  • Iraq Suspends UNSCOM Monitoring Iraq News 31 October 1998 -- Yesterday, the UNSC reached agreement on a reply to Iraq's demand for a comprehensive review. Today, the RCC and Ba'th party leadership met and announced the suspension of UNSCOM monitoring.

  • The VX Report Iraq News 28 October 1998 On Oct 26, UNSCOM presented the results of the expert meeting held to evaluate the results of the US, French and Swiss testing for VX on remnants of Iraq's "special" warheads.
  • U.S. Department of State Daily Press Briefing , OCTOBER 27, 1998 -- According to the report UNSCOM delivered to the UN Security Council after discussion in New York by 21 experts from seven countries on the results of tests of Iraqi missile fragments, all tests in all countries are conclusive and valid. The tests prove the existence of degradation products of the following: VX; VX stabilizer; a nerve agent of either the G or V series of chemical weapons; and an undeclared decontaminant which is most effective against chemical weapons. The experts unanimously concluded that the existence of VX degradation products conflicts with Iraq's declaration. It is time for Iraq to provide a full and accurate account of their weapons of mass destruction -- particularly the deadly nerve agent, VX.
  • UNSCOM, Iraq Liberation Act Iraq News 26 October 1998 -- Given the ongoing deterioration of the UNSCOM regime in Iraq, three of the nine members of the Rumsfeld Commission on the Ballistic Missile Threat to the United States have modified earlier findings and concluded that Iraq was capable of developing an ICBM that could reach the US within five years.

  • DEBATE OVER THE IRAQ LIBERATION ACT Iraq News 20 October 1998 -- The Iraq Liberation Act was promoted in Congress by retired four-star Army Gen. Wayne A. Downing, commander of special operations during the Gulf war, and Duane R. Claridge, a former senior CIA official, familiar with US support for popular insurgencies. It was also supported by Paul Wolfowitz, Undersec Def during the Bush administration; Richard Perle, Asst Sec Def during the Reagan administration; and R. James Woolsey, former CIA director during the first Clinton administration.
  • Richard Perle, and Others, On Iraq Iraq News 19 October 1998 -- Richard Perle focused on Iraq, sharply criticizing the CIA's Near East Division. Perle said, "The most important . . . is the belief that the only way to eliminate Saddam Hussein's governance is by organizing a coup d'etat against him. . . . [But] Saddam is a lot better at resisting coups than we are at perpetrating them. So much better that every effort has failed, in many cases with significant losses of life."
  • The UNSC and Iraq's Proscribed Weapons Iraq News 16 October 1998 -- On Oct 6 UNSCOM and the IAEA presented their semi-annual reports to the UNSC, which discussed the reports Oct 13. As usual, the UNSCOM report was a series of horrors. The International Atomic Energy Agency said Tuesday that Iraq's nuclear file could be shifted from intrusive inspections to long-term monitoring once Baghdad cooperates with UN arms experts again. The Nuclear Control Institute described the IAEA report as "schizophrenic."

  • UNSCOM, the US, and Iraq's Proscribed Weapons Iraq News 13 October 1998 -- Earlier this year, the US threatened to go to war to force the Iraqi leader to grant United Nations weapons inspectors access to suspected weapons sites. But Washington has all but abandoned that effort, which couldn't be sustained politically. Now the top priority is ensuring that international economic sanctions remain in place for as long as Saddam Hussein is in power.
