PFI 1969 - Program Established
The program is the creation of a new aircraft was officially named "prospective front-line fighter" (PFI). The draft TTZ to develop pilot project signed by the Chief of CRI 30 Lieutenant General Aviation, A.P.Molotkova and chief 8 Research Institute of Ministry of Defense Colonel General Aviation I.D.Gaidaenko was issued by the Air Force and the STC in the 1st Air Force Management NV. Now, after coordination issues between the Air Force and Air Defense, it was time to enter the aviation industry leadership and government agencies. "The grains have fallen on fertile ground": concern about the military of a new generation of fighters "touching" coincided with the beginning of the real work on this topic in the Ministry of Aviation production [MAP].
MAP participation in the formation of the concept of PFI included TTZ to develop preliminary design. Along with the works that were carried out by the customer, similar studies conducted in the aviation industry. By 1969, before the two relevant departments and relevant organizations faced with the task of reconciling and harmonizing the requirements for PFI, which required the approval of the appropriate form and concept of the new aircraft. It was decided to hold a series of joint meetings for this purpose.
From the MAP to work on the development of the aircraft appearance had a direct bearing 2 branch of the Institute: TsAGI and NIIAS. TsAGI, owing to well-defined directions of work of the Institute, addressed mainly issues related to the development of future aerodynamic shape of the aircraft. For this institute had a developed experimental base, which includes a wide range of different wind tunnel and bench equipment, provides a full cycle of aerodynamic and strength tests of aircraft of various classes.
In addition to fundamental research in the field of aero-gas dynamics, strength of structures and flight dynamics, the institute constantly carried out a wide program of case studies in order to create the scientific and technical groundwork for promising aircraft. As a result, the institute had developed a certain vision of the prospects and directions of development of modern fighters, and being involved as experts, TsAGI specialists were prepared in accordance with its own vision of the problem to issue recommendations on lines of aerodynamic configuration of the aircraft perspective.
NIIAS (former RI-2) had been established as the central branch Research Institute to simulate aircraft armament systems, but gradually, in the course of work performed, the Institute expanded the scope of interest, and by the early 1970s began to directly affect the issues of formation of the design of the promising aircraft. NIIAS solved the problem inherent in collective funds - by mathematical, natural and semi-natural simulation of combat situations with varying technical parameters involved in the collision of the parties, which allowed developing qualitative criteria of excellence, not only through the implementation of a given level of LTH, and, above all, in terms of achieve the ultimate goal - to ensure in the battle of superiority over the enemy. This formulation of the problem required an integrated, systematic approach, in which all the aircraft was developed as part of the overall system - combat aircraft.
As a result, in the 1970ss between the two organizations there began an unspoken competition in the dispute for leadership in this regard. TsAGI was a "big brother", traditionally considered the issues of forming image of advanced aircraft of its integral privilege.
Up to a certain point in time, this tradition was maintained leadership of the MAP, which was reflected, in particular, that it is always appointed head of TsAGI Institute in preparing generalized conclusions on the considered design work. But NIIAS role as head of industry research institutes, gradually increased, which contributed to a lot of the active position of the energetic head E.A.Fedosov.
