A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.

On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.

"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]

President Zelenskyy 's speech at the International Conference in The Hague on holding Russia accountable for crimes in Ukraine, he noted that "the existing judicial institutions for jurisdictional reasons cannot bring to justice all those guilty of the primary crime of aggression. That is why we need a Special Tribunal regarding this crime - Russian aggression against Ukraine. A Tribunal that will ensure the fair and lawful punishment of those who started this history of disasters and tragedies, which has become the biggest war in Europe since World War II.

"Our efforts will be enough to record the crimes of the Russian occupiers; to gather all the evidence so that it is absolutely admissible in the courts; to establish each of the guilty. However, those people whose decisions led to this array of crimes must not hide behind the so-called immunity of officials. The principle of inevitability of punishment must also apply to these people. And this can only be ensured by the Special Tribunal on Aggression against Ukraine....

"We believe that compensation for the damage caused by Russian aggression can be ensured at the expense of Russian assets and funds located outside the borders of Russia - in other jurisdictions. And we must understand that the post-war reconstruction of Ukraine is an extremely complex project that can become successful with the help of partners. And the sooner the compensation mechanism starts working, the more effectively the assets of the terrorist state will be converted into compensation, and the less financial burden our partners will bear.

The UK Ministry of Defence reported that in the Donbas, Russian forces continue to conduct artillery strikes across a broad front followed by, in some areas, probing assaults by small company and platoon-sized units. However, they have achieved no significant territorial advances over the last 72 hours and are in danger of losing any momentum built up following the capture of Lysychansk. The ageing vehicles, weapons, and Soviet-era tactics used by Russian forces do not lend themselves to quickly regaining or building momentum unless used in overwhelming mass – which Russia is currently unable to bring to bear. Despite 13 July 2022 talks between delegations from Ukraine, Russia, Turkey, and the UN on grain exports and recent successfully negotiated prisoner exchanges, the prospects for wider talks to end the conflict remain low.

In the morning, "arrivals" of Russian missiles were recorded in the center of Vinnytsia . The Air Force Command of Ukraine said that the occupiers targeted the city from the Black Sea with Kalibr cruise missiles from a submarine. As of 19:40 , it is known that at least 23 people died, including 3 children. 115 people applied for help: 46 were hospitalized, including 2 children, 5 wounded are in critical condition. On July 15, Vinnytsia region announced a day of mourning for those who died as a result of the attack.

Bridget Brink, the US ambassador to Ukraine, reacted to the missile attack on Vinnytsia, assuring that her country will be with Ukraine until victory in the war against the aggressor. "While international experts are meeting today in The Hague at the Conference on Prosecution of War Crimes in Ukraine, Russia is committing another horrific attack, taking the lives of innocent civilians in Vinnytsia. The USA is with Ukraine until Ukraine defeats Russia's brutal aggression," Brink wrote.

A joint statement was also released by EU chief diplomat Josep Borrell and Commissioner for Crisis Management Janez Lenarchych. They assure that those guilty of all war crimes in Ukraine will be punished. "This atrocity in Vinnytsia is the latest in a long line of brutal attacks against civilians and civilian infrastructure... Bucha, Mariupol, Kramatorsk, Kremenchuk, Sloviansk, Chasovy Yar, Kharkiv, Odesa, and now Vinnytsia — the Russian armed forces and their marionettes leave a bloody trail across Ukraine. "Thousands of civilians have already been killed ," the statement said.

The General Staff of the Armed Forces of Ukraine said that during the last week, the Armed Forces of Ukraine did not lose a single meter of ground, although the occupiers tried to attack. Also, the command says that the Russian occupiers decided to place their warehouses with ammunition at a distance of no closer than 100 kilometers from the front line. The reason for this was the high efficiency of artillery strikes of the Armed Forces against enemy targets.

The General Staff of the Armed Forces of Ukraine reported the one hundred and forty-first day of the heroic resistance of the Ukrainian nation to the Russian military invasion continues. The Russian occupiers continue to suffer losses on the territory of Ukraine, which leads to a further decrease in morale and psychological state. The number of Russian personnel who try to avoid hostilities by any means is constantly increasing. The Russian occupiers cynically continue to attack civilian objects on the territory of Ukraine.

After today's rocket attacks on the center of the city of Vinnytsia, the bodies of 22 dead people, including children, have been found so far. 39 people remain on the list of missing persons. In addition, about a hundred people suffered injuries of various degrees of severity. There are no major changes on the Volyn, Polis, and Siver directions. On the last, Russian units shelled the settlements of Doroshivka and Grabovskoe of the Sumy region.

