It is especially critical in these days, as the public becomes ever more sensitive to the deaths and injury of our Sailors, while our ships become more expensive. Total ship survivability (TSS), a systems-engineering approach to survivability, ensures a more efficient incorporation of survivability into new ship designs and acquisitions. Stealth is a major element of survivability because it helps to prevent damage and reduces demands on defensive systems.
- Unique Air Conditioning and Refrigeration RDT&E Facility Expands Capabilities By Matthew Frank Wavelengths October/November 2002-- The capabilities of the Air Conditioning and Refrigeration (AC&R) Research, Development, Test and Evaluation (RDT&E) Facility in Building 1000 were recently expanded by the addition of a second test cell. This addition is part of a longer-range plan between Code 983 and 921 to activate five test cells with the most representative Fleet equipment. This test cell will accommodate a Navy AC plant with capacity ranging between 200 to 250 tons. The 200-ton DDG 51 HFC-236fa AC plant was installed in this second test cell. The DDG 51 Class comprises the largest population of centrifugal AC plants in the Fleet.

- Detecting Noise in the Fleet By William Palmer Wavelengths August/September 2002-- The Division's Signatures Directorate (70) is comprised of several components. One of these, the Signatures Characterization and Analysis Department (71), has the responsibility of measuring and assessing the acoustic signature of virtually every Navy ship and submarine. While submarines are a prime Code 71 focus, the acoustic signatures of surface ships are also evaluated, primarily to decrease their susceptibility to submarine threats and to reduce the susceptibility to mine threats. Additionally, the acoustic signature is evaluated to determine the effect the ship's own "noise" has on its sonar systems.

- Resolving Oil Pollution Abatement Problems in the U.S. Fleet By Leslie Spaulding Wavelengths August/September 2002-- For the past five years, high capacity oil/water separators (OWS) have been installed on the Fleet's larger platform ships, such as LHAs, LHDs, and CV/CVNs. These systems were integrated with pre-existing oil pollution abatement (OPA) systems using guidelines from previously installed surface combatant OPA installations. However, tank and piping configurations onboard large hull classes can differ significantly and present unique integration problems.

- Innovative Hullforms and Systems Eyed for Tomorrow's Fleet Wavelengths June 2002-- On a March morning in 2020, Ensign James Ky has reported for assignment to the recently commissioned USS Challenger (LCS 1), the initial vessel of the Littoral Combat Ship Class of ships. Ky watches the crew of the 40-knot-plus, 3,000-ton trimaran (triple hull design) ship prepare the Challenger's unmanned aerial vehicle (UAV) and unmanned underwater vehicle (UUV) for test operations. A klaxon sounds, warning the 25-person crew to avoid the pop-up missile-bay hatches that are opening on the port side outrigger. A shrill horn off the ship's aft section alerts the crew that a barge is approaching, ready to transfer an unmanned surface vehicle (USV)-and its special operations detachment-to the Challenger.
- United States Coast Guard's Integrated Deepwater System By William A. Moss Wavelengths June 2002-- The present Coast Guard fleet of high and medium endurance cutters is older than 37 of the world's 39 naval fleets. Not surprisingly, excessive operating and maintenance costs coupled together with a lack of essential capabilities in speed, sensors, communications and interoperability hamper the Coast Guard's ability to perform its 14 Federally mandated missions. These missions span critical areas such as homeland security, law enforcement, search and rescue, environmental protection, and defense operations. - Mooring the Fleet Around the World By Lou DiStefano Wavelengths June 2002-- The Code 97 Anchor, Mooring, and Towing Team is frequently tasked to provide equipment and procedures for the design of mooring DoD vessels. Mooring is defined as a compliant structure that restrains a vessel against the action of wind, wave, and current forces. The emphasis is on moorings composed of tension members (chain, line, wire rope, etc.) and compression members (fenders, camels, etc.) used to secure vessels.

- State-of-the-Art Upgrades Completed on USNS Hayes (TAG 195) Acoustic Ranging System By Donald Hartge Wavelengths June 2002--The USNS Hayes Acoustic Ranging System was funded for upgrade last year, to incorporate state-of-the-art technology. The system is used aboard the Hayes during sea acoustic trials to determine how far underwater objects are from the ship's sea position. The real time data are processed to provide X/Y tracking in real time.

The AEM/S mast design has paved the way for the composite mast on LPD 17 Class, as well as efforts to install a composite helicopter hangar and composite remote minehunting system (RMS) enclosure on the DDG 51 Class.

- DD 21 Program Restructured as DD(X) Wavelengths January/February 2002--On November 1, the Department of Defense announced a change to the acquisition strategy of the former DD 21 program. - Testing on Diesel Engine Test Facility Helps Effort to Lower Emissions By Joseph Smith Wavelengths January/February 2002--The Diesel Engine and Power Transmission Branch (932) has represented U.S. Navy interest in the area of diesel exhaust emissions since 1998. It is anticipated that global demand for emissions reduction technologies, test facilities, as well as monitoring systems will continue to increase in the coming years. The branch vision for the emissions program is to maintain resources (including personnel and facilities) to continue to represent the U.S. Navy's best interests as regulations become more restrictive and also to establish expert emissions test capabilities as the demand for these technologies increases.
