A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.
On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.
"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]
The UK Ministry of Defence reported that there have not been any reports of Iranian one-way-attack uncrewed aerial vehicles (OWA-UAVs) being used in Ukraine since around 15 February 2023.
Prior to this, Ukrainian armed forces reported shooting down at least 24 Shahed-136 OWA-UAVs between late January and early February 2023; and scores were destroyed in the first few days of the year.
This lack of OWA-UAV deployments likely indicates that Russia has run down its current stock. Russia will likely seek a resupply. Although the weapons do not have a good record in destroying their intended targets, Russia likely sees them as useful decoys which can divert Ukrainian air defences from more effective Russian cruise missiles.
The General Staff of the Armed Forces of Ukraine reported that during the day of February 25, Russia launched 6x missile and 5x air strikes. The invaders launched 10x MLRS attacks. Settlements were targeted and civilians were wounded.
The threat of further Russian missile attacks across Ukraine remains high.
Volyn, Polissya, Sivershchyna, and Slobozhanshchyna axes: no significant changes, no adversary offensive groups were found. Russian forces shelled the vicinities of settlements of Stukalivka, Pavlivka, Hyrine, and Katerynivka (Sumy oblast), Starytsya, Vovchans'k, Ohirtseve, and Bolohivka (Kharkiv region). The Russian occupants launched air strikes in the vicinities of Veterinarne and Rubizhne.
Kup'yans'k and Lyman axes: Russian forces conducted unsuccessful offensives in the vicinities of settlements of Masyutivka, Nevs'ke, Bilohorivka, Spirne, Fedorivka, as well as in the vicinity of Serebryans'ke forestry. Russian forces fired artillery at the vicinities of Novomlyns'k, Dvorichna, Hryanykivka, Kup'yans'k, Kyslivka, Berestove (Kharkiv oblast), Makiivka, Nevs'ke, Dibrova, and Bilohorivka (Luhansk oblast). Russian air strikes were reported near Hryanykivka and Spirne.
Bakhmut axis: Russia continues to attack the positions of Ukrainian troops, making several unsuccessful attempts near the settlements of Orikhovo-Vasylivka, Berkhivka, Ivanivske, and Pivnichne (Donetsk oblast). The vicinities of 18x settlements were shelled. Among them are Orikhovo-Vasylivka, Bakhmut, Ivanivske, Kurdyumivka, Ozaryanivka, and New York (Donetsk oblast).
Avdiivka and Shakhtars'ke axes: Russia conducted offensive operations in the vicinities of Avdiivka, Vodyane, Pervomais'ke, Mar'inka, Novomykhailivka, but was unsuccessful. Russian forces fired artillery at the settlements of Avdiivka, Vodyane, Hostre, Heorhiivka, Mar'inka, Novomykhailivka, Vuhledar, and Prechystivka (Donetsk oblast).
Zaporizhzhia axis: the vicinities of 12x settlements were shelled, including Vremivka, Novopil' (Donetsk oblast); Ol'hivs'ke, Malynivka, Hulyaipole, Bilohir'ya, Kam'yans'ke (Zaporizhzhia oblast); Marhanets', and Nikopol' (Dnipropetrovsk oblast).
Kherson axis: Novoberyslav (Kherson oblast), and the city of Kherson were targeted by artillery fire from Russian occupation forces.
In the temporarily occupied territories of Zaporizhzhia and Kherson oblasts, Russian occupants are increasing pressure on the civilian residents and conducting searches of homes. Acording to reports, Russians have set up a torture chamber in the town of Vasylivka (Zaporizhzhia oblast) where pro-Ukrainian citizens are being held.
Starting March 1, 2023, all units of the so-called "law enforcement agencies" in Donetsk oblast will be operating under Russian law. Due to this, the dismissal of servicement of the 1st Army Corps (Horlivka), which has reached the end of their military service terms, has been announced.
During the day of February 25, Ukrainian Air Force launched 4x air strikes on the concentrations of Russian troops and military equipment.
