Letter dated 27 March 2002 from the Chargé d'affaires a.i. of the Permanent Mission of Iraq to the United Nations addressed to the Secretary-General
On instructions from my Government, I have the honour to notify you of continued violations of the ceasefire resolution and the Tehran agreement concerning the area of separation between Iraq and Iran that were committed by Iran between 14 September 2001 and 3 March 2002, as shown in the list annexed hereto.
I should be grateful if you would have this letter and its annex circulated as a document of the Security Council.

Iranian violations of the ceasefire resolution and the 1991 Tehran agreement, 14 September 2001-3 March 2002
1. 14 September 2001
The Iranians seized Iraqi launch 5610/Basrah, the property of Khaz`al Kazim Muhsin, in the area of the outer boom of the Shatt al-Arab channel near the sunken crane Antarah after four armed Iranian military craft had fired on it. The launch and its crew of eight Iraqis are still being held by the Iranians.
2. 10 November 2001
At 0815 hours an engineering unit consisting of a Scania truck loaded with materials for building defences (barbed wire), an ambulance, a bus, a loader and 40 persons was seen working on the defensive perimeter between the concrete tower at coordinates 85675 and the metal tower at coordinates 1271 (1:100,000 map of Zurbatiyah).
3. 14 November 2001
At 0915 hours an engineering unit consisting of a truck with officers on board, a passenger vehicle, a Land Cruiser and 50 Iranian soldiers was seen working on defences between the concrete tower and the metal tower at coordinates 085675 (1:100,000 map of Zurbatiyah). At 1245 hours the unit and its personnel withdrew to the Iranian rear.
4. 14 November 2001
At 1430 hours four military Land Cruiser vehicles and an ambulance were seen were seen at the Iranian position opposite the Arafat outpost at coordinates 985646. Eight officers of different rank alighted and reconnoitred and photographed Iraqi territory. At 1445 hours the vehicles and personnel withdrew to the Iranian rear.
5. 15 November 2001
At 0900 hours a loader was seen at work between the metal tower and the concrete tower at coordinates 85675 (1:100,000 map of Zurbatiyah). At 1035 it withdrew to the Iranian rear.
6. 12 December 2001
At 1100 three Land Cruiser vehicles were seen coming from the Iranian rear towards the Iranian battalion headquarters in the Naft-i Shah area at coordinates 4664 (map of Kani Baz). Ten persons alighted.
7. 22 December 2001
At 1050 hours a helicopter was heard opposite the Iraqi units in the southern sector.
8. 23 December 2001
At 1500 hours an engineering unit consisting of two loaders and two excavators was seen working near Iran's Shush outpost at coordinates 6628 (map of Hawr al-Huwayzah) opposite the Shayb outpost.

At 1100 hours a Land Cruiser vehicle arrived from the Iranian rear and disappeared from view behind the hills at coordinates 5051 (map of Shaykh Faris) opposite the Fakkah outpost.

At 1300 hours six Land Cruiser vehicles arrived at Iran's position at coordinates 6864 (map of Zurbatiyah) opposite the Arafat outpost. Two of them were white, two were green and two were khaki-coloured. The latter two were equipped with radios. There were 12 persons: four officers in camouflage uniforms; six officers in black attire; and two civilians. They reconnoitred the Iraqi units.

At 0925 hours an engineering unit consisting of eight persons was seen carrying out maintenance work on the positions at coordinates 5051 (map of Faris) opposite the Fakkah outpost.

At 1130 hours a vehicle carrying a rocket launcher arrived from the Iranian rear and came to a halt opposite the Shayb outpost at coordinates 7716 (map of Hawr al-Huwayzah).
13. 26 December 2001
At 1700 hours three Land Cruiser vehicles were seen opposite Iran's position at coordinates 9864. Five officers and seven enlisted men alighted and proceeded to reconnoitre the area facing Iraqi territory opposite the Arafat outpost (map of Zurbatiyah).
14. 26 December 2001
At 1800 hours the Iranians fired eight mortar rounds and opened fire with medium weapons inside Iranian territory. There was intermittent machine-gun fire at coordinates 771 and 7614.
15. 27 December 2001
At 1950 hours intermittent medium-weapons fire was heard and seven mortar rounds were fired inside Iranian territory at coordinates 7616 and 7711.

