Examples of the Irresponsible and Trespassing Practices of the Special Commission's Members

1. An attempt to smuggle pieces of antiquity belonging to Egypt. The Iraqi authorities confiscated these pieces and then handed them over to the concerned Egyptian authorities.

2. An attempt to smuggle items against the laws of the Iraqi Customs. This happened in 5/6/1997. The Chillian crew working within the Special Commission tried to smuggle articles accompanied with their personal luggage.

3. Members of the Special Commission caused problems and clashes with Iraqi laymen due to their irresponsible behaviour.

4. Sometimes they moved from one place to another without notifying the concerned authorities.

5. In 1/9/1995 two persons of Baghdad Monitoring center were arrested while taking photos in places (in Baghdad) where photography was prohibited.

6. In 4/5/1996 a driver traveling in a car belonging to the Special Commission accompanied with three persons crossed Kirkuk - Sulaimaniyah check-out point in a high speed. He tried to hit one of the persons. When he was caught in the next point he claimed that he should not be stopped being a member of the inspection teams.

7. In 11/5/1997 John Philips, a member of the Special Commission, involved in a car accident with another vehicle carrying a number of passengers. He caused a massive damage. He did not show any respect to the country's laws.

8. In 18/4/1998 Christopher Wilsom had a car accident. He caused a great damage to the gate of a site in Baghdad (State Company for Vegetable Ghee). Investigations showed that the driver travelling in the car (UNSCOM-121) was driving fast and drunk.

9. In 8/5/1998 a vehicle belonging to the Special Commission had a car accident in which a number of citizens travelling in another car were injured. The reason of the accident was the high speed.

10. in 20/7/1998 a vehicle belonging to the Special Commission had a car accident. It caused a big damage to an Iraqi citizen's car. The reason was the inconsiderate driving.

11. In 22/10/1998, Andrew Thomas, the head of the air surveillance, had a car accident. He caused a big material damage to an Iraqi citizen's car. The reason was that he was drunk.

12. Photography in areas against the country's existing regulations or taking photos of civilian and residential sites using their own personal cameras for spying purposes. A missile's inspector used his camera, in 8/10/1998 to take a photo of a missile. It of a permissible range under the UN Security Council's Resolution 687. Also in 20/10/1998 a technician of Chillian aviation's team took a photo of equipment in an experiment's field using his own camera hideously. The two film rolls were taken away by the Iraqi escort.

13. Flying aboard helicopters over sites where they were not allowed such as the sites of the air defence. They also landed on areas not designated for such purposes. In 23/4/1997 a pilot landed on the campus of Mosul University. They also landed in very dangerous areas as it happened when a pilot landed near the production unit (The North Gas Company) and another pilot landed, in 19/2/1998, near the oil torch at Biji refinery.
