Military History - 2008-2011

The fourth stage of the construction of the Armed Forces of Ukraine began in 2006 with the implementation of tasks defined by the State Program for the Development of the Armed Forces of Ukraine for 2006–2011. In accordance with the Decree of the President of Ukraine dated February 1, 2007 "On the approval of the Regulation on the completion of service by citizens of Ukraine in the military reserve of the Armed Forces of Ukraine", the introduction of service in the military reserve of the Armed Forces of Ukraine began.

In 2009, the range of persons who have the right to enter military service under a contract was expanded. According to the results of the implementation of the Personnel Policy Concept, a centralized personnel management system was introduced in the Armed Forces of Ukraine on January 1, 2010, aimed at meeting the needs of the troops (forces) in terms of personnel, assisting each person in their individual development and the possibility of realizing their potential, each serviceman's vision of prospects his career growth. 25 territorial centers for the recruitment of servicemen under contract have been created.

The main event of 2010, which had a decisive impact on the security situation, was the announcement by the Law of Ukraine "On the Principles of Internal and Foreign Policy" of Ukraine's non-aligned status, which means its non-participation in military-political alliances, the priority of participation in the improvement and development of the European system of collective security, continued constructive partnership with the North Atlantic Treaty Organization and other military-political blocs on all issues of mutual interest. In accordance with this, the procedure for the use of the Armed Forces of Ukraine was specified.

In April 2011, the Decree of the President of Ukraine approved the Regulations on the Ministry of Defense of Ukraine and the Regulations on the General Staff of the Armed Forces of Ukraine, which specified the tasks of these military administration bodies, based on the new conditions of operation of the Armed Forces of Ukraine.

The system of military education and science was improved. Powerful special educational and scientific centers have been created, which include educational units (faculties, departments of academies (universities), non-commissioned officers' colleges) and scientific units (scientific centers). This made it possible to concentrate training, retraining, and advanced training of military specialists at all levels of military administration on single training bases, to ensure the integration of military education and science, and to reduce budget expenditures for their maintenance.

In order to establish a systematic dialogue with civil society institutions, provide access to information about the activities of the Armed Forces of Ukraine, ensure publicity, openness and transparency of the Ministry of Defense of Ukraine, ensure the systemic influence of civil society institutions on the realization of the social rights of servicemen and their family members in 2005 the Public Council under the Ministry of Defense of Ukraine was created.

Every year, in cooperation with state authorities, local self-government and public organizations, a large number of military-patriotic events and cultural-artistic actions were held to celebrate state and professional holidays, memorable, significant dates and events.

Measures to eliminate contradictions regarding freedom of religion in the Armed Forces have become systematic, mechanisms for meeting the religious needs of religious servicemen have been worked out. In 2009, the Council for Pastoral Care under the Ministry of Defense of Ukraine was established.

In order to promote effective state policy on family matters, gender equality, and further unification of military teams in the Armed Forces, the Council of Families of Servicemen of the Armed Forces of Ukraine was established.

In general, during the years 2006–2011, the structure of the Armed Forces was improved and the number was reduced, the rapid response corps of the Ground Forces was formed, the system of military education, personnel and medical support was reformed, and the scope of international military cooperation was expanded. The number of Armed Forces was reduced from 245,000 to 192,000.

The specific weight of combat formations and military units was brought up to 47%, military units and logistics units, military educational institutions, institutions and organizations — to 53%. The distribution of the combat personnel of the Armed Forces by functional structures was clarified. The number of higher military educational institutions and military educational units of higher educational institutions was reduced from 60 to 31. The scale of exercises with military administration bodies and troops (forces) has increased. Seven major large-scale exercises (training) were conducted.

The training of conscripts at training (checking) meetings was resumed and more than 16,000 conscripts were trained with the involvement of 245 military organizational structures. Over 4,300 events of international military cooperation were carried out. In the period 2006–2011, more than 23,000 servicemen took part in 95 international exercises (52 — outside Ukraine, 43 — in Ukraine). Almost 6,000 servicemen performed peacekeeping tasks as part of 13 peacekeeping missions in 11 countries of the world. The Armed Forces continued the implementation of measures to participate in the Force Planning and Assessment Process within the framework of the Partnership for Peace program and the implementation of the provisions of the NATO Operational Capabilities Concept.

Some 112 new and modernized weapons and military equipment were adopted. More than 1,300 new and modernized main samples of anti-aircraft guns and more than 7,000 units of other military property were purchased. A new food system was introduced (through the structures of business activity) for 100% of the military units (institutions) of the Armed Forces.

The new editions of the Military Doctrine of Ukraine and the National Security Strategy of Ukraine, approved in June 2012, became the basis for profound transformations in the field of national security. In order to develop their provisions, the Strategic Defense Bulletin of Ukraine was approved by the Decree of the President of Ukraine, developed based on the results of a defense review that was ongoing since 2010, and which is a conceptual document for the reform and development of the Armed Forces and other components of the security and defense forces for the long term.
