A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.

On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.

"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]

The UK Ministry of Defence reported that Russia has recently started extending defensive positions along its international border with Ukraine, and deep inside its Belgorod region. On 6 December 2022, the governor of Belgorod announced he was establishing local 'self-defence units'. Trench digging has been reported in Belgorod since at least April 2022, but the new constructions are probably more elaborate systems, designed to rebuff mechanised assault.

There is a realistic possibility that the Russian authorities are promoting defensive preparations within internationally recognised Russian territory to burnish patriotic feeling. However, it probably illustrates some Russia decision-makers' genuine (but false) belief that there is a credible threat of invasion by Ukrainian forces.

Paucity in strategic assessment is one of the critical weaknesses in the central Russian government architecture: as highlighted by Russia's original decision to invade Ukraine. Impartial official analysis is almost certainly frequently undermined by a tendency toward group-think and politically expedient conclusions.

The General Staff of the Armed Forces of Ukraine reported that during the day, residential buildings and other civilian objects in the city of Korosten, Zhytomyr oblast, and a number of settlements in Zaporizhzhia oblast were damaged by Russian rocket attacks and unmanned aerial vehicles. In addition, residential quarters of the city of Kurakhove, Donetsk oblast, were shelled by MLRS.

In the future, the threat of Russian missile attacks on the objects of the energy system and critical infrastructure throughout the territory of Ukraine remains. In the Volyn and Polissya directions, the situation has not changed significantly, and no signs of the formation of Russian offensive groups have been detected. Training of enemy units continues on the training grounds of the Republic of Belarus.

In the Slobozhanskyi direction, Russia continues to hold its troops in the border areas of the Belgorod region. Shelling from tanks, mortars, and barrel artillery was recorded in the vicinity of Strilecha, Ternova, Starytsa, Vovchanski Khutory and Chuhunivka of the Kharkiv oblast.
Russia is defending in the Kupyansk direction. It carried out artillery shelling of the areas of Dvorichna, Kotlyarivka, Tabaivka and Berestove settlements in the Kharkiv oblast and Novoselivske and Stelmakhivka in the Luhansk oblast.
In the Lyman direction, Russian forces fired tanks and artillery of various types in the areas of Makiivka, Ploshanka and Nevske settlements of the Luhansk oblast and Terny and Lyman of the Donetsk oblast.
In the Bakhmut and Avdiivka directions, the Russian occupiers are concentrating their main efforts on conducting offensive actions. Areas of settlements of Verkhnokamianske, Spirne, Soledar, Bakhmutske, Bakhmut, Klishchiivka, Zalizne, Avdiivka, Vodyane, Pervomaiske, Nevelske, Krasnohorivka, Maryinka, Novomykhailivka of the Donetsk oblast were shelled by tanks, mortars and rocket artillery.

Russia is defending in the Novopavlivka direction. It carried out artillery and mortar attacks on the positions of Ukrainian troops near the settlements of Vuhledar, Bohoyavlenka, Prechystivka and Zolota Nyva in the Donetsk oblast.
In the Zaporizhzhia direction, Russian forces inflicted fire damage near Vremivka and Novopil in the Donetsk oblast and Dorozhnyanka, Hulyaipole and Zaliznychne in Zaporizhzhia oblast.

Russia is defending in the Kherson direction. More than 10 settlements came under artillery fire, in particular, Osokorivka, Zolota Balka, Dudchany of the Kherson region and the outskirts of the city of Kherson.

During the current 24 hours, the Ukrainian aviation has carried out 11 strikes on the areas of concentration of personnel, weapons and military equipment, as well as a strike on the Russian forces' positions of anti-aircraft missile systems.

During the day, Ukrainian soldiers shot down an attack UAV of the "Shahed-136" type. During the current day, units of missile troops and artillery of the Ukrainian Defense Forces of Ukraine hit 3 Russian control points, 2 personnel concentration areas, an artillery concentration area, and 2 munitions warehouses.

Statements of the President of the Russian Federation

Russian President Vladimir Putin took part in a meeting of the Human Rights Council, during which he spoke about the special operation of the Russian Armed Forces in Ukraine. The head of state noted that the West and international human rights organizations cannot but know that the Armed Forces of Ukraine are shelling residential areas of the cities of Donbass. At the same time, according to Vladimir Putin, those who conduct such attacks are not difficult to identify.

The head of the Russian Federation noted that the conflict in Ukraine was started not by Russia, but by Kyiv in 2014. The President added that all partners are silent in telephone conversations when they hear the argument that they should have acted as guarantors of the Minsk agreements. According to Putin, Russia was left no other chance to resolve the issue with the Donbass. The Armed Forces of Ukraine, the leader of the Russian Federation emphasized, launched a real genocide of the population of the region.

Vladimir Putin proposed creating a program to restore housing for residents of Donbass. At the same time, he noted, it would not be superfluous for Kyiv to compensate for the damage caused to the republics and other new territories of the Russian Federation.

The president also said that nationalist elements in Poland "sleep and see" in order to take control of the western territories of Ukraine. At the same time, Russia could be the only guarantor of the country's territorial integrity within its current borders.
