Ukraine Crisis - 21 February 2014

Protests January 2014Ukraine's parliament on 21 February voted to returning to the constitution of 2004 under which President Viktor Yanukovich will lose some of his powers. The move also gave lawmakers the right to appoint key ministers. The constitutional change was supported by 386 deputies in the 450-seat Verkhovna Rada. The Rada voted in favor of amnesty for all proteste, and also passed a ban on prosecution or punishment of protesters. In addition, the Rada sacked Interior Minister Zakharchenko 'because of violence' during the protests. Lt. Gen. Yury Dumansky, a deputy chief of staff of the Ukrainian armed forces, announced his resignation.

But there are serious doubts as to whether the opposition leaders meeting with Yanukovych had the influence necessary to bring an end to the protests. To stick, any deal needed the approval of the street, where many remained highly skeptical. Thousands of protesters remained on Kiev's Independence Square Friday, but for the moment the mood seemed relaxed, even somewhat celebratory. Ukraine remained n revolutionary situation, with armed revolutionary committees that were not unlike those in the Russian revolution.

The Ukranine Parliament amended the criminal code in a move that could pave the way for the release of jailed opposition leader Yulia Tymoshenko. People who have gathered on Independence Square in Kyiv welcomed the parliament's decision to decriminalize the articles under which Ukraine's ex-prime minister Yulia Tymoshenko was convicted. Tymoshenko was likely to be freed on 01 March 2014.

The agreement on settling the crisis in Ukraine envisioned a parliamentary vote on constitutional amendments in September and presidential elections in December 2014. The Maidan council approved the signing of an agreement between the authorities and opposition, provided the new government does not include current Interior Minister Vitaliy Zakharchenko and Viktor Pshonka is no longer Prosecutor General, Svoboda Party leader Oleh Tiahnybok said.

Eighty Ukrainian citizens had died during clashes and shootings in downtown Kiev in recent days, acting Interior Minister Vitaly Zakharchenko said. The total death toll from Kiev clashes has reached 77 by 6 pm on February 21, the Ukrainian Health Ministry said on Friday. In all, 589 victims asked for medical aid, 379 of them were hospitalized, the ministry said. Activity quieted down in the Kyiv center, and Independence Square stayed calm. All metro stations in Kievs centre will be opened on Friday, except two central stations, Independence Square and Kreshchatik, the press service of the Kiev Metro has said. Restrictions on vehicles enetering Kiev were lifted.

The Russian envoy sent to Kiev by President Vladimir Putin said talks to resolve Ukraine's crisis produced progress, but indicated Moscow had questions about the EU-brokered peace deal and confirmed he did not sign it. Russia's human rights commissioner Vladimir Lukin said that Russia had been too late joining in international efforts to help settle the conflict in Ukraine.