Iranian engineering units continued to work at the following locations: (a) the new berm at coordinates 565606, with one loader, two bulldozers and six dump trucks taking part; (b) the Iranian burial ground at coordinates 915800, with seven workers; and (c) the oil rig at coordinates 9122.

At 2000 hours the Iranians fired four mortar rounds and opened fire intermittently with light and medium weapons and machine-guns inside Iranian territory at coordinates 7221 and 7614.

At 2140 hours the Iranians raked the area in front of the Zarkush outpost with medium-weapons fire and fired some 15 81-mm mortar rounds indiscriminately in the area between points opposite the Ta`an outpost at coordinates 38657 and the Muhammad al-Qasim outpost at coordinates 62675. The rounds impacted in Iranian territory. The Iranians then fired one more round. The firing continued until 2230 hours.
19. 29 December 2001
At 0830 hours the Iranians installed two caravans at coordinates 859222 (map of Mandali). An engineering unit consisting of two dump trucks, a loader and a water tanker was also seen in the same area.

The Iranians fired one mortar round and opened fire intermittently with medium and heavy weapons between coordinates 7611 and coordinates 7709.
21. 30 December 2001
At 2200 hours the Iranians fired seven mortar rounds and opened fire intermittently with medium weapons at coordinates 7716 and 7609.
22. 1 January 2002
At 1630 hours nine vehicles carrying six officers, 20 enlisted men, 15 civilians and four bicycles arrived opposite Iraq's Arafat outpost at coordinates 986648 (map of Zurbatiyah). They were carrying a radio, light weapons and personal field glasses. The reconnoitred the area facing Iraqi territory.
23. 2-3 January 2002
The United Arab Emirates tanker Sami I, bound for the port of Khawr al-Zubayr, had reached Iran's Khawr Musa area when it was intercepted by Iranian forces. They fired on it and boarded it, and the master of the tanker, Salah Khayr Allah, suffered a broken arm and some slight bodily injuries. The tanker was taken in tow to Iran's Bandar-i Imam and detained together with its crew of 11, two of them Bengalis, two Indians and the remainder Iraqis.

At 1330 hours an Iranian engineering unit consisting of a car, a bus and an ambulance with 15 soldiers was seen erecting barbed wire in front of the Darraji outpost.
25. 8 January 2002
At 1445 hours the Iranians opened fire indiscriminately with light weapons and quad-mounted machine-guns from a point at the approach to the Karun river at coordinates 383691.
26. 8 January 2002
At 0910 hours two grey Iranian military craft, each powered by a 200-horsepower Yamaha motor and with seven persons in military attire on board, were seen coming from the port of Muhammarah and heading out to sea.

At 1310 hours an Iranian reconnaissance launch was seen coming from Abadan and heading towards Muhammarah with 15 women and 12 men on board. Eight of the men were in military attire and four in civilian dress.

At 0910 hours two grey Iranian military craft, each powered by a 200-horsepower motor and with seven persons in military attire on board, were seen coming from Muhammarah and heading out to sea.

An Iranian maritime patrol consisting of two craft, Ashura I and Ashura II, intercepted the Iraqi oil tanker Bahari as it was putting out from Khawr al-Zubayr. A rocket was fired at the bridge and the master was badly wounded. The tanker was taken in tow to the port of Bandar-i Imam together with all the crew members, and the master was taken to an Iranian hospital.

At 1750 hours the Iranian enemy seized the vessel Tulin, manned by a crew of two Iraqis and nine Indians, as it was returning after having run aground at the mouth of the Shatt al-Arab, which is an international waterway.

At 1500 hours an Iranian engineering unit consisting of three loaders, two dump trucks and one white Land Cruiser vehicle proceeded to build a road from the main highway to the Iranian position opposite the Mimak area.

At 0900 hours a group of 17 Iranians, including three officers, came to the area of the Zayd outpost at coordinates 909021 (map of Tahiri). The group proceeded to clear the area of mines, and at 1230 hours it withdrew to the Iranian rear.

