According to them, on the appointed day, it is planned to destroy military and civilian facilities in the DPR and LPR to a depth of 10 -15 km. During the operation, the Kiev security forces also plan to block Donetsk, Luhansk, Gorlovka and Alchevsk, the DPR said.
The DPR said “In the DPR, 191 evacuation points provide round-the-clock assistance to citizens of the Republic who have decided to temporarily leave for the Russian Federation. It reassured those leaving that as soon as everything was over, we would return everyone home.”
The US, UK, and Ukraine blamed Moscow of being behind the spate of distributed denial of service (DDoS) attacks that briefly knocked out banking and government websites. "We have taken note of purely anti-Russian statements of Deputy National Security Advisor Anne Neuberger, who accused the Russian special services of cyberattacks on Ukrainian defense agencies and banks. ... We categorically reject these baseless statements of the administration and note that Russia has nothing to do with the mentioned events and in principle has never conducted and does not conduct any 'malicious' operations in cyberspace," the Russian embassy in the US stated.
UK Prime Minister Boris Johnson said at the Munich Security Conference “We will sanction Russian individuals and companies of strategic importance to the Russian state; and we will make it impossible for them to raise finance on the London capital markets; and we will open up the matryoshka dolls of Russian-owned companies and Russian-owned entities to find the ultimate beneficiaries within,” Johnson said. “And if President Putin believes that by these actions he can drive NATO back or intimidate NATO, he will find that the opposite is the case.” He said if Russia invaded Ukraine, "The risk now is that people will draw the conclusion that aggression pays, and that might is right".
A Russian invasion would end up bolstering NATO presence, Vice President Kamala Harris said. "We will not stop with economic measures. We will further reinforce our NATO allies on the eastern flank" in response to an invasion, Harris said at the annual Munich Security Conference. The US, along with its allies, is “prepared to move forward with consequences. We have prepared far-reaching financial sanctions and export controls. We will target Russia’s financial institutions and key industries and we will target those who are complicit” in an invasion, warned Harris.
EU chief Ursula von der Leyen lashed out at Moscow over its troop buildup on the Ukrainian border, accusing Russia of making a "blatant attempt to rewrite the rules of the international order". "The world has been watching in disbelief as we face the largest build-up of troops on European soil since the darkest days of the Cold War, because the events of these days could reshape the entire international order," said von der Leyen. “One only has to read the recent communiqué issued by Russian and Chinese leaders. They seek a ‘new era', as they say, to replace the existing international order. They prefer the rule of the strongest to the rule of law, intimidation instead of self-determination, coercion instead of cooperation.”
Addressing the Munich Security Conference, Zelenskyy said he was willing to meet with Vladimir Putin, to find out “what the Russian president wants”. The Ukrainian leader also said he wanted to convene a meeting of the permanent members of the UN Security Council, which includes Russia, along with Germany and Turkey to provide new guarantees for Ukraine. He said that he did not agree with “a leader of one major country” on the matter of potential sanctions against Russia. He explained his discontent with his counterpart’s remarks by saying: “We do not need sanctions when we are already shelled, when the borders disappear, when our country is already occupied. What is the benefit of these sanctions for us afterwards?” He noted that with Russian troops at his country's borders, Ukraine's army was, in fact, "defending all of Europe." Asked if he was afraid to leave Ukraine, Zelensky says: “I had my breakfast in Ukraine, and I will have my dinner in Ukraine.”
Zelenskyy proposed a meeting with Putin in a bid to stave off the possibility of an invasion. "I do not know what the Russian president wants. For this reason, I propose that we meet," Zelenskyy said. Ukraine's president also said that Kyiv needed "security guarantees" in the face of a possible invasion. "You're saying the war is about to start, then what are you waiting for? We won't need your sanctions when the bombs start....When you're asking what can be done. Lots of different things can be done. We can provide you with a list," Zelenskyy said.
Zelensky demanded a clear time-frame for when Ukraine can join the NATO alliance in his speech at the Munich Security Conference. He also told the West to stop its "appeasement" policy towards Russia. "Ukraine has received security guarantees for abandoning the world's third-largest nuclear arsenal. We have no weapons. And no security ... But we have a right – a right to demand a shift from a policy of appeasement to one ensuring security and peace," he said at the gathering in Munich.
Ukrainian military brass, giving a briefing in Kramatorsk, said the had already seen more separatist firing into Ukrainian-controlled territory than any day so far this year. Already 788 projectiles, up from 605 the day before and 468 on 17 February 2022. OSCE reported that there had been around 1,500 ceasefire violations in eastern Ukraine over the past day. Ukraine’s Defense Minister reported that Russia had not yet formed any assault groups in regions bordering Ukraine. Invasion is not going to happen “today or tomorrow”.
