Cunningham Field Artillery November-December 2004- "The Army is on a bold course of transformation. Many initiatives are underway to change our Army organizations, battle command automation, equipment and the way we fight. Two new fires and effects systems are being developed that will be organic to the FCS-equipped formations: the non-line-of-sight launch system (NLOS-LS) and the NLOS cannon". [PDF]

- "Winning Our Own Hearts and Minds: Promotion in Wartime" By Lieutenant Colonel M. Wade Markel, U.S. Army Military Review November-December 2004 - "The United States is fighting the Global War on Terrorism with a mindset shaped by the Cold War. That mindset helped create today's joint force that possesses nearly irresistible powers in conventional wars against nation-states. Unfortunately, the wars the United States must fight today in Iraq and Afghanistan are not of this variety. The U.S. Armed Forces and the Department of Defense must adapt rapidly to master changing circumstances. The Army made this turnaround [in the past] not so much by promulgating new methods as by finding new leaders who had proven their aptitude for battle leadership in other positions". [PDF]
- "Network-Centric Warfare: An Exchange Officer's Perspective" By Major James A.G. Langley, British Army Military Review November-December 2004- "Future Combat Systems envisage war fought in a network-centric manner with machines' observations enabling network fires to engage the enemy with or without human involvement in the sensor-shooter cycle. This network-enabled warfare willwin the battle, but any war machine having no human compassion might alienate the population it seeks to liberate". [PDF]
- Effective Joint Training: Meeting the Challenges By Colonel Nicholas R. Marsella, U.S. Army Military Review November-December 2004- "Today's successful military operations are joint operations. Senior military and civilian leaders recognize the need for increased jointness at every level. One way to establish joint interdependence and increase our collective warfighting capabilities is through joint training. In the past, joint training has focused on staff training at the joint task force (JFT) and component levels. JNTC's (Joint National Training Capability) focus is to train tasks that require jointness to the lowest level while supporting training for continued joint proficiency at higher levels". [PDF]

- "Doctrinal Reawakening of the Indian Armed Forces" By Air Commodore Tariq M. Ashraf, Pakistan Air Force Military Review November-December 2004 - "Indian and Pakistan military doctrines have had distinctive defensive undertones since the two countries gained independence from the British in 1947. Notwithstanding the three wars and several near wars the two countries have engaged in as independent nations, there has been no significant shift in respective military and warfighting doctrines until recently. Some regional events that trigged the review of military doctrine include the Indian subcontinent's nuclearization.lessons from the 1999 Kargil crisis.and the 2001 to 2002 period of massive military mobilization and posturing referred to as Operation Parakaram....Global events affecting doctrinal thinking in Indo/Pak militaries include America's Global War on Terrorism.invasions of Afghanistan and Iraq.and President George W. Bush's doctrine of preemption". [PDF]

- BUILDING THE FUTURE FLEET: SHOW US THE ANALYSIS! Eric J. Labs Naval War College Review, Summer-Autumn 2004 - The Navy's justification for the 375-ship fleet rests on a sequence of key concepts articulated in the Defense Planning Guidance (DPG) and the Navy's response to meet it. The DPG states that U.S. military strategy must defend the homeland, deter aggression in four theaters, swiftly defeat aggression in two, and win decisively in one. This has been dubbed the 1-4-2-1, or simply 4-2-1, strategy. In response, the Navy developed its Global Concept of Operations (Global Conops).

- Marine Corps Reserve Forces In Operation Iraqi Freedom: Lessons Learned Final Report Marine Corps Combat Development Center: Expeditionary Force Combat Assessment Team 20 May 2004 -- "Operation Iraqi Freedom (OIF) provided a rare opportunity to understand what works and what does not work in real conflict. To take advantage of this opportunity for learning, the Commandant created a Combat Assessment Team. Its mission was to systematically collect and objectively analyze combat data on critical warfighting issues. Because reserve forces played such a large role in this operation, the Reserve Affairs (RA) department at Headquarters Marine Corps (HQMC), Manpower and Reserve Affairs (M&RA), created a reserve forces team to operate as an element of the overall combat assessment team to analyze reserve issues in depth." - Report to the President: Commission for Assistance to a Free Cuba US Dept. of State 6 May 2004 - The Castro dictatorship is pursuing every means at its disposal to survive and perpetuate itself through a "succession strategy" from Fidel Castro to Raul Castro and beyond; its goal is that the unelected and undemocratic communist elite now in power remain so indefinitely. The United States rejects the continuation of a communist dictatorship in Cuba, and this Commission recommends measures to focus pressure and attention on the ruling elite so that succession by this elite or any one of its individuals is seen as what it would be: an impediment to a democratic and free Cuba.

- The United States and Iraq's Shi'ite Clergy: Partners or Adversaries? W. Andrew Terrill Strategic Studies Institute, U.S. Army War College February 2004 -- The author addressed the critical need to gain the cooperation or at least the passive tolerance of the Shi'ite clerics and community. Such an effort could become more challenging as time goes on, and one of the recurring themes of this monograph is the declining patience of the Shi'ite clergy with the U.S. presence. By describing the attitudes, actions, and beliefs of major Shi'ite clerics, the author underscores a set of worldviews that are profoundly different from those of the U.S. authorities currently in Iraq and Washington. Some key Shi'ite clerics are deeply suspicious of the United States, exemplified by conspiracy theories. These suggest that Saddam's ouster was merely a convenient excuse, allowing the United States to implement its own agenda. Other clerical leaders are more open-minded but not particularly grateful for the U.S. presence, despite their utter hatred for Saddam and his regime. [PDF 385 Kb]