In the Kharkiv direction, the Russian were trying to hold the previously occupied lines and positions. He carried out shelling from tanks, mortars, barrel and rocket artillery of the city of Kharkiv and the settlements of Protopopivka, Prudyanka, Svitlichne, Mykilske, Cherkasy Tyshki, Stary Saltiv, Rubizhne. Airstrikes near Petrivka. Conducted aerial reconnaissance with Orlan-10 operational-tactical UAV near Vasylenko and Shevchenko.

In the Slavic direction, the Russian were trying to improve the tactical position of his units. The districts of Dolyna, Ivanivka, Barvinkovo, Bogorodychny, Kutuzivka, Velika Komyshuvakha, Tetyanivka, Novomykolaivka, and Kostyantynivka were shelled with mortars, barrel and rocket artillery. Russians used aircraft to attack the Mayakiv area. Ukrainian soldiers successfully repulsed the Russian's assault in the area of Kurulka settlement.

In the Donetsk direction, the Russian continued shelling units of the Defense Forces along the entire contact line. Uses attack and army aviation. Conducts reconnaissance in order to find weak points in the defense of Ukrainian troops. Fired civilian infrastructure in the areas of Siversk, Verkhnokamianske, Serebryanka, Spirne, New York, Yakovlivka, Soledar, Bilogorivka, Vyimka, Semihirya, Travneve, Pokrovske and others. He carried out airstrikes in particular near New York, Novaya Kamianka, Yakovlivka, Ivano-Daryivka, and Avdiivka.

With offensive and assault actions, the occupiers tried to improve the tactical position in the Verkhnokamyanskyi and Kamianka districts and to establish control over the Vuglehirskaya TPP. Ukrainian soldiers inflicted casualties on the Russian with accurate fire and forced them to retreat.

The Russian did not conduct offensive and assault actions in the Novopavlovsk and Zaporizhzhya directions. Shelled Ukrainian positions from artillery in the areas of the settlements of Novoselivka Persha, Krasnohorivka, Maryinka, Vugledar, Velyka Novosilka, Novoukrainka, Vremivka, Olgivske, Temyrivka, Biloghirya, Malynyvka, Kamianske, Novoandriivka, Nevelske, Orihiv and others. In the South Buz region, the Russian carried out systematic shelling of civilian and military infrastructure in the areas of Lymany, Posad-Pokrovsky, Stepova Dolyna, Prybuzky, Oleksandrivka, Zora, Kotlyarevo, Lyubomirivka, Novomykolaivka, Myrny, Kiselyvka, Blagodatny, Kobzartsy, Yakovlivka, Berezneguvaty, Bila Krynytsia, Olhyny , Knyazivka, Ivanivka, Krasnoy Yar and a number of other settlements. Used aviation for a strike near Tavriyskyi.

In the water areas of the Black and Azov Seas, the Russian's naval group continues to block the northwestern part of the Black Sea and launch missile strikes on objects on the territory of Ukraine.

Oleksiy Danilov, secretary of the National Defense and Security Council, said that the Russians began to guard the Crimean Bridge very carefully. The number of air defense systems that have been deployed to protect this structure is insane, Danilov said.

The State Duma confirmed that on 15 July 2022 they would consider a bill on granting the status of combat veterans to border guards who got into a special operation. They will receive benefits for paying utility bills and travel. The Parliament does not plan to deal with the budget, issues of “war and peace”, “status of the state border”, international treaties ... That is, all those forecasts of political scientists that have fallen since the beginning of the week have not materialized. And how many versions there were: “we will now declare war on Ukraine”, “we will join the DPR and LPR”, “we will turn off gas to Europe” ... Everything turned out to be more prosaic and simpler. All week the parliament held a dramatic pause, for which the State Duma was urgently pulled from the summer holidays to an extraordinary meeting.

The Ministry of Defense of the Russian Federation reported on the progress of the special military operation on the territory of Ukraine. The Armed Forces of the Russian Federation continue a special military operation in Ukraine. The enemy suffers significant losses. Precision strikes in the areas of the settlements of Bereznegovatoe, Mykolaiv region, Konstantinovka and Kramatorsk of the Donetsk People's Republic, hit the points of temporary deployment of units of the 35th Marine Brigade, the 54th Mechanized Brigade, the 81st Airmobile Brigade and the 109th Terodefense Brigade. As a result of the strikes, the total losses of these formations amounted to one thousand personnel and more than 100 pieces of weapons and military equipment.

