A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.

On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.

The UK Ministry of Defence reported that the Russian authorities are prioritizing amending legislation to allow more men to be rapidly drafted into the military. In mid-July 2023, the State Duma increased the maximum age of liability for conscription from 27 to 30, while retaining the current lower limit at 18. While conscripts are not currently deployed in Ukraine, extra draftees free-up professional and mobilised soldiers from other duties inside Russia.

On 24 July 2023, President Putin signed a bill which will gradually increase the upper age limit for those liable for call up as reservists: senior officers can now be mobilised up to 70. Reservists made up the Autumn 2022 'partial mobilisation' and could provide a more immediate boost to the number available to fight in Ukraine.

The increased chance of being compelled to fight, drone attacks on Moscow, exceptional level of domestic repression, and the recent Wagner mutiny combine to highlight the Russian state's failure to insulate the population from the war.

The General Staff of the Armed Forces of Ukraine reported that during the day July 31, Russian forces carried out 9x missile and 39x air strikes, launched 35x MLRS attacks on Ukrainian cities and Ukrainian Armed Forces. Unfortunately, there are dead and wounded among the civilians, in particular, children. Houses and other civil infrastructure were destroyed.

The threat of missile and air strikes remains high across Ukraine.

30x combat clashes took place throughout the day.

Volyn' and Polissya axes: no significant changes detected. There are no signs of the offensive groupings formation.
Sivershchyna and Slobozhanshchyna axes: Russian forces carried out an airstrike at Stepnoy, Sumy Oblast, and Udyv, Kharkiv Oblast. They shelled with mortar and artillery fire more than 30x settlements, including Senkivka, Turya, Bleshnya, Buchki of the Chernihiv Oblast; Methodiivka, Sytne, Starykove, Mogrytsia, Stepok, Ryasne of the Sumy Oblast; Udy, Veterinarne, Staritsa, Vovchans'k, Nesterne and Budarki of the Kharkiv Oblast.
Kup'yans'k axis: Ukrainian soldiers are holding the ground, successfully repelling Russian attacks east of Berestovo in the Kharkiv Oblast and near Novoselivskyi in the Luhansk Oblast. Russian forces carried out an airstrike at Druzhelyubivka Oblast of Donetsk Oblast. Russian forces shelled more than 10x settlements, including Odradne, Kolodyaz'ne, Kam'ianka, Figolivka, Novomlyns'k, and Zapadne of the Kharkiv Oblast.
Lyman axis: Russian forces launched airstrikes north of Serebryanka and near Spirnyi, Donetsk Oblast. The settlements of Nevske, Bilogorivka in Luhansk Oblast and Torske, Verkhnokamianske and Spirne in Donetsk Oblast were hit by artillery fire.
Bakhmut axis: more than 10x settlements were damaged by Russian artillery, among them Rozdolivka, Orichovo-Vasylivka, Hryhorivka, Ivanivs'ke, Predtechine and Bila Hora of the Donetsk Oblast.
Avdiivka axis: Russian forces carried out airstrikes at New York and Avdiivka. Shelled Berdychi, Avdiivka, Pervomaiske and Karlivka of the Donetsk Oblast.
Mar'inka axis: Russian forces launched an air strike at Krasnohorivka. Defense Forces continue to hold back the advance of Russian troops in the areas of Mar'inka and Pobyeda. Russian forces shelled a number of settlements, including Mar'inka, Pobyeda, Georgiyivka and Hostre in the Donetsk Oblast.
Shakhtars'k axis: Russian forces launched airstrikes in the areas of Vugledar, Blagodatny and Staromayorsky. In the area of the latter, unsuccessful attempts were made to restore the lost position. Shelling of Vodyane, Vugledar and Blagodatne settlements of Donetsk Oblast continues.
Zaporizhzhia and Kherson axes: Russia is concentrating its main efforts on preventing the further advance of Ukrainian troops. The Russian occupiers carried out airstrikes at Malinivka and Mala Tokmachka settlements of the Zaporizhzhia Oblast. More than 35x settlements, including Levadne, Hulyaipole, Zaliznychne, Orihiv, Stepove and Kam'ians'ke of the Zaporizhzhia Oblast, Dmytrivka and Ochakiv in Mykolaiv Oblast; Mykhailivka, Dudchany, Beryslav, Lviv, Kherson and Dniprovske of the Kherson Oblast were shelled by artillery.

Defense Forces of Ukraine continue offensive operations on the Melitopol' and Berdyans'k axes, and are equipping captured positions, open fire with artillery on identified Russian targets, and carry out counter-battery measures.
Russian occupiers continue to use civilian infrastructure in temporarily occupied settlements. Thus, Russian forces placed about 100 troops in the premises of the miners' prevention center in Nizhnyi Nagol'chyk, Luhansk Oblast, and more than 100x Russian occupiers were placed in the buildings of an educational institution in the village of Semikozivka, Luhansk Oblast.

Ukrainian Air Force conducted 7x strikes manpower, weapons and military equipment concentrations and 3x - on the Russian anti-air defense systems.

Ukrainian missile and artillery units hit 2x Russian anti air systems, a heavy flamethrower system TOS-1A "Solntsepek", an artillery device at a firing position and x4 manpower concentrations.

