The U-N Security Council Resolution 1284
An Anglo - American Endeavor
The U.N. Security Council Resolution 687 (1991) has specified the authorities and the missions of the Special Commission and the International Atomic Energy Agency in the field of disarming Iraqi mass destruction weapons and in setting up a continuos monitoring system . Iraq accepts it despite the fact that it is unfair . In return the council shall fulfill its commitment to lift the embargo imposed on Iraq in 1991 under the para (22) of the resolution . Iraq started to carry out its obligations since 1991 which are fully done in the middle of 1992 . Iraq then is clean form any proscribed weapons and missiles, their parts or the means of their production . The Special Commission and the IAEA shall consequently present non-arguable reports of what has been achieved and then recommend lifting the embargo. Regrettably, this has never happened simply because of the goals of the Anglo- American policy against Iraq. The two countries put the Special Commission under their close control and exploit it as a means to keep the embargo on to hit the Iraqi people harder. The two countries also exercise, at different levels , a lot of pressure on other parties to achieve their evil objectives .
The national leadership together with the Iraqi people show patience despite the harm inflicted on them due to the policies and practices of the Special Commission. They tolerate hoping that will eventually lead to lifting the embargo - No site in Iraq is left without being inspected . Even the presidential sites ( Peoples Palaces) are inspected under baseless and unjustifiable excuses and pretexts.
Despite all these scarifies, Iraq gains no appreciation. Ironically the U.S.A. and Britain waged an evil aggression against Iraq in December 1998. Hundreds of industrial and military estates were attacked by Cruise missiles and fighters. The U.S.A and Britain utilized the U.N. Security Council to pass a new resolution . It is an attempt to reword the SCR 687 (1991) - the para 22 in particular. With a view to keeping the embargo on Iraq to cause severer harm to its people .
The two countries , again , misused the international organization and the Security Council , practiced a lot of pressures, bargaining and political maneuvers on its member states to pass the resolution 1284 on 17th December 1999 to achieve their unjustifiable aggressive intentions.
To defend the Iraq's position, it is necessary to foreground the following facts.
- Iraq did not ask the Special Commission to cease its activities and leave Iraq. It left Iraq with its full will and in coordination with the American administration. The later events supported this fact.
- The goals of the aggression were closely politics - oriented. They had no connection with Iraq's stands in relation to disarmament . Among the goals was to provide a cover to the moral scandles of the U.S. President Clinton with Monica Louiniski . This holds true if we know that the aggression coded "Monica's skirt" by the Western mass media.
- The president of the Special Commission Richard Buttler should have presented report in which he recommended the application of the para 22 of the SCR 687 . On the contrary he submitted a report full of lies and falsifications . This report marked the end of the activities of the Special Commission in Iraq.
It showed , with no doubt, that it was no longer an international honest committee working under the directions of the U.N. Actually it implemented the policies and the directives of the U.S. administration.
- The aggression waged against Iraq in December 1998 was not authorized by the Security Council . It was an Anglo - American single sided decision without consulting the council and prior to the discussion of the latest report of the SC. This clearly confirms the fact that the report was subjective and partial worded by the president of the Special Commission in coordination with the U.S. administration .
Why does Iraq refuse to apply the resolutions ?
Following passing the Security Council Resolution 1284 , the hostile Western propaganda means circulated "Iraq refuses to lift the sanctions in return to let the inspectors resume their activities " . This was a big false and contrary to fact.
Iraq fully cooperated with the Special Commission and implemented its obligations in relation to disarmament and ongoing monitoring . This stand was taken though the SC played a spying role and worked hard to prolong , procrastinate and create crises and confrontations with Iraq.
The Special Commission behaved in such a way that it did not comply with the scope of its missions and authorities especially what was related to its spying activities.
A senior member of the SC namely Scott Rietter disclosed the actual goals of the activities of the commission in Iraq to the international public opinion .