In the area of the settlement of Chasov Yar of the DPR, a high-precision weapon of the Russian Aerospace Forces hit the temporary deployment point of the battalion of the 14th mechanized brigade, staffed by nationalists and foreign mercenaries. As a result of the strike, 43 militants were killed and about 170 wounded. In the area of the settlement of Malaya Tokmachka, Zaporozhye region, Russian army aviation delivered a strike with high-precision missiles at the point of temporary deployment of the 97th battalion of the 60th mechanized brigade of the Armed Forces of Ukraine. 30 nationalists were destroyed, another 37 were wounded. Conflicts and clashes with the use of weapons have become more frequent among the militants of nationalist formations. On July 13, in the 226th nationalist formation "Kraken", more than two hundred militants refused to obey the order of the command to advance to the Kramatorsk region and announced a "transition" to the Kharkov city therodefense. During the ensuing fight with the commanders and the ensuing firefight, six militants were killed.

zthe Armed Forces of the Russian Federation continue to strike at military facilities on the territory of Ukraine. On the afternoon of July 13, Kalibr high-precision sea-based missiles on the territory of a high-voltage equipment plant in the city of Zaporozhye destroyed combat vehicles of the 45th artillery brigade of the Armed Forces of Ukraine, sheltered in hangars. In addition, the high-precision weapons of the Russian Aerospace Forces destroyed in a day: four command posts, including the 61st infantry jaeger brigade of the Armed Forces of Ukraine in the Bereznegovatoe region of the Nikolaev region and the 80th airborne assault brigade in the Kramatorsk region, three ammunition depots in the Soledar region, Tatyanovka of the Donetsk People's Republic and Nikolaev, a fuel storage for military equipment in the Kharkov region, as well as manpower and military equipment in the 21st district.

As part of the counter-battery fight, a battery of multiple launch rocket systems was destroyed in the Slavyansk region, a MLRS platoon in the Nikolaevka region of the DPR, as well as an artillery platoon of US-made M-777 howitzers at firing positions in the village of Pervomaisky, Kharkiv region.

Operational-tactical and army aviation, missile forces and artillery hit in a day: 19 command posts, artillery units at firing positions in 78 districts, manpower and military equipment of the Armed Forces of Ukraine in 232 districts. Fighters of the Russian Aerospace Forces shot down two planes of the Ukrainian Air Force in the air: Su-24 in the area of the settlement of Slavyansk and MiG-29 in the Troitskoye area of the Donetsk People's Republic.

Russian air defense systems destroyed 12 Ukrainian unmanned aerial vehicles in the areas of the settlements of Balakliya, Izyum, Lozovaya, Shchurovka, Kharkiv region, Snegirevka, Novaya Kakhovka, Kherson region, Belogorovka, Karmazinovka, Slavyanoserbsk, Mikhailovka, LPR and Derilovo, DPR. In addition, two Tochka-U ballistic missiles and six Uragan multiple rocket launchers were intercepted in the area of the Novaya Kakhovka settlement in the Kherson region.

Separately, it is reported that over 200 punishers from the nationalist battalion "Kraken" refused to follow the order of the command to advance to Kramatorsk. They announced the transition to the defense of Kharkov. During the conflict, shooting began, as a result of which six militants were killed. Throughout the day, the Armed Forces of Ukraine were actively shelling Donetsk. At the Tsentr bus station alone in the Voroshilovsky district, two people were killed and at least three were seriously injured. In the Kuibyshev district, three citizens were injured. Active shelling of Makeevka and Khartsyzsk is recorded, however, air defense systems successfully intercept the shells. At the same time, the allied forces are gradually advancing towards Bakhmut. In the afternoon, the Luhansk People's Republic (LPR) announced the liberation of Strepovka and Novaya Kamenka in the neighboring Donetsk People's Republic (DPR). In parallel with these events, military engineers of the RF Armed Forces deployed a water treatment plant SKO-10 in Lisichansk. Water intake is carried out from the Seversky Donets in the volumes necessary to fully meet the needs of the townspeople. Iran's Foreign Minister Hossein-Amir Abdollahian said on July 13 that his country would not help Russia, despite the defense agreement. According to him, official Tehran avoids any actions that could lead to further escalation in Ukraine, in particular, refuses to supply military equipment. Moscow was clearly irritated by Washington's statement and Tehran's response. Peskov said that Putin does not plan to discuss the purchase of UAVs during his visit to Iran next week.

Another aspect is interesting in this drone story. In the Russian media environment, the question "how did we get to such a point where Iran, which has been under severe sanctions for a long time, managed to establish the production of drones, and Russia did not" is actively asked. It seems that, among other things, it was planned to create something "its own, Russian" on the basis of Iranian (actually intercepted American drones of an old version) and happily report it to Putin.

Deputy Defense Minister of Ukraine Anna Malyar said that the data on the losses of the Armed Forces of Ukraine are classified in order to keep the RF Armed Forces in the dark. Meanwhile, the Russian Defense Ministry during briefings reported on the destruction of up to 80% of the personnel of some Ukrainian brigades fighting in the Donbass, and a hacker from the RaHDIt group reported that Ukraine had lost 50-70 thousand soldiers killed. A similar point of view was previously expressed by former adviser to the US Secretary of Defense Richard Black, who said that Kiev had lost 70-80% of its regular army, and the losses among the reservists were "terrible."
