- $377 million awarded by UN for damages incurred in 1990 invasion of Kuwait UN News Centre 23 Sep 2004 -- A United Nations panel today approved awards of nearly $377 million in compensation to victims of Iraq's 1990 invasion and subsequent occupation of Kuwait.

- Iraq: Hostage Crises Rivet Britain And Italy, But No Solutions In Sight RFE/RL 23 Sep 2004 -- Britain is ruling out negotiations with the captors of Kenneth Bigley, the only surviving member of the trio of American and British contractors taken hostage in Iraq last week. The hostage takers have released a video of Bigley appealing directly to Prime Minister Tony Blair to do something to save his life and emotions in Britain are running high. At the same time, there are unconfirmed reports today that hostage takers have killed two female Italian aid workers seized in Baghdad earlier this month.
- Iraqi Premier Not Willing To Release Female Prisoner RFE/RL 23 Sep 2004 -- Iraq's interim government today said Prime Minister Iyad Allawi is not willing to allow the release of Rihab Taha, a biological weapons researcher held in U.S. custody.
- Allawi Refuses to Negotiate with Hostage Takers VOA News 23 Sep 2004 -- Iraqi interim Prime Minister Iyad Allawi says his government will not bow to the demands of hostage-takers in Iraq who have beheaded two Americans and are threatening to kill a British captive.
- IRAQ: NATO agrees to expand presence IRIN 23 Sep 2004 -- The North Atlantic Treaty Organization (NATO) agreed on Wednesday to expand its presence in Iraq, sending more instructors to train Iraqi security forces, following an appeal from Iraq’s interim government, a NATO official said.
