With the development of low altitude intrusion and electronic jamming technology, the CMC decided to carry out modification design to the Hongqi-2 missile, in order to futher increase its capabilities of anti-jamming and survivability in early 1973. In August 1973, the State Planning Commission and the OIND set up the development task, which was designated as Hongqi-2A missile. Xu Yi was appointed Chief Designer, Gu Hanxin, Xu Pingao, Liu Shupeng, Ren Laifu and Lu Quanlin were Deputy Chief Designers. The general design of the missile and development of some of its sub-systems were undertaken by the 3rd line base. Factory No.786 was reponsible for the development of guidance station and Factory No. 123 was responsible for the development of warhead. After careful and detail studies, 148 items of technical improvements were adopted on the basis of keeping the main performance, aerodynamic profile and basic system of Hongqi-2 missile unchanged, among which 71 items were for the missile, aimed at mainly increasing the capabilities of anti-jamming and shooting down low altitude target.

After accepting the development task, the broad scientific personnel and workers of the 3rd line area worked very hard under the harsh conditions, overcame a lot of difficulties such as lack of test equipment, shortage of sufficient documents, poor transportation and weak scientific and technical forces, and gained remarkable achievements. Being responsible for the general design, Xu Yi also joined the other designers at the same time in undertaking the aerodynamic calculation of the missile and, finished calculations of several hundreds of theoretic trajectories. The designer in chief of Factory No.3655, Liu Jifang always worked together with the workers to tackle technical problems day and night, solved the problems such as ball-head wearing and ballsocket wearing of the jack on the launcher's support and made contribution to the quality improvement of the launcher. The model worker Zhou Fenggao of Factory No.3405 together with other research people completed 15 items of technical innovations such as the accuracy of potentiometer winding.

Through more than four years efforts of all organizations undertaking the development work, Hongqi-2A missile had been conducted tests one by one, such as independent loop missile, guidance station and complete system closed loop missile in 1978. During the test, the non-symmetric wave gate of guidance station could not be adjusted to the expected data, which affected the progress of the test. Cao Xingguo of the testing base carried out serious analysis on this problem. He had solved the problem by changing the settings and also raised the.accuracy. In order to solve the problem for Hongqi-2A missile to shoot simulated target of vertical manoeuvrability and large angular speed during the Hongqi-2A missile test, Yang Jianrong and Lin Facheng studied the problem carefully and actively, realized the flight path simulation of vertical target and large angular speed target by jointly using mechanical and electronical function combination on the emulator and the original target simulator. They solved the test problem with the above mentioned technology, which had been used for the tests of other missiles. From 1978 to 1982, the development test and the design certification test of Hongqi-2A missile had been concluded. The test results showed, as compared with Hongqi-2 missile, that Hongqi-2A missile had increased the speed, enlarged operational zone, compressed operational low boundary and near boundary, and strengthened capabilities of anti-jamming, attacking vertical movable target and weapon system's self defence. In June 1984, the Aviation Committee of Military Product Certification had approved the type of Hongqi-2A missile.
