Rosoboronpostavka

The Federal Agency for the Supply of Armaments, Military and Special Technology, and Material Resources (Rosoboronpostavka) – was a new unified acquisition agency for the MOD and other power agencies. In 2012 the goal was to place half the total State Defense Order through the agency; in 2013 the goal was 100 percent.

The Federal Agency for the Procurement of Armaments, Military and Special Equipment and Logistical Resources (Rosoboronpostavka) is an executive branch agency that acts as a contracting office on behalf of the state. Accordingly, the agency's responsibilities included placing defence orders, signing defence contracts, making necessary payments, auditing government defence contracts and overseeing their implementation.

The latter category covers the entire range of armaments, military and special equipment and logistical resources, with the exception of special armaments, equipment and supplies as determined by the heads of the federal executive branch agencies that act as defence contractors on behalf of the state. The agency was also responsible for implementing state policies, providing relevant regulatory and legal oversight and managing relevant state property.

The Federal Agency for supplies of weapons, military and special equipment and materiel (Rosoboronpostavka) was the federal body of executive power which executed the functions of customer ordering, as well as to conclude, payment, control and accounting implementation goskontraktov on defence order.

The Agency was established by the Decree of the President of the Russian Federation from February 5, 2007 year no. 119; to perform the tasks assigned to it with the January 1, 2008 year. Initially it was attached directly to the Government of the Russian Federation.

The Decree of the President of the Russian Federation from May 14, 2010 year no. 589 approved regulations on Federal Agency for supplies of weapons, military and special equipment and materiel. May 17, 2010, the Agency transferred to the Ministry of defence of the Russian Federation.

From January 2011 Rosoboronpostavka initiated procedures for placing the State Defence order for the needs of such federal bodies of executive power as the Russian Ministry of defence, Ministry of Internal Affairs of Russia, the Russian emergency situations Ministry, Russian FSB FSO, Russia, of the Federal Penal Correction Service, the federal drug control service. Trades announced totaling 7.9 billion rubles. According to the results of completed trades (for data from July 11, 2011) the amount of the contracts amounted to 4 billion rubles, and a general reduction in initial (maximum) price is more than 90 million rubles. Bid took over 140 organizations.

In connection with the formation of the Agency personnel at other agencies were reduced. Those released as a result of the reduction in personnel (strength of 1100 people, mainly the Armed forces — 871) passed to Rosoboronpostavke to perform work on behalf of their departments and agencies.

The Agency's work was carried out on the following key areas:

I. Analysis of the competitive documentation - To avoid situations which limit participation and unfounded overpricing the contract, Rosoboronpostavka conducts a thorough analysis of the documentation provided to accommodate customers on its compliance with the requirements of the existing legislation on the placing of orders. Performance check is carried out, the analysis of the initial (maximum) contract prices using information from open sources, conditions of earlier contracts and the use of computational methods for the determination of the initial (maximum) of the contract price. In the event of significant variations in contract prices address customers sent recommendations to change initial (maximum) of the contract price.

II. audit of participants ordering - In order to avoid possible risks of the failure of the parties to the ordering of their obligations under the concluded goskontraktam on the initiative of the agency agreements on information interaction with the Federal service for defence order (Rosoboronzakaz), the federal tax service of Russia, the Federal bailiffs service of Russia.

III. Conduct of joint bidding - To make efficient use of funds allocated from the federal budget funds for the State Defense order, the agency organizes and conducts joint bid within the framework of the concluded multilateral agreements with the Russian FSB FSO, Russia, of the Federal Penal Correction Service, FSKN, Ministry of Internal Affairs of Russia, the Russian Defense Ministry.

Federal Agency of the Russian Federation for the supply of weapons, military, special equipment and material means (Rosoboronpostavka), entrusted with the operation of Public Procurement in the state defense order, remained the responsibility of Defense, Defense Minister Anatoly Serdyukov told journalists.

Russian President Vladimir Putin on May 7, instructed to prepare proposals for the conclusion of the submission Defense federal agencies responsible for placing the state defense order and control its execution — and Rosoboronzakaz Rosoboronpostavki. Rosoboronzakaz was transferred from the jurisdiction of Defense Government Decree of 21 May on the structure of government.

"Rosoboronpostavki will not be given, it remains the responsibility of the Ministry of Defence. This is, in fact, an analog of our department of municipal contracts, which conducts all auctions, "- said Serdyukov. According to him, more than 80% of the orders that go through Rosoboronpostavki, are directly related to Defense. "It would be surprising if in Defense Functions of state took the defense products. Take all the army of the world, there is none anywhere else," said the Minister.

With all of this, he said that the department of state order Defense, which previously performed with such Rosoboronpostavki features will not be disbanded. "He's just going to be reformed and will purchase products outside of defense contracts," — said Serdyukov.

Russian President gave an order 08 September 2014 abolishing the Federal Agency for Supplies of Arms, Military and Special Equipment and Goods and the Federal Service for Defence Contracts in the aim of improving state management and oversight of defence procurement and hand over their functions to the Defense Ministry, Finance Ministry and Audit Chamber. The move was proposed at a meeting between President Putin and Prime Minister Dmitry Medvedev.

“In the eight years of these bodies’ existence, they have conducted certain activities and fulfilled certain tasks. But today, the fact that one agency falls under the competence of the government – this is Rosoboronzakaz, while the Rosoboronpostavka historically remains in the Defense Ministry’s structure –led to the suggestion of abolishing both agencies in order to concentrate the whole work of military supplies in the Defense Ministry,” the PM said.

According to Medvedev, the control functions of the two bodies can successfully be performed by the Ministry for Industry and Trade, the Federal Anti-Monopoly Service and the Audit Chamber. “This will not lead to any problems but will allow for optimizing the government’s structure,” he noted.

The Interior Ministry, Emergency Situations Ministry, Foreign Intelligence Service, Federal Security Service, Federal Drug Control Service, Federal Guard Service, and Federal Penitentiary Service will be responsible for placing orders, signing contracts, carrying out payments, and overseeing and monitoring execution of state defence procurement orders.

The Russian Federation Government was instructed to transfer the functions of the abolished Federal Service for Defence Contracts to federal executive bodies whose activities come under the Government’s responsibility. The federal executive bodies taking over functions previously performed by the Federal Agency for Supplies of Arms, Military and Special Equipment and Goods, and the Federal Service for Defence Contracts are these agencies’ legal successors, including with regards to obligations arising from the enforcement of court decisions.

The Agency was abolished from January 1, 2015 according to Decree of the President of the Russian Federation from September 8, 2014 year no. 613.
