Russian Ammunition Agency (ROSBOEPRIPASY)

By 2001 the ammunition industry and conventional arms manufacture were only operating at 6.9 and 13.6 percent respectively of capacity. The Russian Armaments Agency (RAV) was focused on the Federal Target Program (FTP) project "on leading out of the ammunition industry from crisis" for 2003-2010.

The Russian Munitions Agency performed functions of a state customer for work on destruction of chemical weapons, liquidation or conversion of facilities for production of chemical weapons, including organization and carrying out works on safety stockpiling of chemical weapons (Resolution of the Government of the Russian Federation of November 21, 2000, No 1644-), as well as functions, previously performed by the Ministry of Economy of the Russian Federation and abolished Committee on Conventional Problems of Chemical and Biological Weapons under the President of the Russian Federation Resolution of the Government of the Russian Federation of August 6, 1999, No 906), as follows:

  • working-out and execution of a programme of development of scientific and technological potential, coordination and government regulation of activities of enterprises and organizations on elaboration, production, repair and waste recovery of components of munitions, ordnance and military engineering and blasting materials of civil assignment;
  • performing functions of a National Authority for fulfillment of obligations under the Convention on the Prohibition of Development, Production,Stockpiling and Use of Chemical Weapons and on their Destruction, interaction with Organization on Prohibition of Chemical Weapons and other States Parties of the Convention;
  • performing national control over fulfillment of international treaties in the area of prohibitions of chemical and biological weapons, legislative and other normative legal acts on the territory of the Russian Federation;
  • participation in international cooperation on conventional problems of chemical and biological weapons;
  • organization of research and development works in creating of means and methods for national control in the field of prohibition of chemical and biological weapons;
  • organization of development and fulfillment of measures on broad application of technologies of double assignment in military and civilproduction at enterprises of munitions industry and special chemistry;
  • working-out a State Defense Order and State Armament Programme, including carrying-out scientific and development works in the field of elaboration of modern armament and military engineering, preparation of its serial production, creation of necessary test and stand basis, as well as fulfillment of these programmes in cooperation with the Ministry of Defense of the Russian Federation and other state customers;
  • execution of works, providing the performance of Convention obligations in the field of prohibition of the development, production, stockpiling and use of chemical and biological weapons;
  • performance of functions of the customer of development and manufacture of civil products, in particular using extrabudgetary sources of financing;
  • conclusion of agreements on performance of international programmes with foreign partners according the legislation of the Russian Federation andwithin jurisdiction of the Agency;
  • organization of external economic activities of organizations, governed by the Agency, involved in development and production of samples of armament, military engineering and their components, products of civil and double assignment;
  • carrying-out works on standartization, unification and catologization of production of ammunitions industry and special chemistry according to the legislation of the Russian Federation;
  • organization of works on certification of products as well as systems for management quality of production of enterprises and organizations of ammunitions industry and special chemistry in accordance with legislation of the Russian Federation;
  • licensing of activities relevant to elaboration, production, repair and waste recovery of munitions industry output;
  • licensing of activities related with handling toxic chemicals, wastes of CW stockpiling, transportation and destruction of chemical weapons;
  • regulation of the turnover of blasting materials of civil assignment; support of development and performance of measures on mobilization preparation and civil defence at enterprises and organizations governed by the Agency;
  • participation in arranging of works on industrial utilization and destruction of deduced from exploitation conventional kinds of ammunitions and chemical weapons, as well as in destruction or conversion of former facilities of thir production;
  • involvement together with the Ministry of Economy of the Russian Federation in competitive selection of investment programs for conversion of enterprises and organizations, as well as high effective projects, requiring government's support and guarantees, control over their implementation and in accordance with the established order.

In 1998-1999 under the initiative of Russian Ammunition Agency and the Government of Sverdlovsk region was established an Exhibition Center on the basis of Federal State Enterprise "Nizhny Tagil Institute of Metal Testing" (further FSE "NTIMT"), which, according to the Order of the Government of Russian Federation ?1704-r from October 22, 1999 became State Armament and Military Equipment Demonstration and Exhibition Center.

Objective conditions to create an Exhibition complex in Nizhny Tagil were that in the Ural economical region (the Republic of Bashkortostan and Udmurtia, Kurgan, Orenburg, Sverdlovsk, Tyumen and Chelyabinsk regions) are situated more than 170 enterprises (including scientific and research institutes and design bureaus) of Russian Federation defense complex, that produce more than 70% of conventional [usual] armament and ammunition. Russian enterprises can demonstrate here all the spectrum of their production in action, including demonstration of combat and running characteristics.

Decree #314 of President of the Russian Federation "On system and structure of the federal bodies of executive power", of 09 March 2004, established the Ministry of Industry and Energy of the Russian Federation, passing it function of adoption of standard legal acts in specified sphere of activities abolished Ministry of Industry, Science and Technology of Russian Federation, except for functions in realm of science, Ministries of Energy of the Russian Federation, Ministries of Atomic Energy of the Russian Federation, Russian Ammunition Agency, Russian Conventional Armaments Agency, Russian Agency on Control Systems, Russian Shipbuilding Agency, transformed the Federal Mining and Industrial Supervision Authority of Russia and Federal supervision of the Russian Federation for nuclear and radiation safety, as well as transformed the State Standards Committee of the Russian Federation and metrology, state Committee of construction of the Russian Federation and housing and communal complex, Russian Aviation and Space Agency.

The situation in the ammunition production industry remained critical in 2006. Many enterprises had considerable debts, while their products were not in demand. The attempts to work for export ran the risk of making contracts with foreign customers unprofitable because of the growing prices for raw material, first of all, for nonferrous metals. Large-scale protest actions of workers took place at the number of factories during 2006.

At a session of the Military Industrial Commission on 02 November 2006, Vice Prime Minister Sergey Ivanov declared that in the sphere of production of ammunition "the state of things is not excellent". "This leads to scientific, technical and technological backlog of the domestic war industry on several main directions of the ammunition branch. The scientific and technical reserve which had been created earlier, unfortunately, is not capable to provide in the parity with the advanced foreign developments on all directions", - stated the Vice Prime Minister. "The special concern is caused by the fact that, due to the increasing crisis phenomena, this sector of industry is not capable of producing the full line of ammunition any more". Sergey Ivanov spoke of the necessity in the strategy of development of the branch, but there was no mention of specific actions, which allowed the assumption that the tendency of actual "dying" of the branch continued.
