A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.

On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.

"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]

The UK Ministry of Defence reported that since 7 February 2023, Russian forces have likely made tactical gains in two key sectors. On the northern outskirts of the Donbas town of Bakhmut, Wagner Group forces have pushed 2-3km further west, controlling countryside near the M-03 main route into the town. Russian forces increasingly dominate the northern approaches to Bakhmut.

To the south, Russian units have made advances around the western edge of the town of Vuhledar, where they re-launched offensive operations in late January 2023.

However, Russian units have likely suffered particularly heavy casualties around Vuhledar as inexperienced units have been committed. Russian troops likely fled and abandoned at least 30 mostly intact armoured vehicles in a single incident after a failed assault.

The General Staff of the Armed Forces of Ukraine reported that the Russian Federation launched more than 100x missiles during another massive missile attack on the territory of Ukraine.

According to preliminary information, Russia used 29x S-300 anti-aircraft guided missiles and 71x air and sea-based cruise missiles. 61x cruise missiles were destroyed by Ukrainian defenders. In addition, the Russian invaders carried out 12x airstrikes, 2x of which were carried out by Shahed-136 UAVs. In particular, on civil infrastructure. Also, Russian forces launched more than 20 attacks from MLRS.

The threat of strikes by the Russian Federation against civilian objects remains high throughout Ukraine.

Russia, despite significant losses, does not give up its intention to enter the administrative borders of Donetsk and Luhansk Oblasts. It continues to focus its main efforts on conducting offensive operations in the Kup'yansk, Lyman, Bakhmut, Avdiivka and Novopavlivka axes, and actively uses aviation to strike at the positions of Ukrainian troops.

Volyn', Polissya, Sivershchyna, and Slobozhanshchyna axes: there were no significant changes, and no signs of the formation of offensive groups were detected. At the same time, Russia continues to keep its units in the areas bordering Ukraine. Russia does not stop artillery shelling of the positions of Ukrainian troops, as well as settlements near the contact line. During this period, the areas of Senkivka settlements of Chernihiv Oblast were affected by fire; Studenok, Porokhon', Shpyl, Pavlivka, Ponomarenki of the Sumy Oblast and Chervona Zorya, Lukyantsi, Ohirtseve, Figolivka of the Kharkiv Oblast.
Kup'yansk and Lyman axes: Russian forces carried out mortar and artillery attacks on the areas of Hryanikyvka, Dvorichna, Zapadne, Pishchane, Krokhmalne, Berestov in Kharkiv Oblast and Makiivka, Ploshanka, Dibrova and Bilogorivka in Luhansk.
Bakhmut axis: tank, mortar and artillery shelling occurred in the Mykolaivka, Spirne, Vesele, Berestov, Belogorivka, Krasna Gora, Chasiv Yar, Bakhmut, Ivanivske, Bila Gora, Kurdyumivka, Pivdenne and Mayorsk settlements of the Donetsk Oblast.
Avdiivka and Novopavlivka axes: Avdiivka, Pervomaiske, Krasnohorivka, Georgiivka, Maryinka, Novomykhailivka, Zolota Niva, Prechistivka, Vugledar and Velyka Novosilka in Donetsk Oblast were under tank, mortar and artillery fire.
Zaporizhzhya axis: Vremivka districts of Donetsk Oblast and Olhivsky, Malynyvka, Gulyaipol, Stepovoy, Novoandriivka and Charivny districts of Zaporizhzhya Oblast were hit by fire.
Kherson axis: the suburbs and Kherson itself, as well as Ochakiv, Mykolayiv Oblast, were hit by Russian artillery fire.

In the village of Zaliznyi Port of the temporarily occupied territory of the Kherson Oblast, the Russian invaders are trying to carry out passporting of the local population. For this purpose, the passport office was moved from the village of Gola Prystan to the village. Given the fact that there is no queue of people wishing to obtain Russian citizenship, the Russian occupiers promise a monetary reward to those who agree.

With the aim of restricting access to information of Ukrainian citizens in the temporarily occupied territories of Donetsk and Luhansk Oblasts, the mobile operators "Phoenix" and "Mks" have been turning off mobile Internet for users since February 11.

Aviation of the Ukrainian Defense Forces during the day made 12x strikes on the areas of concentration of Russian personnel and military equipment, as well as 2x strikes on the positions of anti-aircraft missile systems.

Units of missile and artillery forces hit 2x areas of concentration of manpower, an ammunition warehouse, the position of an anti-aircraft missile complex and 2x more important Russian objects.

Acting head of the DPR Denis Pushilin announced the start of the evacuation of civilians from Vuhledar to Volnovakha, and also stated that Russian units were entrenched in the southern part of Vuhledar. Nevertheless, Kyiv continues to transfer reserves to the city, and is also trying to equip new lines of defense outside of it.

He also said that the situation on the line of contact in the DPR remains stably tense. So, for example, the official stressed, Kyiv continues to transfer forces to Maryinka, without losing ground.

In addition, according to Pushilin, a decision has been made in the republic on a mechanism for the nationalization of enterprises of Ukrainian oligarchs in the DPR. The acting head of the region said that all of them became the property of the Russian Federation.

Residents of the LPR and DPR will be exempted from the obligation to confirm knowledge of the Russian language in order to obtain a residence permit.