These two events put the U.S.A. , Britain and the Zionist powers in a tight corner . Consequently they worked to reword the previous resolutions especially what is related to the para 22 . A new term " Sanction suspension" in stead of "lifting the economic embargo or the comprehensive lift of embargo " was used for the first time.
This was an attempt to go around the previous concerned resolutions .
Iraq has announced its refusal to such doubt - raising resolution. Its refusal is definitely not for the reasons circulated and are still circulated by the means of the hostile Western propaganda and press. These means try to portrait such situation; the wise national leadership in Iraq is not concerned with the interests and welfare of its people . The leadership does not like to ease the sufferings of its people in return for the arrival of the international inspectors to Iraq again. This is totally untrue. Surely, the aim behind such fabrication is to set up a wall between the national leadership and its people in order to damage their steadfastness. In fact there are practical and actual reasons behind the refusal known by fair people.
1. The resolution does not acknowledge what Iraq has fulfilled in the field of disarmament. This implies that we have to start from zero.
2. The resolution asks Iraq to carry out financial and political obligations. They have a big damage on its independence and national security. They do not have any technical disarmament-related excuses.
3. The resolution does not condemn the spying behavior of the Special Commission that causes a lot of harm to the Iraqi people. Such behavior is recognized by the U.N Secretary General Koffi Annan and admitted by other inspectors. They are not even held responsible for the material and ethical damage they have caused .
4. The resolution does not condemn the American evil aggression waged in cooperation with Britain in December 1998. It is well-known that the aggression was launched without consulting the Security Council. The resolution does not hold the two countries responsible for the material damages they have to compensate.
5. The resolution does not ask the U.S.A and Britain to canceal the no flying zones in the North and South of Iraq. Such ban is imposed by these two countries without referring to the Security Council.
6. The resolution turns the para (14) of the resolution (687) 1991 inapplicable. The para calls to make the Middle East free from the mass destruction weapons and their means of delivery. They resolution does not make any reference to this important principle. A reference is only made in the draft of the resolution ( the preamble). Such reference does not have any legal value and weight.
7. The suspension of the sanction, from the viewpoint of these two countries, is possible only on :
7.1. Settling the suspended points of the previous programmes.
7.2. Settling up an enriched ongoing monitoring system. (the system is quite, broad and intrusive)
7.3. Iraq's cooperation in "all aspects "
Iraq has performed its obligations in the field of disarmament. What so-called suspended points are only fabrication of issues and events which are not related to the essence of disarmament. Practically, these points can not be settl. This fact is well-recoby the parties involved in wording that notorious resolution. The monitoring system is hard and broad. This is acknowledged by the reports of the Special Commission itself . Also it was recognized that there were no extra sites. This holds true if the SC does not intentionally plan to include other security and military ones though they are not involved in the dual- use materials and activities. Thus one can conclude that the conditions of " Sanction - Suspension " - not lifting - are impractical ones aimed at embarrassing Iraq . Actually, the " Sanction - Suspension " is, in no way connected with the return of the inspector as circulated. In fact, it is a reflection of the Anglo-American stands against Iraq, in particular , and the Arab Nation , in general.
Moreover, the resolution was not passed unanimously. Three super powers with permanent membership in addition to a state with a provisional membership abstained. They are ( Russia , France, China and Malaysia ) . This happens due to the simple fact that they consider the resolution unjust and full of predijuice to the legitimate rights of Iraq. It also undermines Iraq's dignity , and its regional sovereignty and safety . Iraq totally refuses the resolution . Its refusal is based on ethical , human and disciplinary principles. Iraq looks forward to harder and more disciplinary international stands. Iraq is more concerned with the welfare of its people and seriously endeavors to lessen their sufferings . Iraq works to activate the ethical and human level required to reject the resolution.
The aforementioned reasons that justify Iraq's refusal to the dubious resolution are merely concerned with the issue of the disarmament. There are other significant and essential reasons related to the mechanism of the penalty suspension , human and financial sides and others. The resolution, if accepted , opens up Iraq to multi-national companies to dry up its national resources , exploit its people and humiliate their humanity . This is dictated by the American interests.
