Military History - 2012-2017

On the basis of the Strategic Defense Bulletin of Ukraine, the Decree of the President of Ukraine approved the Concept of Reform and Development of the Armed Forces of Ukraine for the period until 2017, the adoption of which marked a new stage of military reform. The main goal of the military reform is to create in a short period of time qualitatively new European-type Armed Forces, professional and mobile, well-equipped and trained, capable of adequately responding to modern threats to national security in the military sphere.

In order to establish patriotism, spirituality, morality, formation of national dignity, psychological and military-professional qualities in the personnel of the Armed Forces and youth, necessary for the performance of assigned tasks in 2012, the Program of military-patriotic education in the Armed Forces of Ukraine for 2012- 2017 years.

A logical step on the path of reforming the Armed Forces, aimed at giving the troops the ability to quickly and effectively respond to threats to the national security of the state in the military sphere, was the formation of a new type of troops in 2012 - the Highly Mobile Landing Troops .

In 2012, the Armed Forces of Ukraine successfully conducted a complex of research, experimental command and staff exercises with military administration bodies and troops (forces) "Perspective - 2012". During the year, 11 multinational exercises were held, 4 of them on the territory of Ukraine.

2012 was marked by a significant event — the 20th anniversary of Ukraine's participation in peacekeeping operations and UN peacekeeping missions. The active peacekeeping activity of the Armed Forces of Ukraine became an important factor in the state's foreign policy and contributed to the increase of Ukraine's authority in the world.

At the end of 2012, the number of the Armed Forces of Ukraine was up to 184,000 people, including up to 139,000 servicemen.

With the aim of maintaining high morale among the personnel of the Armed Forces of Ukraine, instilling in servicemen a sense of personal responsibility for the protection of the Motherland, understanding the principles of state policy and measures carried out in the interests of ensuring national and international security, on February 5, 2013, by order of the Ministry of Defense of Ukraine, the Concept of Ideological work in the Armed Forces of Ukraine. For the purpose of its implementation, a new subject was introduced in the combat training system — military-ideological training.

In 2013, for the first time in recent years, expenditures for defense were less than 1% of GDP, which did not allow to fully ensure the resource needs of the Armed Forces. Reduction of personnel and optimization of all links of military management continued. In the Ground Forces, the "North" territorial administration was disbanded and the organizational and personnel structure of the mechanized brigades was changed. The Naval Operations Center was disbanded in the Naval Forces. The highly mobile landing forces were removed from the command of the Ground Forces and included in the composition of the forces directly subordinated to the General Staff.

By Decree of the President of Ukraine dated February 22, 2013 No. 85, the National Defense University of Ukraine was named after Ivan Chernyakhovsky.

The transition of troops (forces) to being staffed exclusively by contract servicemen was continued. During 2013, more than 12,000 people were accepted for military service under contract, which made it possible to bring the Armed Forces' staffing of military personnel under contract to 69.6%. Almost a third of the contract servicemen were women, which demonstrated a stable gender policy.

During 2013, the participation of peacekeeping contingents and personnel of the Armed Forces of Ukraine in international peacekeeping and security operations was expanded: about 2,000 servicemen took part in 13 peacekeeping operations in 8 countries of the world and the Abyei region.

In order to improve pastoral care in the Armed Forces, in May 2013, the "Code of the military priest (chaplain)" was approved.

At the end of 2013, the number of the Armed Forces of Ukraine was 165,500, including 120,900 military personnel.
