MSV(L) - Interested Prime Contractors

The following companies expressed interest in being the prime contractor for the MSV(L) craft. Due to complexity and range of deliverables, the MSV(L) acquisition will not be designated as a small business set-aside; the designated prime for this effort must be Original Equipment Manufacturer (OEM) and System Integration capable, however, this will not limit competition. Small businesses are encouraged to propose and compete through the numerous partnering opportunities. The MSV(L) acquisition does contain small business goals. These goals are anticipated to be met through prime and subcontracting team arrangements.

  1. Bollinger Shipyards Lockport LLC has over 30 years experience designing and building in series production, 3 classes of USCG Patrol boats and Cutters (WPB, CPB, FRC) USN Patrol Boats (PC) and US Army Derrick Barges
  2. Conrad Shipyard, LLC specializes in the construction, conversion and repair of a wide variety of steel and aluminum marine vessels for commercial and government customers. Conrad has constructed large and small deck barges, double hull tank barges, split hopper barges, dump scows, lift boats, push boats, tow boats, crane barges, offshore tug boats, fireboats, patrol boats, crewboats, offshore supply vessels, dredges and ferries. Conrad also conducts routine drydocking and repairs as well as routine inspections required by the US Coast Guard, the American Bureau of Shipping (ABS) and other regulatory agencies.
  3. Ingalls Shipbuilding, a division of Huntington Ingalls Industries, has pioneered the development and production of technologically advanced, highly capable warships for the surface Navy fleet, U.S. Coast Guard, U.S. Marine Corps, and foreign and commercial customers.
  4. Robert E.   5. Sterling Shipyard L.P. was established in January 2009 with the intent to provide shipyard services to local operators. Sterling has since been able to work with many local and International companies as well as multiple United States Government agencies. Sterling is currently one of the largest employers in Jefferson County, Texas, with a workforce number that is currently approximately 200.
  6. Swiftships, LLC specializes in the construction of small to medium sized vessels made with aluminum, steel or fiberglass. Capabilities include in-house design, construction and commissioining, customization, in-depth operation/maintenance and training programs along with in-country and warranty support and integrated logistics.
  7. United States Marine, Inc. [USMI] is a designer and manufacturer of metal and composite marine craft, including composite materials using an out of auto clave resin film infusion process. USMI has been in business 30+ years. During this timeframe, USMI delivered over 500 craft to the US Navy, USSOCOM, NAVSEA and foreign navies. Among these craft are the 11M NSWRIB, 82' MKV-SOC, 90' MKV-Patrol Boat, 90' MKV-Patrol Boat Composite, 33' Special Operations Craft Riverine and the 33' Riverine Assault Boat.
  8. Vigor Kvichak LLC is the leading provider of shipbuilding, complex fabrication and ship repair and conversion in the Pacific Northwest and Alaska. Kvichak Marine Industries and Vigor Industrial announced 04 March 2015 the companies are merging to unite their strengths in the design and fabrication of aluminum workboats, shipbuilding, and boat building. Under the terms of the merger, Kvichak became a wholly owned subsidiary of Vigor.

Constructions Industrielles de la Mediterranee (CNIM) is planning to pitch a lightly modified version of its L-CAT landing catamaran. UK-based BMT Defence Services and BMT Nigel Gee are expected to team with Kvichak Marine Industries and Gladding-Hearn Shipbuilding to offer their Caimen fast landing craft.

IMAA are the originators of the PACSCAT (Partial Air-Cushion Supported Catamaran) concept which has been developed for the UK Royal Marines as a Fast Landing Craft, a 98ft long craft capable of carrying a battle tank at about 20kt. and beaching in 3ft of water. IMAA own the Design Rights to this concept and have obtained a UK MoD export license to enable this technology to be exploited in the US. Discussions have been held with NavSea in Little Creek, Norfolk with regard to their LCU(R) design.
