Iraq Special Weapons News - March 2002

  • Letter dated 27 March 2002 from the Chargé d'affaires a.i. of the Permanent Mission of Iraq to the United Nations addressed to the Secretary-General Iraqi Government 27 March 2002-- On instructions from my Government, I have the honour to notify you of continued violations of the ceasefire resolution and the Tehran agreement concerning the area of separation between Iraq and Iran that were committed by Iran between 14 September 2001 and 3 March 2002, as shown in the list annexed hereto.
  • Identical letters dated 24 March 2002 from the Permanent Representative of Iraq to the United Nations addressed to the Secretary-General and to the President of the Security Council Iraqi Government 27 March 2002-- On instructions from my Government, I have the honour to transmit to you herewith a letter dated 23 March 2002 from Mr. Naji Sabri, Minister for Foreign Affairs of the Republic of Iraq. The Minister calls attention to the ongoing wanton aggression against Iraq by United States and British aircraft in the unlawful no-flight zones and to the fact that in the period from 16 February to 15 March 2002 they carried out 306 hostile sorties, 70 of them from Saudi Arabia, 126 from Kuwait and 110 from Turkey, as shown in the statement enclosed with the letter. On 28 February 2002, United States and British aircraft bombed civilian and military sites in Ninawa governorate, wounding three citizens and damaging some civilian and military installations.

The Iraqi authorities confiscated these pieces and then handed them over to the concerned Egyptian authorities.
  • The US Interest-Directed Spying Activities of the Special Commission Iraqi Government 12 Mar 2002-- Since 1991 the US used the Special Commission as an instrument to keep on the embargo and the sufferings of the Iraqi people, create problems between Iraq and the UN and to conspire against the leadership through the hostile spying and intelligence activities exercised by it.

  • The Psychological Consequences of the UN Disarmament Related Resolutions Iraqi Government 12 Mar 2002-- The Iraqi people are not ever accustomed to or familiar with foreigners, especially those from states that insist on inflicting heavy damages on Iraq. They go everywhere and mess everything under the pretext of applying unfair resolutions passed by the Security Council. This comes in total contrast with the pride the Iraqis enjoyed when their national security was fully established.
  • The U-N Security Council Resolution 1284 An Anglo - American Endeavor Iraqi Government 12 Mar 2002-- The U.N. Security Council Resolution 687 (1991) has specified the authorities and the missions of the Special Commission and the International Atomic Energy Agency in the field of disarming Iraqi mass destruction weapons and in setting up a continuos monitoring system . Iraq accepts it despite the fact that it is unfair . In return the council shall fulfill its commitment to lift the embargo imposed on Iraq in 1991 under the para (22) of the resolution . Iraq started to carry out its obligations since 1991 which are fully done in the middle of 1992 . Iraq then is clean form any proscribed weapons and missiles, their parts or the means of their production . The Special Commission and the IAEA shall consequently present non-arguable reports of what has been achieved and then recommend lifting the embargo. Regrettably, this has never happened simply because of the goals of the Anglo- American policy against Iraq. The two countries put the Special Commission under their close control and exploit it as a means to keep the embargo on to hit the Iraqi people harder. The two countries also exercise, at different levels , a lot of pressure on other parties to achieve their evil objectives .
  • UNSCOM : Unfair Measures of Destruction Iraqi Government 12 Mar 2002-- By paras (8 and 12) of the UN Security Council Resolution 687(1991) the UNSCOM and IAEA are mandated to destroy or render the following harmless
  • Aerial Surveillance Means Iraqi Government 12 Mar 2002-- On August 1st 1991, the former Executive Chairman of the Special Commission Ekeus notified the Iraqi side in a formal letter that the Special Commission has decided to implement aerial surveillance over the Iraqi territories. This was to be conducted temporarily, by aircraft that can fly in high altitudes to ensure and supervise the Iraqi compliance with SCR 687(1991). In this letter he has clarified the notification procedures concerning these flights. He also made it clear that if Iraq refuses these flights, the Special Commission would insist on conducting them and provide the necessary measures to protect the aircraft.
  • Questions Submitted by the Minister of Foreign Affairs of the Republic of Iraq to the Secretary General of the United Nations during the dialogue session on March 7, 2002. 7 Mar 2002-- These questions were submitted by Iraq to the United Nations discussing the issue of sanctions and additional inspections.
  • Identical letters dated 2 March 2002 from the Permanent Representative of Iraq to the United Nations addressed to the Secretary-General and to the President of the Security Council Iraqi Government 02 Mar 2002-- On instructions from my Government, I have the honour to transmit to you herewith a letter dated 28 February 2002 from Mr. Naji Sabri, Minister for Foreign Affairs of the Republic of Iraq. The Minister calls attention to the ongoing wanton aggression against Iraq by United States and British aircraft in the unlawful no-flight zones and to the fact that in the period from 16 January to 15 February 2002 they carried out 537 hostile sorties, 72 of them from Saudi Arabia, 335 from Kuwait and 130 from Turkey. United States aircraft fired missiles at military and civilian sites in Dhi Qar and Ninawa governorates, killing four citizens and damaging some civilian and military installations.
