novopavlivka directions.
During the current day, Russian forces launched 8 missile and 10 air strikes, carried out more than 4 MLRS attacks. Areas of more than 15 settlements of the Dnipropetrovsk, Donetsk, Mykolaiv, and Sumy oblasts were hit by Russian forces.
In the Volyn and Polissya directions, the situation remains without significant changes. The Republic of Belarus continues to support the armed aggression of the Russian Federation against Ukraine, accepts and hosts russian servicemen, and provides training fields. The formation of a joint Russian-Belarusian grouping of troops is underway. The threat of enemy strikes and the use of attack UAVs from the territory and airspace of the Republic of Belarus remains.
The enemy shelled in other directions:

Areas of more than 25 settlements near the contact line were shelled in the South Buh direction. In addition, the enemy continued to conduct aerial reconnaissance, actively using UAVs. Made more than 50 flies.
The moral and psychological condition of mobilized Russian citizens undergoing training in the Kursk and Bryansk regions is significantly deteriorating due to the difference between the picture of russian propaganda and the actual situation, inhumane conditions of stay and lack of promised payments.
Russian units undergoing training in the area of the city of Baranovichi, Brest region, were issued obsolete weapons and property - metal helmets of the Second World War model and means of protection from the period of the 60-70 years of the last century. In addition, a large part of small arms, namely AK-74 assault rifles, are in non-working condition due to poor storage conditions.
According to detailed information, the Russian occupiers are taking away looted property and stolen cars from the city of Severodonetsk, Luhansk oblast. Looting takes place under cover and accompanied by representatives of the occupation's so-called state security agencies.
During the current day, the aviation of the Defense Forces of Ukraine struck the enemy 4 times. 2 areas of concentration of personnel, weapons and military equipment, as well as 2 positions of Russian forces' anti-aircraft defense equipment, were damaged. General Sergei Surovikin, Commander of the Joint Russian Group of Forces in Ukraine, reported to Russian Defense Minister Sergei Shoigu about the stabilization of the situation in the NVO area, as well as the resumption of offensive operations by the Russian Armed Forces in certain areas.
He said that in the Donetsk direction, active operations are underway to block Bakhmut from the south, and fighting is underway on the eastern outskirts of the city. In addition, the Armed Forces of Ukraine were pushed back in the area of the Vremevsky salient.
In the Kherson direction, the general said, the RF Armed Forces are successfully resisting all enemy offensive attempts. The Armed Forces of Ukraine, in turn, do not stop attacks on civilian infrastructure, but at the same time they suffer heavy losses, which are 7-8 times higher than the losses of Russian units.
He reported to the minister on the dangerous consequences that the implementation of Kyiv's plans to create a flood zone below the Kakhovskaya hydroelectric power station could lead to.
"Confirmation of this is the constant missile attacks on the dam of the Kakhovskaya hydroelectric power station, as well as on the spillway gates of this dam. So, on September 26, a blow was struck and one of the spillway gates was damaged, "the general explained.
In addition, Surovikin announced the expediency of organizing defense along the left bank of the Dnieper River, which would preserve the combat capability of the Russian group of troops and the lives of the military. Defense Minister Shoigu agreed with this proposal, and ordered to begin the withdrawal of forces from the right bank. The maneuver will be carried out as soon as possible.
Kherson region
The deputy head of the administration of the Kherson region, Kirill Stremousov, died in an accident, information about this was confirmed by the acting head of the region, Vladimir Saldo. The official said that the authorities would provide the necessary assistance to the family of the deceased.
"He is a father of many children, he has five children and the sixth is due soon. Of course, we will take care of all of them, but, unfortunately, Kirill cannot be returned, "said Saldo.
Ukrainian troops fired twice at the crossing in Kherson, along which, on the last day before the announcement of the withdrawal of Russian troops from the right bank of the Dnieper, civilians traveled to the left bank.
Zaporozhye region
Vladimir Rogov, a member of the main council of the administration of the Zaporozhye region, said that the servicemen of the Polish army, who formally went on vacation, are on the line of contact from the part of the Zaporozhye region controlled by Kyiv.
"Formally, they are all in the Foreign Legion of the Armed Forces of Ukraine, but we all understand that these are the so-called vacationers. It would be difficult to find such a number of mercenaries from Poland," he said.
Director General of the International Atomic Energy Agency (IAEA) Rafael Grossi said that the organization's experts are now transmitting accurate information about what is happening at the Zaporozhye NPP. The agency manages to keep the ZNPP inspectors working, but without an agreement between Kyiv and Moscow, doing so will become more difficult in the coming months.
A terrorist attack was prevented in Berdyansk, the media reported, citing sources in the law enforcement agencies of the Zaporozhye region.
"The operatives detained and interrogated nationalists who planned to destroy the transformer substation, which provides electricity to most of Berdyansk and local hospitals," he said.