Ukrainian missile and artillery troops attacked 2x concentrations of Russian troops, 1x radar station, and 1x electronic warfare station.
Statements of the Ministry of Defense of the Russian Federation
During the briefing, the Russian Ministry of Defense reported that units and places of accumulation of equipment of the Armed Forces of Ukraine in the Kupyansky, Limansky, Donetsk, South-Donetsk and Zaporozhye directions were hit during the day. Ukrainian troops lost about 450 servicemen, as well as a large amount of equipment. On the territory of the Donetsk People's Republic (DPR) and in the Zaporozhye region, 3 ammunition depots of the Armed Forces of Ukraine were destroyed.
In the Kherson direction, during the counter-battery fight, the US-made M777 artillery system and 2 Gvozdika self-propelled artillery mounts were eliminated.
Operational-tactical and army aviation, missile forces and artillery hit 97 artillery units of the Armed Forces of Ukraine, manpower and equipment in 135 districts. In the Dnepropetrovsk region, strikes were carried out on the points of temporary deployment of marines and special operations forces.
Fighter aircraft of the Russian Aerospace Forces in the DPR shot down Su-24 and MiG-29 aircraft of the Ukrainian Air Force. Air defense systems shot down a Ukrainian Su-25 in the Kherson region, destroyed 8 unmanned aerial vehicles in the Kharkov and Zaporozhye regions, the Luhansk People's Republic (LPR) and the DPR. 2 HIMARS multiple launch rocket systems (MLRS) and 3 Tochka-U ballistic missiles were intercepted.
Zaporozhye region
Ukrainian troops attacked Dniprorudne with the help of drones, said Volodymyr Rogov, a member of the main council of the administration of the Zaporozhye region. According to him, the shelling took place on Saturday night, as a result of the attack, the elevator shaft in one of the apartment buildings was slightly damaged. The official noted that the markings of an American transport company were found among the fragments of the downed drone.
Rogov also said that the Armed Forces of Ukraine could begin to attack in the southern direction in the Zaporozhye region at the end of March. He expressed the opinion that by this time Kyiv would "catch" a sufficient number of people to be sent to the front, and also recalled that citizens with poor health can now be drafted into the ranks of the Ukrainian army.
Kherson region
Acting Governor of the Kherson region Vladimir Saldo called the refusal of the G7 countries to officially recognize the region as Russian as a legally insignificant decision. According to the official, for the residents of the Kherson region, the position of the "seven" does not matter.
The Ministry of Health of the region told TASS that most of the residents of the Left Bank of the Dnieper, hospitalized after the attacks of the Armed Forces of Ukraine, end up in hospitals in moderate or serious condition. Most of the injuries are mine-explosive, burns, as well as fractures of the limbs and contusions.
DPR
From the beginning of the day, Ukrainian troops opened fire on Donetsk, as well as the settlements of Makeevka and Panteleymonovka. Damage to residential buildings has been recorded in Donetsk.
Units of PMC "Wagner" liberated the village of Yagodnoye near Bakhmut. Confirming photos were published by the press service of businessman Yevgeny Prigozhin.
Military expert Boris Rozhin reports clashes on the outskirts of Dubovo-Vasilyevka. According to the analyst, the village is still under the control of Ukrainian troops.

Since the beginning of the day, Perevalsk and Svatovo have been shelled by the Armed Forces of Ukraine. The attack on Perevalsk was carried out using a HIMARS multiple launch rocket system, the glazing of a residential building and a mechanical repair plant was damaged, and a power line and a gas pipeline were damaged. At the same time, according to Andrei Marochko, a retired officer of the People's Militia of the LPR, Svatovo was attacked with a missile similar to HARM with a launch range of 150 km.
The Public Chambers of the LPR and the Republic of Crimea signed a cooperation agreement. The document signing ceremony was held in Simferopol. The Crimean OP said that the partnership will be aimed at the development of civil society institutions, the protection of the constitutional rights and freedoms of the population, the exchange of experience in the field of social dialogue between society and government.
