By order of President Vladimir Putin, on 27 February 2022 the Russian deterrence forces were transferred to a special mode of combat duty - they also include strategic nuclear forces. Putin stated this at a meeting with Defense Minister Sergei Shoigu and Chief of the General Staff Valery Gerasimov. “The top officials of the leading NATO countries also allow aggressive statements against our country, therefore I order the Minister of Defense and the Chief of the General Staff to transfer the containment forces of the Russian army to a special mode of combat duty,” Putin said. What specific measures can be taken now - this is not reported, since the status is usually confidential.
US officials believe Russian President Vladimir Putin's order to put the deterrence forces on special alert is part of an approach that involves creating non-existent threats to the country to "justify aggression." NATO has never threatened Russia, according the text of the White House statement.
Conscripts are being forced to go to the war zone in Ukraine, the parents of eight servicemen told Dozhd. Young people called up for service last year, who are supposed to serve only a year, were told that they would be sent to Ukraine on February 27, according to five statements from their relatives to the “Committee of Soldiers’ Mothers” (copies of documents are at the disposal of TVRain). The relatives of two more conscripts who wrote a collective appeal to the “Committee of Soldiers’ Mothers” told the same story.
As the parents of the servicemen write in their statements, they learned that on February 27 their sons would be sent to participate in a military special operation on the territory of Ukraine. For this, according to them, orders were prepared on the acceptance of conscripts for military service under the contract. The parents insist that their sons did not sign anything, they are doing military service and did not agree to serve under the contract.

The head of European diplomacy explained that the EU authorities would take measures to identify and freeze assets owned in Europe by high-ranking Russian officials and representatives of the Russian elite close to the authorities, as well as their family members and "accomplices." In addition, the EU will restrict the sale of “golden passports” to such persons, the possession of which allows Russians to acquire the rights of Europeans, including access to the EU financial system.
European Union foreign ministers agreed to send 450 million euros ($500 million) in military aid to Ukraine for lethal weapons, according to Josep Borrell. The EU’s military aid package may include supplying fighter jets for the Ukrainian air force, Borrell said. Borrell said the EU has already had discussions with Ukrainian Foreign Minister Dmytro Kuleba about the type of jets the Ukrainian military needs and there are member states that are able to supply them. Slovakia wants to end the operation of MIG-29 fighters as soon as possible. The Mig-29 was to serve until 2023, when Slovakia should take over the new American F-16 fighters.

On 26 February 2022, Ukraine filed an application instituting proceedings against the Russian Federation before the International Court of Justice (ICJ), the principal judicial organ of the United Nations, concerning “a dispute . . . relating to the interpretation, application and fulfilment of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide” (the “Genocide Convention”). In its Application, Ukraine contends, inter alia, that “the Russian Federation has falsely claimed that acts of genocide have occurred in the Luhansk and Donetsk oblasts of Ukraine, and on that basis recognized the so-called ‘Donetsk People’s Republic’ and ‘Luhansk People’s Republic’, and then declared and implemented a ‘special military operation’ against Ukraine”. Ukraine “emphatically denies” that such genocide has occurred and states that it submitted the Application “to establish that Russia has no lawful basis to take action in and against Ukraine for the urpose of preventing and punishing any purported genocide”.
The Foreign Ministries of Germany and Finland recommended their citizens to refrain from traveling to Russia.
A message appeared on the Telegram channel of the founder of the messenger, Pavel Durov, stating that users had asked them not to consider shutting down Telegram channels for the period of the conflict, because the messenger is the only source of information for them. “In connection with these appeals, we have decided not to consider such measures. However, once again I ask you to double-check and not take on faith the data that is published in Telegram channels during this difficult period, ”he wrote.
Ukraine does not plan to capitulate following the results of negotiations with Russia, but does not exclude the conclusion of peace, said the country's Foreign Minister Dmitry Kuleba.
Telegram founder Pavel Durov said that channels in the messenger are increasingly becoming a source of unverified information related to Ukrainian events. He urged users to "check all channel publications for authenticity."
“We do not want Telegram to be used as a tool that aggravates conflicts and incites ethnic hatred. In the event of an escalation of the situation, we will consider the possibility of partially or completely restricting the operation of Telegram channels in the countries involved for the duration of the conflict,” Durov added.
Ukraine’s health ministry said that 352 civilians, including 14 children, had been killed since the beginning of Russia’s military operations in the country. It also said that 1,684 people, including 116 children, had been wounded.
