
Navy Tactical Exploitation of National Capabilities (TENCAP) (U)
(U) The purpose of the Navy Tactical Exploitation Of National Capabilities (TENCAP) Program is to exploit the current and future tactical potential of national space systems and to integrate these capabilities into the Navy's tactical decision-making process as rapidly as possible. The TENCAP program provides the commander immediate access to national assets and the information they provide. Without a TENCAP asset, the commander has to be force-fed national-level intelligence from above. With a TENCAP asset, the commander is able to pull the data he requires, when he needs it. The bottom line of the program is to make the information from the national assets readily available to the commander.
(U) Tactical Exploitation of National Capabilities (TENCAP) is a program designed to enhance the ability of tactical Marine Corps forces to exploit the capabilities of national intelligence-gathering systems.
(U) USMC TENCAP will: participate in NISD, technology assessments and utility evaluations; formulate and submit Tactical Impact Statement (TIS) as required by Congress; evaluate utility of emerging exploitation, automated and manual target recognition and detection tools; test automatic target recognition/confirmation technology, such as VIPER software, in demonstrations on the Marine Corps' JSIPS to provide rapid target identification; exploit FY 96 single-discipline Signals Intelligence (SIGINT)/Imagery Intelligence (IMINT) projects, such as MIDAS-T, to develop and evaluate multi-source software and hardware solutions compatible with MARCORSYSCOM's C4I architecture; and to transfer Asynchronous Transfer Mode (ATM) and MIDAS-T data to MARCORSYSCOM/C4I for determination of future applicability in the acquisition decision process.
