The Department of State's annual Patterns of Global
Terrorism focuses primarily on international terrorism
involving citizens or territory of two or more states. It also
describes but does not provide statistics on domestic
terrorism abroad, which is an even more widespread
phenomenon. The number of international terrorist incidents
has fallen, from a peak of 665 in 1987, to 296 in 1996, a
25-year low. Moreover, about two-thirds of these attacks
were minor acts of politically motivated violence against
commercial targets, which caused no deaths and few
casualties.

JERUSALEM (April 30) -- Israel is closely monitoring developments in
Syria ... Defense Minister Yitzhak Mordechai and Foreign Minister David
Levy both said yesterday. ... Levy noted that Israel has the means to
deter any enemy "in ways beyond anything the other side can imagine." ...
He said that "Israel is following this and other developments, and has the
ways and means to deter any enemy." ... Levy expressed fervent hope
that "in addition to this insane race, there is also a brain thinking what he
should and what he shouldn't do. We are developing deterrence means,
so that the other side understands it is not the only one which has control
of such a severe thing, and that we too control things seven times worse."

"Israeli Foreign Minister David Levy warned Syria yesterday against
using chemical weapons and hinted at Israel's long-suspected nuclear
arsenal as a deterrent. ``We are following this development and others,''
Levy told Israel Radio. ``Anyone who does this understands that we
have capabilities far and above what the other side can even imagine.''