At 1500 hours an Iranian tugboat was seen towing a pontoon with a crane mounted on it. The crane was removing tubular sections from the tubular bridge on the eastern side of the Shatt al-Arab.

At 0900 hours an Iranian engineering unit consisting of three vehicles and 20 soldiers was seen opposite the Darraji outpost installing a concertina-wire obstacle.

At 2100 hours the Iranians opened fire with artillery, mortars and heavy and medium machine-guns and launched pyrotechnic flares into the air opposite the area between coordinates 7664 and 7620 (map of Hawr al-Huwayzah). At 2300 hours the shooting stopped.

At 0930 hours a group consisting of eight military personnel arrived in the area of the Zayd outpost. They included two officers; a major and a first lieutenant. They were in a white Land Cruiser vehicle with the number plate 132048357-Najaf. The group cleared the area of mines, and at 1030 hours returned to the Iranian rear.

At 1130 hours a helicopter, white with red and blue stripes, was seen coming from the Iranian rear and landing at coordinates 5051 near Iran's Fakkah tower. Six persons alighted, two of them soldiers and four civilians. They ascended the observation tower and proceeded to observe our units for 20 minutes. The helicopter then returned to the Iranian rear.

At 1400 hours an Iranian engineering unit consisting of a pontoon with a Poclain excavator on board was seen performing containment and maintenance work at the Shaykh Khaz`al river at coordinates 248715.
41. 28 January 2002
At 0800 hours a Poclain excavator began earthmoving and maintenance work on an old canal near the Iranian observation post opposite the Shahiniyah area at coordinates 302655.
42. 20 February 2002
At 1040 hours a khaki-coloured helicopter was seen coming from the Iranian rear and flying over the border strip. It landed behind the hills to the left of the Iranian position at coordinates 3178.

At 1007 hours the helicopter mentioned in the previous paragraph flew along the border strip together with another helicopter, a white one with red stripes. They subsequently returned to the Iranian rear, flying along the border strip towards Bajilah.

At 1330 hours a mottled khaki and black military helicopter was seen coming from the Iranian rear and landing at coordinates 5051. Ten persons alighted, four of them civilians and six military personnel. They observed our units and reconnoitred the sector for 30 minutes before the helicopter returned to the Iranian rear.

At 1600 hours an Iranian loader began mending the road between the Sumar outpost at coordinates 5642 and the observation tower at coordinates 5543 (map of Mandali) opposite the Iraqi units.

At 1300 hours seven Iranian soldiers wearing khaki military uniforms were seen building a circular observation post of blocks and sheet metal at coordinates 030645 (map of Zurbatiyah) inside Iranian territory opposite Iraq's Ta`an outpost. The work is still continuing.

Mustafa Hasan Ahmad was hit in the right leg by a round fired from the Iranian side as he was in his boat in the Shatt al-Arab.

At 0810 hours the Iranians moved a group of some 25 military personnel by bus to Abadan port. They were wearing camouflage clothing and armed with GC rifles. They were accompanied by seven pick-up trucks and a white Land Cruiser vehicle. At 1315 hours the members of the group were deployed, using two boats, to the positions established along the eastern shore of the Shatt al-Arab in the area between a point north of Abadan at coordinates 4255 and the Shatit river at coordinates 4551. A number of individuals were withdrawn from the positions by the same two boats, and they boarded the bus. At 1240 hours the vehicles and the personnel withdrew towards the Iranian rear.

At 1340 hours work ended at the trestle bridge and the tubular sections formerly installed were removed. Eight tubular piles were installed near the shore 350 metres south of the trestle bridge at coordinates 599174 (map of Mina' al-Bakr).

At 0830 hours a group of some 50 persons from the Iranian side proceeded to erect a large antenna over Iran's Fakkah outpost at coordinates 5150 (map of Shaykh Faris).

They proceeded to fire light weapons (both single shots and volleys), having split into teams of five persons.

At 1100 hours two Iranian metal boats accompanied by a patrol boat were seen. The two boats were carrying a number of sheep and coming from the sea. They landed on the eastern shore of the Shatt al-Arab near the Iranian memorial opposite Faw, and the cargo was unloaded there.
