The Psychological Consequences

of the UN Disarmament Related Resolutions

  1. The Iraqi people are not ever accustomed to or familiar with foreigners, especially those from states that insist on inflicting heavy damages on Iraq. They go everywhere and mess everything under the pretext of applying unfair resolutions passed by the Security Council. This comes in total contrast with the pride the Iraqis enjoyed when their national security was fully established.

2. The painful psychological consequence left on a large number of personnel who work on the sites concerned especially (NMD). The NMD was established to be a connecting link between the (UNSCOM) and the circles concerned with the disarmament in Iraq. Heavy responsibilities laid on the shoulders of those personnel. This was due to the fact that they had to escort and work with foreigners, among them undoubtedly were a number of spies. They worked for the interest of intelligence agencies belonging to hostile states such as the U.S.A. and Britain, or the Zionist entity or other neighbouring states. Those personnel also held the responsibility of coordination with the sites involved to implement the paras of disarmament under the UN Resolution 687. The number of these sites mounted to 700 ones across the country.

3. The painful psychological consequence left on the personnel of the sites involved in the monitoring plan. This is because they took part of the responsibility in carrying out the U.N Resolutions. Another reason is that they felt it was quite embarrassing , motivated by their national loyality, to give information or to answer provocative questions delivered by the inspectors or to present the required periodical reports. Such responsibility put those personnel under heavy strain because of the feeling they may have that they may play a role in delaying implementing the resolutions. They were of view that the UNSCOM fabricated reasons to prolong its work in order not to forward a report showing that Iraq implemented its obligations under para © of the resolution (687).

4. The painful psychological consequence due to the problems deliberately fabricated. Such problems led to confrontation between Iraq and the Security Council. The Security Council quite often issued new resolutions and statements to unfairly condemn Iraq. They were only meant to strengthen the sanctions on Iraq, justify the aggression and eventually to increase the psychological consequences and pains which parallely went up with any tension occurred due to the violation of the normal procedures of inspection. Inspections conducted on sites whether they were involved in the issues of disarmament or not. An example of such violation was the request forwarded by the UNSCOM to inspect sensitive sites such as security system's headquarters of the Special Security, Intelligence, Military Intelligence , General Security, Special Republican Guards, Republican Guards, Military Units and Presidential Sites. The behavior of the UNSCOM might have led to a massive aggression. The wise Iraqi leadership handled the situation carefully and concluded the March agreement. According to this agreement , the UNSCOM was given an access to the presidential sites. The UNSCOM reached the conclusion, following the inspection, that these sites were but people's palaces . However, another crisis was made up following the report presented by Butler . This report gave America and Britain the opportunity to wage an aggression against Iraq on December 12th 1998. It caused a new serious and painful psychological effect not because it was a massive destructive aggression only but also because it came to reflect pre-arranged and aggressive intentions that extended over eight years . These intentions insisted on fabricating crises and on keeping on the sanctions.