The Ministry of Defense of the Russian Federation reported that the AFU continued unsuccessful attempts at offensive actions in South Donetsk, Zaporozhye and Donetsk directions.

In Donetsk direction, during active defence activities, the units of the Yug Group of Forces have successfully repelled 11 enemy attacks close to Belogorovka, Berestovoye, Spornoye, Severnoye, Maryinka, Vodyanoye and Mayorsk (Donetsk People's Republic).

As a result of actions by Operational-Tactical and Army aviation, as well as artillery, AFU manpower and hardware have been hit close to Kramatorsk, Novosyolovka, Konstantinovka and Berestovoye (Donetsk People's Republic).

The enemy losses were up to 220 Ukrainian servicemen, three armoured fighting vehicles, five motor vehicles, two U.S.-manufactured M777 artillery systems, one German-manufactured Panzerhaubitze 2000 self-propelled howitzer, one Gvozdika self-propelled artillery system, Msta-B and D-20 howitzers, as well as one U.S.-manufactured AN/TPQ-50 counter-battery radar station.

In South Donetsk and Zaporozhye directions, units of the Vostok Group of Forces, in cooperation with aviation and artillery, launched an attack on AFU manpower and hardware concentration areas close to Novodanilovka, Lesnoye, Preobrazhenka, Malaya Tokmachka, Rabotino and Orekhov (Zaporozhye region).

As a result of active actions by the Group's units, an enemy attack has been successfully repelled near Staromayorskoye (Donetsk People's Republic).

An enemy attack has been repelled and three Ukrainian sabotage and reconnaissance groups have been eliminated near Uspenovka (Zaporozhye region).

In addition, the activity of two sabotage and reconnaissance groups has been suppressed close to Marfopol and Priyutnoe (Zaporozhye region).

The enemy losses were up to 275 Ukrainian servicemen, three tanks, six infantry fighting vehicles, three armoured fighting vehicles, five motor vehicles, three foreign-manufactured howitzers, including M109 Paladin, U.S.-manufactured M777 and UK-manufactured FH-70, as well as two Msta-B and D-20 guns.

In Krasny Liman direction, as a result of actions by units of the Tsentr Group of Forces, Army Aviation and artillery, two enemy attacks have been successfully repelled near Kremennaya and Kuzmino (Lugansk People's Republic).

In addition, a comprehensive fire attack was inflicted on units of 21st, 63rd, 67th mechanised and 25th airborne brigades of the AFU close to Yampolovka and Torskoye (Donetsk People's Republic), Kuzmino, and Karmazinovka (Lugansk People's Republic).

The enemy losses were up to 140 Ukrainian servicemen, two armoured fighting vehicles, three pickup trucks, D-20 and D-30 howitzers, and one Gvozdika self-propelled artillery system.

In Kupyansk direction, the assault groups of the Zapad Group of Forces, supported by artillery and Army Aviation, continued offensive operations close to Kuzyomovka (Lugansk People's Republic) and took more advantageous positions.

In the course of active defence actions, an enemy attack has been successfully repelled near Novosyolovskoye (Lugansk People's Republic).

In addition, the Russian troops launched a comprehensive fire attack on AFU manpower and hardware concentration areas close to Krasnoye Pervoye, Dvurechnaya and Berestovoye (Kharkov region).

The enemy losses were up to 45 Ukrainian servicemen, two armoured fighting vehicles, two pickup trucks, and one D-20 howitzer.

In Kherson direction, the enemy losses were up to 30 Ukrainian servicemen, three motor vehicles, one U.S.-manufactured M777 artillery system, one Akatsiya self-propelled artillery system, and one U.S.-manufactured AN/TPQ-36 counter-battery radar station.

Operational-Tactical and Army aviation, Missile Troops and Artillery of the Armed Forces of the Russian Federation have neutralised 107 AFU artillery units at their firing positions, manpower and hardware in 119 areas.

In addition, a workshop for assembling unmanned aerial vehicles for the AFU has been destroyed close to Velikiy Burluk (Kharkov region).

The headquarters and residence of the operational units of the 35th Brigade of the AFU Marines have been hit near Vesyoloye (Zaporozhye region).

One ordnance depot of 24th Mechanised Brigade of the AFU has been destroyed near Dachnoye (Donetsk People's Republic).

Air defence facilities have shot down one Su-25 airplane of Ukrainian Air Force near Nikolayevka (Donetsk People's Republic).

12 HIMARS multiple-launch rocket system projectiles have been also intercepted.

In addition, 23 Ukrainian unmanned aerial vehicles have been destroyed close to Lisichansk, Kremennaya (Lugansk People's Republic), Donetsk, Soledar, Novopetrikovka, Staromlynovka (Donetsk People's Republic), Pologi, Chapayevka and Chubaryovka (Zaporozhye region).

In total, 458 airplanes, 245 helicopters, 5,381 unmanned aerial vehicles, 427 air defence missile systems, 11,048 tanks and other armoured fighting vehicles, 1,140 fighting vehicles equipped with MLRS, 5,678 field artillery cannons and mortars, as well as 11,989 special military motor vehicles have been destroyed during the special military operation.
