  • [EXCERPTS] HOLUM MAY 15 NEWS CONFERENCE IN GENEVA Geneva -- John Holum, director of the Arms Control and Disarmament Agency, says the United States strongly believes the time is ripe for the CD to begin negotiating a ban on the production of fissile materials used in nuclear weapons and a ban on anti-personnel landmines. But the work of the conference has become "immobilized by the concept of linkage," Holum said, in apparent reference to demands from India, Pakistan, and other non-aligned states that the CD also begin negotiations on nuclear disarmament.
  • [EXCERPT] WHITE HOUSE MESSAGE TO SENATE ON CFE May 15, 1997 - Clinton discussed some of the conditions attached to the resolution of ratification, noting that he will interpret them "in a manner consistent with the responsibilities entrusted to me as Pesident under the Constitution. Nevertheless, without prejudice to my Constitutional authorities, I will implement the Conditions in the resolution." One of the conditions calls for the president to submit modifications to the Anti-Ballistic Missile Treaty to the Senate for its approval.
