The appearance in the US Navy of nuclear submarines with ballistic missiles "Pollaris" on board revealed the need to replenish our fleet with anti-submarine ships of new types. To combat the enemy's submarines, it was decided to use helicopters. Since 1962, the fleet began to receive patrol ships of the Komsomolets of Ukraine type with one Ka-25 helicopter on board. But the single-seat helicopter did not provide combat effectiveness, sufficient to solve the problem. It was necessary to have a group basis, in which it was possible to organize the shift work of helicopters that provide the search for submarines within a band of considerable width.
The first studies on the design of such a ship in TsKB-17, the institutes of the State Committee for Shipbuilding, the Navy and the Air Force began in 1958. The direct design of the ship was led by the chief designer of the TsKB-17 AS Savichev (in March 1967 he was succeeded by AV Marinich). The general management was carried out by the head of the Central Design Bureau BG Chilikin. The design was carried out in close cooperation with the OKB NIKamov, TsNIIVK, TsNII-45, TsKB-53. Initially, it was planned to convert 7 unfinished cruisers of the 68-bis-ZIF project into helicopter carriers, but later it was decided to develop the project from scratch. December 3, 1958 issued a resolution of the CPSU Central Committee and the Council of Ministers of the USSR, in which the creation of a long-range PLO ship was characterized as one of the priority tasks of domestic shipbuilding. The first version of the project had a displacement of 4,500-5,000 tons, a hangar in the central part of the ship for 8 helicopters, an airstrip aft with three starting positions. After conducting research on the tactics of using the search and strike group, the designers of TsKB-17 came to the conclusion that 8 helicopters for round-the-clock search were insufficient and increased their number to 14. This entailed an increase in the dimension of the ship. At the same time, the standard displacement increased to 8,000 tons. The flight deck was on an elongated hollow, and the hangar was under it. The concept of CDB-17 was approved, and a new tactical and technical assignment was approved on January 25, 1960.
The development of the draft project was commissioned on a competitive basis by TsKB-17 and TsKB-53 (chief designer AL Fisher). TsKB-17 presented 8 variants of the layout of the ship. The winner of the contest was the fourth version of the project, further development of which was commissioned by TsKB-17. In the process of work, the customer put forward new requirements, and the designers had to develop 16 more options, the discussion of which resulted in a series of heated discussions. As a result, 23 variants were chosen for working design. The main part of the work was carried out by May 1962 and in June the transfer of documentation to the manufacturer began.
The construction of the main anti-submarine cruiser of the project 1123 "Moscow" (factory No. 701) began December 15, 1962 at the Nikolayev Shipyard No. 444 named after. I.I. Nosenko (former No. 198 named after A. Marty).
The main builder was Torychno Mikhail Vasilievich. The chief builder was Korchagin Vladimir Nikolayevich, later - Prudnikov Nikolay Alekseevich. Responsible deliverer in the process of acceptance testing was the deputy director of the plant A. Gankevich, then - Konovalenko Viktor Konstantinovich. The chief of the assembly shop is Shavoshin Eduard Ivanovich. The head of the outfitting department is Ivan Iosifovich Vinnik. The military acceptance was headed by Captain 1st Rank Vashchilenko VV, Leading Military Representative Captain 1st Rank Novikov DG, Chief Observer from the Navy - Captain 1st Rank Khokhlov A.M.
On January 14, 1965, the ship was launched, and on January 27 was enlisted in the lists of the Navy ships. At the end of 1966, mooring trials began. March 3, 1965 began the formation of the crew.
The commander of the ship was appointed - Captain 2 rank Kopylov Gennady Pavlovich. The deputy commander for the political part is Captain 3rd rank Nikolai Nikolayevich Polyakov, captain Vladimir Bogdanov, commander of the helicopter squadron, captain 2nd rank Romanov Boris Sergeevich, commander of the combat aviation unit 6 (BC-6) - Major Tuly Pavel Mikhailovich.
April 16, 1967 on the ship was solemnly raised the Naval Flag of the USSR. Running and state tests passed from April 21 to November 3. On January 10, 1968, the ship was included in the 21 brigades of anti-submarine ships of the Red Banner Black Sea Fleet (originally intended to include it in the Red Banner Northern Fleet). The inscription "Moscow" aboard the cruiser appeared only in 1968, and before that because of secrecy, the ship went under various airborne numbers, which often changed, and before going to military service - it was necessary.
Some Western analysts projected that as many as a dozen units of this class were planned.
