1999 - A New Kind of Russian Air Forces
In accordance with the Presidential Decree of July 16, 1997 # 725 "On urgent measures to reform the Russian armed forces and to improve their structure," by January 1, 1999, he was formed a new kind of Armed Forces - Air Force. At the time of unification into a single view of the Armed Forces of the Russian Federation Air Force numbered in a battle of the 9 operational units, 21 air divisions, 95 regiments, including 66 combat aviation regiments, 25 independent air squadrons and units based on 99 airfields. The total number of aircraft fleet amounted to 5,700 aircraft (including 20% of training), and more than 420 helicopters.
The composition of the Air Defense Forces included: operational and strategic alliance, 2 operational, 4 tactical union, 5 blocks PVO, 10 divisions of air defense, 63 of the anti-aircraft missile troops, 25 fighter regiments, 35 parts of the radio-technical troops, 6 the formations and units of exploration and 5 parts of electronic warfare. In service there: 20 aircraft aviation complex of radar surveillance and guidance A-50, more than 700 fighter air defense, more than 200 anti-aircraft missile battalions and 420 radio units with radar stations of various modifications.

The military conflict revealed certain shortcomings in the organization of training and system of the Russian Aviation Administration, and the need to significantly upgrade the Air Force aircraft fleet.
