Military History - 2001-2005
The period of implementation of the State Program of Reform and Development of the Armed Forces of Ukraine (2001–2005). can be considered the third stage of the construction of the Armed Forces of Ukraine.
In order to further improve and increase the efficiency of the management system of the Armed Forces of Ukraine, the Presidential Decree of August 20, 2001 introduced the positions of commanders-in-chief of the Armed Forces of Ukraine.
On March 22, 2001, the Verkhovna Rada of Ukraine adopted the Law "On Intelligence Bodies of Ukraine". This logically ended the long stage of discussion and brought into the legal sphere the activities of special state authorities, including the intelligence of the Armed Forces of Ukraine.
In 2002, the disbandment of the 43rd Missile Army was completed. With this, Ukraine once again demonstrated to the world community the obligation to comply with international obligations regarding the state's nuclear-free status.
In 2004–2005, the transition of the Armed Forces from a four-species to a three-species structure was carried out through the creation of a single type of Armed Forces — the Air Force — on the basis of the Air Force and Air Defense Forces, consisting of three air commands ("West", "South", "Center") and a tactical group "Crimea".
An important element in the introduction of the mechanism of democratic civilian control over the Armed Forces of Ukraine was the creation in 2005 of a consultative and advisory body — the Public Council under the Ministry of Defense of Ukraine.
The main type commands of the Armed Forces of Ukraine were reformed into type commands with corresponding optimization of their structure and numbers. Of the three operational commands, two remain (Western and Southern), and the Northern Operational Command was reformed into the "North" territorial administration. In order to optimize the system of operational (combat) and logistical support, the Command of Support Forces was formed. It included more than 50 military units and support units.
The total number of personnel of the Armed Forces of Ukraine as of the end of 2005 was 245 thousand people, including 180,000 military personnel. The ratio between the types of Armed Forces was: Ground forces - up to 40%; Air Force — up to 24%; Naval Forces - up to 8%; military administration bodies, military educational institutions, institutions — up to 28%.
As a result of the implementation of the State Program for the Reform and Development of the Armed Forces of Ukraine during the years 2001–2005, significant changes took place in the structure of the Armed Forces and the system of managing troops (forces). In particular, the functional principle of building the Armed Forces and their application was introduced. The distribution of functions and powers between the Ministry of Defense of Ukraine and the General Staff of the Armed Forces of Ukraine was carried out. The functional structures of the Armed Forces became the Joint Rapid Reaction Forces, the Main Defense Forces and the Strategic Reserves. Priority in the formation was given to the United Rapid Reaction Forces.
In general, during the years 2001–2005, about 16,000 organizational measures for the restructuring of the Armed Forces were carried out.
