Signal Troops - Post-Cold War
Signal Troops of the Armed Forces of the Russian Federation were created after the collapse of the USSR , during the ensuing process of dividing the former Armed Forces of the USSR . The basis for the creation of signal troops was the formations and signal units of the former USSR Armed Forces stationed on the territory of the RSFSR and withdrawn from the countries of the ATS .
In the 1990s, complexes of field fiber optic transmission systems were also created . In new generations of terminal means of telephone , telegraph , facsimile communication, data transmission technology and information encryption, computer technology , methods of digital transmission and processing of information and other latest achievements of science and technology are widely used.
The means of communication adopted for service made it possible to create widely branched communication systems for operational formations and formations. For the first time, radio relay and tropospheric stations , equipment for classifying telephone and telegraph channels began to be widely used in army communication systems . Radio communications were organized from all army command posts with command posts of subordinate and interacting formations (connections), and radio relay and wire communications were organized both directly and through auxiliary (support) communication centers.
A large amount of work was carried out to create multifunctional stationary territorial communication systems for military districts . At the same time, constant attention was paid to the issues of improving the nationwide communications network, increasing its survivability and the quality characteristics of communication channels, since the main command and control systems of the General Staff are based on the channels of this network and types of aircraft, as well as special control systems of the Ministry of Defense.
In the period 2005-08, the communications troops of the Armed Forces of the Russian Federation were headed by Colonel General E. A. Karpov. The Office of the Head of Communications carried out a thorough analysis of the real state of the system and signal troops of the Armed Forces.
In order to correct the identified deficiencies, the Office of the Chief of Communications developed a number of policy documents approved by the Minister of Defense and the Chief of the General Staff: "The concept of transferring the communication system of the Armed Forces of the Russian Federation to digital telecommunications equipment", "The target comprehensive program of work for the phased transfer of the primary communication network of the Armed Forces of the Russian Federation to digital telecommunications equipment, as well as the Program for the gradual transfer of secondary communication networks of the Armed Forces of the Russian Federation to digital information processing equipment and the provision of services.
These programs are aimed at modernizing the communication system, systematically re-equipping connections and parts with the latest models of communication technology developed on the basis of the implementation of modern telecommunication and information technologies. The development of these programs has become an objective necessity in view of the general trends in the development of communication systems in the Russian Federation.
The introduction of the latest telecommunications technologies will make it possible to create a unified automated communication system of the RF Armed Forces, which will ensure the provision of various services to command and control bodies and officials, automate all processes of command and control of troops, forces and weapons.
