Russian Federation Air Force - 1992-98 - Holding Pattern
The process of disintegration of the Soviet Union and the events which followed it significantly weakened the Air Force and Air Defense Troops (PVO). A large part of the air group (about 35%) remained in the territory of the former Soviet republics (more than 3,400 aircraft, including - 2500 combat).
Also in their territories remain the most prepared for the deployment of military aircraft airfield network, which in comparison with the Soviet Union to the Russian Federation decreased by almost half (primarily - the West strategic direction). Dramatically reduced the level of flight and combat training of Air Force pilots.
In connection with the dissolution of a large amount of radio parts disappeared continuous radar field over the territory of the state. It was significantly weakened and the overall system of air defense of the country.
Russia, the last of the former Soviet republics, started construction of Air Force and Air Defense Forces as an integral part of its own armed forces (Presidential Decree of May 7, 1992). The priorities of this building were preventing a significant reduction in the level of combat capability of units and formations of the Air Force and Air Defense Forces, the reduction of personnel due to the revision and optimization of the organizational structure, decommissioning of obsolete weapons and military equipment, etc.
During this period the combat strength of the Air Force and Air Defense was represented almost exclusively by the fourth generation aircraft (Tu-22M3 and Su-24M / MR, the Su-25, Su-27, MiG-29 and MiG-31). The total number of air force and air defense aircraft fell almost three times - from 281 to 102 regiments.
As of January 1, 1993, the Russian Air Force were in service: two command (far and military transport aircraft (BTA)), 11 air forces, 25 air divisions, regiments 129 (including 66 combat and 13 military transport ). Fleet was 6561 car, without taking into account stored on databases reserve aircraft (including 2,957 combat).
At the same time measures for the conclusion of association were adopted, formations and units of the Air Force from the territory of CIS and foreign countries, including the 16th Air Army (VA) from the territory of Germany, 15 VA - from the Baltic countries.
The period of 1992 - beginning of 1998 was a time of great hard work of the governing bodies of the Air Force and Air Defense Forces to develop a new concept of military development of the Armed Forces of Russia, its aerospace defense with the implementation of the principle of defense sufficiency in the development of the air defense and offensive in the application of the Air Force.
During these years, the Air Force had to be directly involved in the armed conflict in the Chechen Republic (1994-1996 gg.). In the future, the experience allowed more carefully and carry out the active phase of the antiterrorist operation in the North Caucasus in 1999-2003 with high efficiency.
In 1990, in connection with the beginning of the collapse of the USSR, a single air defense capability of the Soviet Union and the former Warwaw Pact countries also collapsed. For the participants of the Warsaw Treaty Organisation, there was an urgent need for reconstruction of its counterpart in the borders of the former Soviet republics previously. In February 1995, the countries of the Commonwealth of Independent States (CIS) signed an agreement on the establishment of the Joint Air Defence System of State - CIS member states, designed to solve the problems of the protection of state borders in the airspace, as well as to conduct coordinated collective action of air defense troops to repel a possible air -kosmicheskogo attack on one country or coalition of states.
However, estimating the acceleration of physical aging weapons and military equipment, the Committee of the State Duma defense came to a disappointing conclusion. As a result, a new concept was developed military construction, where it was assumed before 2000 to carry out reorganization of the Armed Forces, reducing their number from five to three.
As part of this reorganization was to bring together in one form two independent branches of the Armed Forces: Air Force and Air Defense Forces. The Air Force and the Air Defence Force, combined since January 1, 1999 into one Service of the Armed Forces – the Air Force, defend the cause of peace sky of the country.
