PFI 1969 - TTP Requirements Emerge
Prior to his appointment as Commander in Chief, in the period from July 1967 to March 1969 P.S. Kutakhov held the position of 1st Vice-Commander. His responsibilities at that time included, including guidance on the development and testing of new aircraft. Obviously, P.S.Kutahova had time to form his own vision of the Air Force re-equipment issues, therefore, as a commander, he decided to come to grips with issues of long-term planning.
One of the basic principles of his declared technical policy was the maximum acceleration of the Air Force. The timing on the new models of aircraft: phase of the aircraft, at his request, was to be no more than 5 years. For all the apparent impracticability of this condition, it was clear that the new commander in chief priority is to provide scientific and technical basis for the new generation of aircraft and maximum shortening the design of new aircraft.
As a result, since 1969, in the Air Force leadership and the USSR Ministry of Defense started the formation and linkage requirements for a new fighter, which was supposed to be "adequate" response to the emergence in the US of a new generation of machines. On behalf of the P.S.Kutahov within the Main Command Air Force this line of work was in charge of the 1st Deputy Commander - Colonel-General (later - Marshal) A.N.Efimov.
Formation of the TTP carried out in the apparatus of the Chief of Armaments (HB), led by the Deputy Commander for Armaments and direct responsibility for the development of fighter theme assigned to 1st Air Management NV, the head of which was Major General Engineer V.R.Efremov. The prime contractor of work on HB TTZ in the Air Force unit had traditionally been a collective of 30 CRI Defense. It is understood that the most relevant to the work and had the scientific and technical committee (STC) Air Force.
The role of Pavel Stepanovich Kutahov in the technical development of Soviet military aviation can not be overestimated. As Commander of the Air Force, he deliberately pursued an active policy aimed at equipping the Armed Forces of the USSR the latest aviation technology, comparable in performance to the best foreign samples. In many ways, it was thanks to his efforts in the 1970s and 1980s on a full-scale modernization of the 3rd generation planes was being developed and aircraft of the 4th generation took place in the Soviet Air Force.

They worked together with the specialists of the aviation industry, and I remember that period as a "golden age" when we are not so much in conflict as eager to find the best solutions to any problem arising in the course of this collaboration."
