On 28 Aug 00, DCD-Trans conducted a VTC with USAREUR force structure representatives concerning the Transportation Command Element (TCE) concept. Key discussion topics were the implementation of the TCE concept and its impact on 37th TRANSCOM, 1ST TAMCA and 21st TSC. In the out-of-cycle (OOC) Force Development Update (FDU), DCD-Trans has incorporated a variant of the TCE that adds a small G-staff to accommodate EUSAREUR's higher peacetime OPTEMPO. This is a problem unique to Europe, since success of the TCE's reduced coordinating staff is predicated on the expectation that there would be 1 or 2 Trans Groups and either a TRANSCOM or TSC operating in the theater with the TCE. USAREUR's peacetime structure includes the 21st TSC but at a reduced manning level without the USAR CONUS augmentation stationed in Indianapolis. The 200 variant of the TCE Unit Requirement Sheet (URS) adds additional 23 personnel that form the core of a coordinating staff. Depending on other structure actions affecting USAREUR in the near future (possible TDA changes, etc.), the 200 variant may or may not be used, but will be in the structure if needed. USAREUR now supports the TCE concept and is recommending that we go forward with the redesign. The Transportation Command Element (TCE) Redesign was approved by DCSCD-TRADOC on 21 Jun 01. DCSCD OK'd TCE redesign under the condition of converting only the 3rd TMCA and 184th Trans Bde to the TCE design.
