Project 03182 Mikhail Barskov Platform-Arctic - Program

The Ministry of defense of Russia in 2014-2015 signed a contract to build the Navy for four small marine project 03182 tankers, two of which have to be built JSC” Zelenodolsk plant named after AM Gorky “(included in the group of companies JSC” Holding company “Ak Bars”) Zelenodolsk, and two tankers for the Pacific Fleet – JSC “Eastern Shipyard” in Vladivostok.

Russia's naval procurement strategy to fortify Moscow's designs on the Arctic include the new Project 21900 icebreakers and planned Project 22600 diesel electric and 2220 nuclear powered icebreakers, as well as Project 03182 multi-purpose tanker and Project 20180 armament support and logistics ships.

The Zelenodolsk Design Bureau in the framework of the Platform-Arctic theme created a multipurpose platform for a reinforced ice class vessel to support the concept of small-displacement Arctic ships for the transport of liquid cargo, dry cargo, discharged cargo and people, with the possibility of receiving helicopter equipment (including unmanned aerial vehicles devices) and performing rescue operations. The bureau approached this topic with a serious background in the development of the documentation package for the medium tanker of project 23130.

The contract for the first two tanker project 03182 (serial numbers 9001 and 9002) was signed with “Eastern shipyard” September 1, 2014. Construction of the head of the tanker of the project with the serial number 9001, officially pledged October 27, 2015 as the “Michael Barskov”, was launched at the “Eastern shipyard” in the beginning of 2015, the commissioning of the Navy ship was scheduled in November 2017, with the “eastern yards” under construction and the second tanker (serial number 9002) with the delivery in November 2019.

The first contract for the construction of two small sea tankers of project 03182 for the Pacific Fleet was signed on september 1, 2014 with JSC Vostochnaya Verf (Vladivostok). The lead under this contract and in the series of this project as a whole is a small sea tanker"Mikhail Barskov "(factory number 9001) was officially laid down at the "Eastern Shipyard" on October 27, 2015, although the actual construction of the tanker"Mikhail Barskov" was started by the company in early 2015. the contract deadline for the delivery of the lead vessel was november 2017, but only on August 27, 2019, the tanker was launched. Second tanker of project 03182"Boris Averkin "(factory number 9002) under this contract was officially laid down at the "Eastern Shipyard" on February 6, 2018. The contract deadline for its delivery was the end of 2019, but by the end of 2020 the ship had not been launched.

The contract for the construction of two small sea-going tankers of project 03182 for the Black Sea Fleet (port of registry - Sevastopol), with commissioning in 2019 and 2020 received in 2016 JSC "Shipbuilding plant "Volga" in Nizhny Novgorod, where the first tanker "Vice Admiral Paromov " (serial number 850) was laid down 1 September 2016 and launched on 20 December 2018. In August-September 2020, the tanker was towed by inland waterways from Nizhny Novgorod to Sevastopol to the Perseus plant, where it was refitted and prepared for the start of factory sea trials.

The Navy is forming the crew for the Vice Admiral Paromov. It is expected to join the fleet in 2020, however a delay is possible. In this case, the St. Andrew’s flag will be hoisted in early 2021, Defense Ministry sources said in May 2020. Apparently, the "Vice Admiral Paromov" was the first vessel of this project, which entered service in May 2021. The second Nizhny Novgorod tanker "Vasily Nikitin "(factory number 851) was laid down on March 10, 2017 and had not yet been launched by the end of 2020.

Earlier it was reported that as if in 2015 two tankers of the project 03182 were ordered to Zelenodolsk plant named after A.M. Gorky, however, apparently, the contract was not actually concluded then.
