I. RCC, PARTY LEADERSHIP MEETING, INA, OCT 13 II. RCC, PARTY LEADERSHIP MEET AGAIN, IRAQ TV, OCT 14 This is the 71st day without weapons inspections in Iraq. On Oct 9, Foreign Minister, Mohammad Sahhaf, returned to Baghdad after three weeks in NYC. On Oct 10, Tariq Aziz returned to Baghdad after two weeks in NYC and brief stops in Paris, where he met the French Foreign Minister, and Amman, where he met Crown Prince Hassan. On Oct 13, as reported by INA, the RCC and Ba'th Party Command held a joint meeting, in which they discussed the results of the Aziz/Sahhaf talks with the UNSG and with permanent and non-permanent members of the UNSC. The Iraqi leadership also "studied the blatant US interference in Iraq's internal affairs . . . [which] include the US Government's summoning of Iraqi parties to Washington to discuss with them Iraq's internal affairs and the US Congressional recommendation to allocate funds and weapons to undermine Iraq's security and stability . . . The acts of blatant interference also include the serious US espionage role carried out by influential elements in the UN Special Commission to provide the Zionist entity . . . with sensitive and basic information on Iraq's security and Armed Forces . . . The conferees decided to resume the discussion of these topics later." The RCC and Ba'th Party Command met again the next day. As Iraq television reported, they "resumed the discussion of the topics addressed in the joint meeting they held yesterday . . . The conferees held an in-depth study of the feverish and continuous attempts and efforts which have been exerted by the US Government for more than eight years in their plotting against Iraq under various international pretexts. In these attempts, the US Government has used all methods of economic, political, psychological, and military wars, as well as the most sophisticated and brutal means of destruction. . . . The conferees continued the in-depth and detailed discussion . . . of the various aspects of spying on Iraq's security and vital interests carried out by influential elements in the UN Special Commission and the International Atomic Energy Agency, in the interest of the CIA and its ally, the Zionist intelligence under the direct supervision of the political, espionage, and military agencies of the US Government. The RCC and the Iraq Command of the Arab Socialist Ba'th Party will resume their discussion of these topics in the near future." I. They also discussed the results of their talks with the UN Secretary General and the representatives of a number of permanent and nonpermanent members of the Security Council. During the joint meeting, the conferees studied the blatant US interference in Iraq's internal affairs, something that contradicts the rules of the international law, as well as the letter and spirit of the Security Council resolutions, which the United States itself participated in drafting and which calls for respecting Iraq's sovereignty and territorial integrity. The acts of blatant interference include the US Government's summoning of Iraqi parties to Washington to discuss with them Iraq's internal affairs; and the US Congressional recommendation to allocate funds and weapons to undermine Iraq's security and stability and threaten its sovereignty and territorial integrity. The acts of blatant interference also include the serious US espionage role carried out by influential elements in the UN Special Commission [UNSCOMI to provide the Zionist entity, which is stilt in a state of war with Iraq, with sensitive and basic information on Iraq's security and Armed Forces. UNSCOM elements obtained this information while performing their tasks within the UNSCOM. The conferees decided to resume the discussion of these topics later.
