The Russian Aviation Consortium [Rosaviaconsortium RAC] financial-industrial group (FIG) was set up in May 1995. The structure comprised over 14 companies and organizations, including the Tupolev Aviation Scientific-Technical Complex, the Ulyanovsk Aviastar Aviation-Industrial Complex, the Perm Motors joint stock company, the KAPO named after Gorbunov, the Vnukovo Air Lines air company, the Donavia joint stock company, the Universal Scientific-Industrial Center and the Promstroybank of Russia.
In early September 1997 after heated debates at the Ministry of Economics the plan entitled "Concept of Restructuring the Russian Aviation Industry Complex" was finally made public. Essentially the plan presupposes vertically-integrated structures and large-scale merges and consolidation among aerospace organizations and research institutions. The immediate aim is the increased competitiveness, development of new technologies and designs, production of new aircraft and improved aftersale service.
ANTK Tupolev production group was still in the process of creation as of 1998. The issue of consolidating production facilities around Tupolev design bureau in the form of state-controlled Tupolev Holding was debated in the government.
The enterprises that were to form the core of the new Holding are:
- Tupolev design bureau
- Aviastar (Uljanovsk Aviation Industrial Complex)
- Aviacor (Samara International Aviation Corporation)
- KAPO (Kazan Aviation Production Complex)
ANTK Tupolev was deeply in debt (approximately $230 million) and was actively searching for ways to overcome crisis situation with the help of international cooperation. ANTK worked with Boeing and NASA to design a supersonic passenger jet on the basis of Tu-144LL and with "Airbus Industrie" to develop a high capacity European aircraft "A3XX".
In summer 1997 the director of Aviacor [Mr. Khasis] was appointed ANTK's (Tupolev Aviation Production Complex) Chairman but on December 18, 1997 he was removed from this position that was taken by Vasilij Alexandrov, who represents Russian government and is generally considered a figurehead. Mr. Khasis nonetheless appeared to be influential in the Russian aerospace sector and will probably play a major role in the reorganization process.
Tupolev Air Scientific And Technical Complex and Ulyanovsk "Aviastar" air-factory were consolidated in a uniform structure according to the Government of Russia decree of 30 July 1999, on the basis of the two enterprises there will be formed OAO "Tupolev", to which permanent and other assets of the enterprises were transmitted. The process of merging the two enterprises in a uniform structure was anticipated to last through the end of 1999. The decree affirmed the board of state representatives in "Tupolev"; the general director of aerospace agency Yuri Koptev heads it. Gorbunov Kazan Air Industrial Association, which has already been tied to the Air Scientific And Technical Complex for several years by partnership relations, was left behind the framework of the alliance. In Kazan they were afraid that the Tu-214 aircraft, being introduced by the Association, may turn out by-passed by attention of OAO "Tupolev", which will fix the Kazan air association into a critical situation.
At the turn of the century the Design Bureau was incorporated in to a new structure - "TUPOLEV" PSC comprising besides the Design Bureau test facility and serial aircraft manufacturing plant "AVIASTAR" in Ulianovsk. Integration with Kazan Aviation Manufacturing Corporation is currently under process.
