The P-18 early warning radar is a development of the earlier P-12 radar, the P-18 radar being accepted into service in 1970 following the successful completion of the radars test program. The P-18 was developed by the SKB Design Bureau, a division of State Plant No.197 named after V.I.Lenin who developed the previous P-12, the predecessor of the current Nizhny Novgorod Research Institute of Radio Engineering (NNIIRT).

In 1979 a new secondary IFF radar the 1L22 "Parol" entered into service to complement the P-18, unlike the previous secondary radar NRS-12 (NATO "Score Board") the new interrogator was carried on a separate truck. The P-18 was superseded by the 1L13 "Nebo" VHF surveillance radar in 1984.

Also Retia, a Czech civil and military electronics company, developed its own, fundamental modernisation of the P-18 under the name ReVEAL. It is now solid state, digitized and fitted with upgraded IFF system, while allowing to utilise also the legacy IFF.

Radar P-18-2 "PRIMA"

Radar P-18-2 "PRIMA" of the meter range of wavelengths is intended for detecting and tracking air objects (including those made using the STEALTH technology), determining their coordinates, and looking for directors of active noise interference. Therefore, the creation of a modern, export-oriented, upgraded P-18-2 radar using all the latest advances in digital computer technology, in the field of solid-state transmitting and receiving devices, in the field of automating data transmission was a temptation and dictated by the acute shortage of operational P-18 radar systems most different countries of the world.

The P-18-2 mobile ground-based radar station of the meter wavelength range is intended for detection and tracking of airborne objects (VO) in circular and sector surveys (including those made using the STELS technology), measuring the coordinates of the VO (range, azimuth), determining the nationality of VO using the MkXA radar identification system and obtaining additional flight information from aircraft equipped with airborne transponders operating in the regimes of the international secondary radiolocation system ATC RBS (in accordance with the recommendations of ICAO Appendix 10 and STANAG 4193).

The basis of the construction of the upgraded P-18-2 radar that meets modern requirements for the RTV and air defense radar, are the latest achievements and innovative solutions in the field of radar creation: - digital generation of the probing signal; - the use of digital signal processors (DSP); - coding of the echo signal at high frequency (100-200 MHz); - implementation of digital filters on the FPGA In the process of modernization while maintaining the appearance of the radar, all electronic equipment was replaced with modern, namely, the following devices were introduced: solid-state transmitting device; solid-state receiving device; equipment for digital signal processing and radar information on the basis of modern computers; display, control and monitoring equipment; embedded HRV / NRZ equipment; equipment of interface with NRZ, PRV, KSA.

All this made it possible to create an effective modern radar, while retaining the advantages and advantages of the P-18 radar. As a result of the technological training carried out by JSC NPO LEMZ together with JSC NITEL, they started production of the P-18-2 radar in serial volumes. Currently, all products supplied to foreign customers have been commissioned and have earned approving reviews from operating organizations for their high tactical and technical parameters, ease of operation, rich functionality and reliability. Nizhny Novgorod Television Plant named after V.I. Lenin (PJSC "NITEL") at the International Military-Technical Forum "Army-2018" in Kubinka presented a full-scale model of a modernized mobile two-coordinate radar reconnaissance and target designation P-18-2, before this type of radar appeared in a different guise, apparently similar to the baseline option station P-18.
